Book excerpt: The Czech Republic was integrated into NATO in 1999, when the process of the enlargement of the Alliance by including Central and Eastern Europe had begun, and the idea of the EU expansion was being seriously considered, These changes and the unfavorable development of the Balkans crisis created a new security environment in the region, and the necessity for a revised European security policy. Membership in the EU became a primary strategic goal of the Czech Republic's foreign policy. How did the NATO strategy influence the Czech security policy? What was the evolution of the security environment in the Europe-Atlantic region and the NATO-EU relationship? This thesis analyzes this process and examines its experience. The Czech Republic, as one of the candidates for integration into the EU, has created a good position for its entry. This thesis also explores recent international security relations and their strategic continuities for the creation of the new policy. Since the armed forces play an important role in the national security, the work analyzes a new concept of the Czech Republic Armed Forces reform. In the last chapter the thesis tries to define possible presumptions for the new security policy and argues some possible proposals, which is its main objective.

This book defines security as the efforts undertaken by national governments and multilateral institutions, beginning with the end of the Cold War and the reunification of Germany, to continue to protect European populations from acts of war and politically-motivated violence in light of the dissolution of the imminent political threat posed to Western Europe by the Soviet Union, 1945-1991 Together these essays assess the progress made in Europe toward preventing conflict, as well as in ending conflict when it occurs, after the abrupt passing of a situation in which the source and nature of a conflict were highly predictable and the emergence of new circumstances in which potential security threats are multiple, variable, and difficult to measure. Contemporary Europe is a mixture of old and new, of arrested and accelerated history. Europe's governments and institutions have been only partly successful in meeting new security challenges, to a high degree because of failing unity and political will. Yesterday, Europe only just avoided perishing from imperial follies and frenzied ideologies, wrote the late Raymond Aron in 1976, she could perish tomorrow through historical abdication.

Otherwise, the European Union will be unable to effectively tackle the increasing regional and global problems, and as a result of the Union's irresolution, the security of its member states may be impaired. Taking into account the enlargement of the EU with the inclusion of Finland, Austria, and Sweden, the contributors to this book examine the changes taking place in central and eastern Europe, the increasing importance of a broader definition of security, as well as various scenarios for the structure of Europe's security and defense policies. Proposals for future reform of the CFSP are also developed.

After NATO decided to take in Hungary, the Czech Republic, and Poland at its Madrid Conference in July 1997, the European Union, meeting at Amsterdam, decided to begin accession talks with those three states, Estonia, Cyprus, and Slovenia. Thus concurrent and coinciding waves of integration throughout the continent are going to transform Europe.s security map and agenda beyond recognition. But this does not mean either that past history is now utterly irrelevant or that Europe has attained a kind of security Nirvana. The Bosnian crisis, and to a lesser degree the Albanian crisis of 1997, as well as the recent problems in Kosovo show that many challenges confront Europe, and that Europe is reluctant to confront them.1 Insofar as out-of-area issues in the Middle East are concerned, the Iraqi crises of 1997-98 demonstrated that Europe remains divided, unable to forge a common security policy for those issues in that region or to assume a leadership position in the resolution of international crises.

Book excerpt: This thesis compares two cases of European democracy and security to explain why the Czech Republic was invited to join NATO and why Slovakia was excluded from the Euro-Atlantic integration. This thesis further discusses the political and economic character of Slovakia and the proposed reforms of Slovak policy to join NATO and the European Union in the near future. When Czechoslovakia split into two independent states, the Czech Republic and Slovakia, on January 1, 1993, both were believed to have a good chance of integrating into the West's political and military organizations at the earliest opportunity. While the Czech Republic forged ahead with democratic and free market reforms and successfully completed NATO accession talks, Slovakia failed to achieve these important objectives. Because of Slovak Prime Minister Vladimfr Meciar's anti-democratic statecraft, Slovakia has lately been excluded from the enlargement process. This policy led Slovakia slowly and non-democratically toward an authoritarian regime and dictatorship. However, the 1998 September Parliamentary elections have changed the political face of Slovakia and the new Prime Minister, Mikulas Dzurinda's government, has aided Slovakia's integration to NATO and the EU.
