Book excerpt: Since becoming an independent country after its split from Czechoslovakia in January 1993, Slovakia's development from communism to political and economic democracy, underway when it was part of post-Communist Czechoslovakia, has been difficult and halting. Goldman starts with an analysis of the influence of a strong ethnic-based nationalism on Slovak relations with Czechs from 1918 through the Second World War and the years of Communist rule through to the breakaway from Czechoslovakia and the creation of an independent state. Goldman then examines the political, economic, socio-cultural problems and international difficulties the new Slovak state experienced as it tried to develop a democratic political system, move toward a free market economy, achieve societal unity and cohesion, and protect its interests abroad. In showing how a strong Slovak nationalism rooted in recent history has had an impact on policymaking in almost every sphere of national life, Goldman examines the roots and causes of Prime Minister Meciar's authoritarian leadership, the halting and uncertain transformation of the Slovak economy to a free market, the difficulties of governing the country's minorities, and the development of new relationships with areas of strategic as well as economic importance to Slovakia's well being as an independent state. This comprehensive and up-to-date analysis will be of great importance to scholars, students, and other researchers involved with Eastern European Studies.

Book excerpt: The Slovak Republic belongs to a multifarious realm of states where written constitutions make provisions for referenda. Even before the adoption of the Constitution of the Slovak Republic in 1992, Slovakia had some legal provisions enabling local referenda. Thus one may point to the law No. 369 on municipal constitution from the 6th of September 1990. This law made a very first introduction of «referendum» into the Slovak legal system: According to the statement of the § 3.2b) an inhabitant of the municipality has the right to vote in «local referendum». In this way the institution of referendum» started to serve especially for the purpose of obligatory «popular vote» solution of some previously merely administratively solved questions, namely: merger, split and dissolution of a municipality and establishing/canceling official rates.

Voters elected the head of government, Prime Minister Iveta Radicova of the Slovak Democratic and Christian Union, to a four-year term in 2010. President Ivan Gasparovic, the head of state, was reelected for a five-year term in 2009. Both elections were considered free and fair. Six political parties, four of which formed the governing coalition, participate in the National Council. In October the government fell to a no-confidence vote. Security forces reported to civilian authorities. Notable human rights problems during the year included abuse of power by judicial figures and a lack of checks and balances within the judicial system; continued societal discrimination and violence against Roma; and government corruption. Other human rights problems included prison overcrowding and targeting of the press for civil defamation suits by members of the political and business elite. The government investigated reports of abuses by members of the security forces and elsewhere in government. Some officials engaged in corrupt practices with impunity.
