For this study, 15 possible challenges were identified (a) student enrollment, (b) instructional programs, (c) instructional support services, (d) extra curricular activities, (e) hiring and retaining administrative staff, (f) hiring and retaining teaching staff, (g) hiring and retaining non-certified staff, (h) building and grounds, (I) transportation services, (j) food services, (k) school finances, (l) student assessment, (m) accountability school performance, (n) family support, and (o) community support. There were no data on this topic for the state of Nebraska. The case for this study involved all 28 school districts identified as "very sparse" according to the Nebraska state aid statute as of 2007-08. The participants in this study were the superintendents of these school districts. The survey instrument used to collect data included the 15 challenges facing small, rural Nebraska school districts. A five point Likert-scale was used for each challenge from 1--a minor/no challenge to 5--a major challenge. Participants in the study were asked to respond to each of the challenge items from the perspective of their own school district by circling the number in their view that described their school district challenge. After the return of the survey, the author contacted each superintendent by telephone and conducted interviews using open-ended questions to further perspectives on the survey items. The results indicated the top challenges for small, rural Nebraska schools were school finance, student enrollment, hiring and retaining teaching staff, student assessment, and accountability school performance. Although each challenge was difficult on its own, the challenges overlapped each other and superintendents were not able to manage one challenge without addressing others. Small rural school districts face many challenges that require careful consideration and cooperation involving every community member and were impacted by some factors that they have no control over. Small, rural, school district superintendents must think ahead with finances, stay in contact with legislative actions, and keep an open mind to changing technology that can impact the education of students. Major problems are related to revenue and cash flow, increasing expenditures, providing quality education programs, and staffing to handle the responsibilities of fiscal management. Education funding is especially vulnerable to state politics, and many financial problems of rural school districts stem from state-aid funding formulas that favor larger urban districts. Some of the most crucial budgetary concerns are rising labor costs, the cost of new technology, and additional curricular mandates from state and federal governments. Successful strategies are listed for dealing with budget concerns and making the funding formula work, and specific examples are described. In particular, the 4-day school week provides some unique solutions to the financial and instructional problems of rural districts. Book excerpt: Purpose: The purpose of this study was to examine the governance issues in school districts with 500 or less students; Methodology: An online survey was constructed using items from the National School Board Survey. The survey was sent to the Texas school board presidents of districts with 500 or less students. The survey had five conceptual organizers: school board elections, school board service, school superintendent, policy issues and district/board president demography. A 40% return rate was achieved; Results: The results were reported as key findings by the conceptual organizers. Key findings include: 77% of board presidents were male; 90% of board presidents had a positive relationship with the superintendent. The average length of service for a superintendent was 4.3 years; 95% believed their district was prepared to meet the No Child Left Behind Standards; and, 93% of board presidents were Caucasian. Conclusions: All school boards are not the same. There are elemental differences between large, medium and small school districts; and Recommendations: Our lack of knowledge leaves us ill equipped to address the challenges small school boards face. Additional research is necessary to add to the body of literature and our understanding of governance as it applies to small school boards. School Board Survey Analysis Addendum is also included. Book excerpt: High school reform is currently at the top of the education policy making agenda after years of stagnant achievement and persistent racial and income test score gaps. Although a number of reforms offer some promise of improving U.S. high schools, small schools have emerged as the favored reform model, especially in urban areas, garnering substantial financial investments from both the private and public sectors. In the decade following 1993, the number of high schools in New York City nearly doubled, as new "small" schools opened and large high schools were reorganized into smaller learning communities. The promise of small schools to improve academic engagement, school culture, and, ultimately, student performance has drawn many supporters. However, educators, policy makers, and researchers have raised concerns about the unintended consequences of these new small schools and the possibility that students "left behind" in large, established high schools are incurring negative impacts.
