Book excerpt: The global food system is characterized by large numbers of people experiencing food insecurity and hunger on the one hand, and vast amounts of food waste and overconsumption on the other. This book brings together experiences from different countries addressing the challenges associated with food security. Seen through various disciplinary lenses the different cases included are countries at various stages of food security, with diverse stories of success as well as failures in their efforts. China, Brazil and India, as well as less developed countries in Africa and Asia, such as Malawi, Ethiopia, Tanzania, Myanmar, Bangladesh and the Philippines. The authors pay special attention to the environmental and socio-economic challenges in the respective chapters and how they contribute to food insecurity. Each of the case studies identifies and analyzes which factors or drivers (environmental, economic, policy, technology, markets) have been the most powerful shapers of the food system and their future impact. The case studies identify interventions at regional, national and local level that contribute positively to food security, highlighting solutions that are effective and easy to implement for all levels of decision makers, from farmers to policy makers. Overall, the book provides insights in order to foster a greater understanding of the issues surrounding food security and support progress towards the goal of a sustainable food system for all.

The authors explain how the tactics employed by the Bolsonaro administration to dismantle bureaucracy and public policies, especially labour and social policies, find expression in the fiscal austerity measures recently inscribed in the Federal Constitution: a counter-democratic device employed by technical and financial elites to systemically derail the social protection system. Through this in-depth case study, the book presents new theoretical arguments and concepts that can be useful to understand the dynamics of such new regimes, and discussing similar cases in other contexts. Democratic governments in Brazil, driven by social movements and political actors, have strengthened social protection through a distinctive institutional architecture that combines the strengthening of public bureaucracies, the creation of intergovernmental networks, and the democratic instances of social participation and agreement. The contributions throughout this volume analyze these transformations in different sectors of public policy, such as labour, employment, pensions, food and nutrition security, health, and social assistance. The core contribution of the volume is to theorize and to empirically assess the limits and contradictions that characterize these forms of resistance. The proliferation of exports and imports of social, economic and policy management models have called for a rethinking of South–South relations. To date, most studies have focused on the drivers and strategies of international initiatives made by emerging powers; none have analysed the impact of these initiatives on the receiving country’s institutions, and on the structures of international organisations. In this book, Carolina Milhorance examines the content, process and consequences of the internationalisation of Brazil’s rural public policy instruments. Brazil earned wide international recognition in the early 2000s for its agricultural modernisation and social policies; its increasing influence illustrated the specific political interests of coalitions that are embedded in domestic and international struggles. Drawing on extensive field research – including more than 280 interviews – conducted in Brazil, Mozambique, South Africa, Malawi, France and Italy, Milhorance analyses the effects of the internationalisation of Brazilian policy solutions on national and local political systems in recipient countries, highlighting specifically the case of Mozambique. Relying on a new theoretical approach to International Relations – one based on public policy analysis and international political sociology – she moves beyond a debate about conventional notions of international power. Book excerpt: In Mozambique, food security remains a key issue and the country suffers perennial food shortages, especially in the provinces of Manica,Tete, Sofala, Zambezia, Maputo and Gaza. Weaknesses in post-harvest systems, which contribute to both a lower supply and higher food prices (due to post-harvest losses) are key reasons behind these food shortages. Currently, none of the post-harvest losses programmes conducted in Mozambique provides loss estimates along the entire value chain for a given commodity. In this report, we quantify losses across the value chain in maize, which is a key staple food in Mozambique, in the provinces of Manica and Zambezia. The study, carried out by the International Food Policy Research Institute (IFPRI) in collaboration with the Agrifood Economics Division (ESA) at FAO, sheds light on understanding the magnitude, nature and consequences of food losses across the maize value chain in selected regions in Mozambique. In particular, the methodology used in this report allows to accurately measure food losses and identify in which segment of the value chain these food losses occur and the causes of the losses.

Europe, Brazil, China and the rather robust and complex African experiences are covered to provide a rich multidisciplinary and multi-level analysis of the dynamics of newly emerging markets. Rural Development and the Construction of New Markets analyses newly constructed markets as nested markets. Although they are specific market segments that are nested in the wider commodity markets for food, they have a different nature, different dynamics, a different redistribution of value added, different prices and different relations between producers and consumers. Nested markets embody distinction viz-a-viz the general markets in which they are embedded. A key aspect of nested markets is that these are constructed in and through social struggles, which in turn positions this book in relation to classic and new institutional economic analyses of markets. These markets emerge as steadily growing parts of the farmer populations are dedicating their time, energy and resources to the design and production of new goods and services that differ from conventional agricultural outputs. The speed and intensity with which this is taking place, and the products and services involved, vary considerably across the world. In large parts of the South, notably Africa, farmers are ‘structurally’ combining farming with other activities. By contrast, in Europe and large parts of Latin America farmers have taken steps to generate new products and services which exist alongside ongoing agricultural production. This book not only discusses the economic rationales and dynamics for these markets, but also their likely futures and the threats and opportunities they face.
