The second section then explains the technological choices, from the architecture of the system and dynamic applications to information management, the smartphone-based energy-oriented driving assistance system, automatic fleet balancing systems, and real-time monitoring of vehicle positions. In the final section, readers will find descriptions of the simulation model, a model to estimate potential users of the service, and a model for a full-scale electric car sharing service in Milan.

Ongoing efforts are made by Lithuania to improve the delivery of municipal services with the aim to mitigate territorial disparities and foster social inclusion. In this perspective, shared public service provision is viewed as a way to enhance the accessibility, affordability and quality of essential public services. This report provides recommendations and an action plan to address challenges inherent to the legal, fiscal and institutional frameworks for shared municipal service provision in Lithuania, while taking stock of these different challenges. The report also provides two roadmaps for piloting primary healthcare and long-term care services in Tauragė+ functional zone (Jurbarkas, Pagėgiai, Šilalė, Tauragė municipalities) through shared municipal service provision. The report draws lessons from peer country experiences, and in particular Finland, where inter-municipal cooperation has been used successfully for decades.

The book recommends the imposition of a duty of care to host ISPs to curb the dissemination of unauthorised works and counterfeit goods, the ascription of a transparency obligation to host ISPs towards their users, and the establishment of a supervisory authority for host ISPs. Host ISPs have facilitated the dissemination of content amongst users and the purchase of goods online, enabling copyright holders and brand owners to attract a greater audience for their works and goods. However, their services have attracted a high number of copyright and trade mark violations, too. Neither Article 14 of the e-Commerce Directive nor Article 17 of the Copyright in the Digital Single Market Directive provide a solid response to the issue of host ISPs' liability. This book is a valuable resource for researchers in IT and IP law and offers a new perspective for resolving online IP disputes.

Book excerpt: The implementation of a project to create a centre to streamline back-office functions - such as finance, HR and procurement - for the seven research councils has so far not been good value for money. When finally operational 15 months late, the Centre was delivering services across the five functions planned but some services, particularly finance, are not yet where they need to be. By the end of March 2011 the project was £51 million over budget. Available evidence indicates that to date the project has underachieved against total expected savings by at least £73 million. The original business case, which led to the decision to opt for the shared service centre, was flawed. The projected savings to be made from better procurement were uncertain and a proper financial analysis should have prompted a re-evaluation of the available options. The reasons for the overrun and delay included complex governance arrangements, slow decision making and the lack of a clear vision for the project from the outset. The contract with Fujitsu, the supplier of the Centre's ICT systems, was terminated wasting £13 million because some elements of the system then had to be rebuilt in-house. When the project did start to go off-course, the Department for Business Innovation and Skills, as sponsor Department, did not intervene. A single shared service platform has the potential, if managed effectively, to offer broader benefits through streamlined processes. The report concludes that there is significant scope for further savings.
