It assembled more than 300 researchers and practitioners in the fields of technology, philosophy, history of ideas, literature, lin guistics, social science, etc. It was an initiative from the Swedish Center for Working Life, based on the project AI-Based Systems and the Future of Language, Knowledge and Responsibility in Professions within the COST 13 programme of the European Commission. Participants in the conference, or in some cases researchers related to its aims, were chosen to contribute to this book. It was preceded by Knowledge, Skill and Artificial Intelligence (ed. B. G6ranzon and 1. Josefson, Springer-Verlag, London, 1988) and will be followed by Dialogue and Technology (ed. M. Florin and B. Goranzon, Springer-Verlag, London, 1990). The contributors' thinking in this field varies greatly; so do their styles of writing. For example: contributors have varied in their choice of 'he' or 'he/she' for the third person. No distinction is intended but chapters have been left with the original usage to avoid extensive changes. Similarly, individual contributor's preferences as to notes or references lists have been followed. We want to thank our researcher Satinder P. Book excerpt: This book, in contrast with previous research and popular discussions that focus on the productivity of workers, identifies the critical influence of supervisors and engineers as key drivers of productivity differentials. To do so, it analyzes productivity at a Japanese car component plant and its three offshoot plants located in the United States, Thailand, and China and how productivity evolved at these plants from the mid-1990s to the early 2010s. The author’s participatory observation approach reveals that productivity and work practices converged to a limited degree over the years at all four plants. Particularly influential are the persistent differences at these plants in the extent to which workers learn how to combine and integrate their production skills with troubleshooting skills. Supervisors play a key role in developing this integration in Japan, while worker skills remain separated in the other countries. Integrated skill development is promoted in Japan through the trusting relationships that first-line supervisors enjoy with their workforce. In the plants abroad, in contrast, the persistence of workers’ control over their individual skill development and careers impedes the development of integrated skills. Manufacturing engineers at the Japanese mother plant also play key linking roles, thereby enhancing communications and problem-solving on the shop floor, whereas manufacturing engineers at the US, Thai, and Chinese plants play more limited and compartmentalized roles. As a result, productivity remains high in Japan and lags in the other plants. Surprisingly, Japanese managers remain reluctant to introduce these more productive work practices in the offshoot plants.

Book excerpt: Many middle-income countries (MICs) that saw rapid growth in the 1990s and 2000s have been facing the danger of remaining in the 'middle-income trap' unless they shift from labour-intensive, low value-added production to higher value-added activities that require more advanced skills. Intermediate skills and vocational education and training (VET) systems that generate these skills are critical for addressing the challenges for MICs in achieving high-road development. This book examines the skill systems in Mexico and Turkey, with a focus on auto parts producers, and the implications of these systems for these countries' development. It adopts a multi-layered understanding of the term 'skill system', which comprises firm-level hiring and training practices as well as the national and global dynamics that influence these practices. Drawing on discussions around globalization and the convergence of economic activity vs. national institutions and divergence, as well as interviews with auto parts producers and stakeholders of the skill systems, the book examines how the participation of local firms in global supply chains and these firms' institutional environment affect the firm-level skilling practices. It highlights key differences in the role of the state in the skills systems of Mexico and Turkey and investigates the implications of skilling practices for the high/low-road development prospects of both nations.
