Book excerpt: Soon after starting work on the development of a methodology for national trans portation planning in Venezuela, we realized the importance of an integrated management process for such an effort. We also realized the absence in the literature of specific guidelines on how to manage and conduct a transportation planning effort. The literature on the subject of national transportation planning is predominantly theoretical and technical in nature. To a large extent, the absence of literature on management and broad-based methodological approaches reflects the limited and ad hoc nature of the experience in national transportation planning. This book is an attempt to fill that gap. The main objective of the book is to show one way by which a methodology for national transportation planning can be integrated into a process management framework. It reports on the experience that the authors had in the Venezuelan case, as well as in earlier national planning efforts. The book is not intended as a theoretical discussion of planning. Instead, it adopts a particular theoretical stand and proceeds on that basis to develop a program for applying a specific methodology. The intention is to leave as much of the details and elaborations of that methodology to the user. This is motivated by two considerations. One may therefore ask why another study on this subject has been written. The answer is that the manuals, in my opinion, do not deal adequately with the income distribution aspects of projects. This study was written to demonstrate how traditional project plan ning criteria can be expanded to include income distribution considerations. Part I of the study (Chapters I through 6) discusses conventional project planning criteria. Chapter I serves as an introduction by reviewing some of the broader principles of the analysis. Chapters 2 and 3 examine in detail the valuation of benefits and costs, paying particular attention to the problems that arise in making such valuations in developing countries. While Chapter 4 is concerned with the rules to be followed for maximizing the net benefits of a single project, Chapter 5 reviews the techniques for maximizing the net benefits of a series of projects. Chapter 6 deals with a number of different topics, ranging from the practical problems posed by linkages and externalities to an examin ation of the usefulness of international lending agencies and problems related to divergencies from situations of internal and external balance. Part II is concerned with income distribution, and begins in Chapter 7 with a review of the concept of a social welfare function.

In Mega-Projects, Alan Altshuler and David Luberoff analyze the unprecedented wave of large-scale (mega-) public investments that occurred in American cities during the 1950s and 1960s; the social upheavals they triggered, which derailed large numbers of projects during the late 1960s and early 1970s; and the political impulses that have shaped a new generation of urban mega-projects in the decades since. They also appraise the most important consequences of policy shifts over this half-century and draw out common themes from the rich variety of programmatic and project developments that they chronicle. The authors integrate narratives of national as well as state and local policymaking, and of mobilization by (mainly local) project advocates, with a profound examination of how well leading theories of urban politics explain the observed realities. The specific cases they analyze include a wide mix of transportation and downtown revitalization projects, drawn from numerous regions—most notably Boston, Denver, Los Angeles, New York City, Chicago, Atlanta, Dallas, Portland, and Seattle. While their original research focuses on highway, airport, and rail transit programs and projects, they draw as well on the work of others to analyze the politics of public investment in urban renewal, downtown retailing, convention centers, and professional sports facilities. In comparing their findings with leading theories of urban and American politics, Altshuler and Luberoff arrive at some surprising findings about which perform best and also reveal some important gaps in the literature as a whole.
