Book excerpt: One of the policy measures which has elicited a great deal of attention especially among less developed economies with high man-land ratios is agrarian reform. The long experience of the Philippines on agrarian reform only illustrates the immense implementing problems that this policy measure encountered. Research works on the implementation of past and present laws abound, yielding two fundamental conclusions. First, unequal landownership has, over time, exacerbated poverty and has encouraged inefficient utilization of the scarce resource; and second, the character and pace of the agrarian reform implementation were responsive to the existing political and economic configurations. It is obvious that a policy which ensures a more efficient and equitable use of rural land is critical.

Increasingly, modernization assigns the risks of modernity to those with the least power and greatest vulnerability to environmental harm. Conventional environmentalism, which focuses on critique of the effects of humanity against nature, is inadequate to the challenges of globalization. In particular, it fails to explain sources of persistent patterns of social injustice that accompany escalating environmental exploitation. As the capacity for environmental destruction expands, broader concerns about environmental injustice have come to the fore, including awareness of threats to whole cultures, ways of life, and entire ecologies. The volume's authors consider the links between expanded patterns of environmental injustice and the structures and forces underlying and shaping the international political economy. Book excerpt: Following the Sandinista Revolution in 1979, young bohemian artists rushed to the newly formed Nicaraguan national film institute INCINE to contribute to "the recovery of national identity" through the creation of a national film project. Over the next eleven years, the filmmakers of INCINE produced over seventy films—documentary, fiction, and hybrids—that collectively reveal a unique vision of the Revolution drawn not from official FSLN directives, but from the filmmakers' own cinematic interpretations of the Revolution as they were living it. This book examines the INCINE film project and assesses its achievements in recovering a Nicaraguan national identity through the creation of a national cinema. Using a wealth of firsthand documentation—the films themselves, interviews with numerous INCINE personnel, and INCINE archival records—Jonathan Buchsbaum follows the evolution of INCINE's project and situates it within the larger historical project of militant, revolutionary filmmaking in Latin America. His research also raises crucial questions about the viability of national cinemas in the face of accelerating globalization and technological changes which reverberate far beyond Nicaragua's experiment in revolutionary filmmaking.
