Book excerpt: This review of the techno-economic performance of the main global fishing fleets discusses the outcomes from 20 country-level studies of fishing fleets from Africa, Asia, Europe, North and South America. It includes financial, socio-economic and technical information from 103 major (semi-) industrial fishing fleet segments, which are responsible for an estimated 39 percent of marine capture fisheries production worldwide. The analysis of vessel characteristics reveals substantial differences in fishing capacity (in terms of vessel length, tonnage and power) between fleet segments. An increase in the gross tonnage of average vessels was observed in fleet segments also covered in previous reviews. Substantial increases in average length overall and engine power were observed in several Asian fishing fleets. The age structure of the fishing fleets in most regions, except Asia, shows an upward trend. An analysis of the costs and earnings data showed that labour and running costs were the two main cost components for the majority of fleet segments. Ninety-two percent of 97 fleet segments reported a positive net cash flow in the year they were surveyed, in the 2016–2019 period. Net profit margins of 10 percent or more were realized by average fishing vessels in 73 percent of the fleet segments. Returns on investment (ROIs) of 10 percent or higher were realized by 61 percent of the fleet segments. The review also discusses developments in fishing technologies. These developments, along with a general increase in seafood prices, successful fisheries management in some areas, and improved fleet capacity management in Europe and North America, have all contributed to the ongoing, positive financial and economic performance of the main global fishing fleets in recent years.

Book excerpt: This techno-economic performance review of selected fishing fleets in Europe presents the findings of European country level studies of fishing fleets of Denmark, France, Germany, Italy, Norway, Spain, Turkey and the United Kingdom of Great Britain and Northern Ireland. The review includes financial and economic information of 42 fishing fleet segments, including demersal trawlers, purse seiners, pelagic trawlers, long-liners, coastal fishing vessels using passive gears, pots and traps fishing vessels and small-scale hand-liners. Analysis of the costs and earnings data of 42 of the main fishing fleet segments in Europe in 2016 showed that all types of vessels had a positive gross cash flow. The average net profit margin of the 41 fishing fleet segments analysed was very good with 20 percent. Eighty-five percent of the fleet segments presented positive return on fixed tangible assets (ROFTAs) of 10 percent and higher. However, 38 percent of the fleet segments demonstrated return on investment (ROI) percentages lower than 10 percent. Comparing the 2016 financial and economic performance results with those of some of the same fleet segments included in the 2002-03 review study, it is clear that general fishing fleet performance in Europe improved. All eight countries together saw a decrease in the number of fishing vessels between 2008 and 2016 of 10 percent, from nearly 60 000 to less than 54 000 vessels. Each of the countries also saw a reduction in total fleet capacity in gross tonnage (GT) and kilowatts (kW). The vessel age structure showed an increasing trend for most of the fishing fleet segments.

Book excerpt: The marine areas beyond national jurisdiction (ABNJ) comprises 40 percent of the earth’s surface, it covers 64 percent of the surface of the ocean and 95 percent of its volume. The Common Oceans ABNJ Program (2014-2019) was implemented by FAO as a concerted effort to bring various stakeholders to work together to manage and conserve the world’s common oceans. The ABNJ Deep-Sea project, one component of the Common Oceans ABNJ Program, was of great assistance to newly-formed regional fisheries management organization and arrangements (RFMO/As), as well as some long-standing regional fisheries. The project showed positive results in safeguarding vulnerable marine ecosystems, strengthening monitoring, control and surveillance to combat illegal, unreported and unregulated fishing, mitigating bycatch mortality trends, and building awareness of cross-sectoral aspects in effective governance of ABNJ. Through its cooperation with RFMOs, the project has, to some extent, contributed to minimize the negative impacts of bycatch. Results achieved should be capitalized on and upscaled in a second phase.

Traditional management approaches have relied upon a stock assessment based on existing understanding of resource status and dynamics, and a prediction of the likely future response to a static management proposal. However all such predictions include an inherent degree of uncertainty, and the last few decades have seen the emergence of an adaptive approach that uses feedback control to account for unknown future behaviour. Feedback is achieved via a control rule, which defines a relationship between perceived status of the resource and a management action. Evaluations of such rules usually include computer simulation testing across a broad range of uncertainties, so that an appropriate and robust rule can be selected by stakeholders and managers. The book focuses on this approach, which is usually referred to as Management Strategy Evaluation. The book is enriched by case study examples from different parts of the world, as well as insights into the theory and practice from those actively involved in the science of fisheries management.

The EU, a major fishing power, portrays itself as a normative actor and a champion of sustainable fishing. The volume reconceptualises the Normative Power Europe narrative by identifying three interrelated elements – universality, use of instruments, and legitimacy – as the key criteria against which to evaluate the normativity of the EU’s conduct. The universality element examines the level of international acceptance of the stated aims of EU action; the use of instruments element examines the EU’s participation limitations in relevant international institutions and the means (persuasion as opposed to coercion) through which it acts; and the legitimacy element examines the substance of the EU’s action in terms of legality, protection of common or self-interests, and coherence and consistency. The book draws upon extensive research into both the international and EU legal frameworks relating to fisheries and the EU’s practice in its external fisheries relations. It consecutively discusses four sets of challenges: (i) to the EU’s normativity posed by lack of membership in global institutions; (ii) created notwithstanding membership in other global or regional bodies; (iii) connected to multileveled coercive action and (iv) to accessing foreign fishing resources. It claims that, while the EU’s normativity depends greatly on its internal and external powers, it is the EU’s inability to freely wield these powers that damages its normativity. To act normatively, the EU primarily needs the full Member States’ support, as its present constitution prevents it from acting completely independently from them. The volume is aimed at academics and practitioners alike working in the area of fisheries globally but also on the EU’s external action more generally. An accord has to be struck between policy makers and regulators on the one hand, anxious to direct research and business incentives in effective and efficient directions, and developers, investors and businesses on the other, anxious to reduce the risks of such potentially profitable but innovative investments.The EU H2020 MARIBE (Marine Investment for the Blue Economy) funded project was designed to identify the key technical and non-technical challenges facing maritime industries and to place them into the social and economic context of the coastal and ocean economy. MARIBE went on to examine with companies, real projects for the combination of marine industry sectors into multi-use platforms (MUPs). The purpose of this book is to publish the detailed analysis of each prospective and established maritime business sector. Sector experts working to a common template explain what these industries are, how they work, their prospects to create wealth and employment, and where they currently stand in terms of innovation, trends and their lifecycle.
