He made this forecast before Theodor Herzl, the Father of Zionism, formed the Zionist movement in 1896. The state of Israel for the Jews was created in Palestine in May 1948. Two years later, in May 1950, the European Union was born in Paris with The Schuman Plan. These events occurred exactly as the Intelligence Officer had predicted. Strobe Talbott introduces the extraordinary life and vision of Jean Monnet—the man credited as the architect of European unity. Monnet died in 1979, long before the euro went into circulation, and his relevance today is all the more striking in light of his idiosyncratic career. He was born in 1888 to a long line of brandy artisans. He had no formal training as an economist, yet he is ranked alongside Keynes. He was never elected to public office, and his fellow countrymen sometimes mocked him as “the great American.” Ironically, some believed that Monnet’s arguments were particularly effective with FDR, and later speculated that they might even have helped shorten World War II by a year. Challenging the conventional wisdom among both international relations theorists and Cold War historians, McAllister argues that America's central objective from the Second World War to the mid-1950s was to create a European order that could be peaceful and stable without requiring the permanent presence of American ground forces on the continent.The permanent presence of American forces in Europe is often seen as a lesson that policymakers drew from the disastrous experiences of two world wars, but McAllister's archival research reveals that both FDR and Eisenhower, as well as influential strategists such as George Kennan, did not draw this lesson. In the short term, American power was necessary to balance the Soviet Union and reassure Western Europe about the revival of German power, but America's long-term objective was to create the conditions under which Western Europe could take care of both of these problems on their own.In the author's view, the key element of this strategy was the creation of the European Defense Community. If Western Germany could be successfully integrated and rearmed within the context of the EDC, Western Europe would have taken the most important step to becoming a superpower on par with the United States and the Soviet Union. Understanding why this strategy was pursued and why it failed, McAllister asserts, has important implications for both international relations theory and contemporary questions of American foreign policy.

Older frameworks for understanding have been challenged, while the outlines of new ones are only now beginning to emerge. This book looks to history to provide a more durable explanation of the nature and legitimacy of European governance going forward. Through detailed examination of certain fundamental but often overlooked elements in EU history, Peter Lindseth describes the convergence of European integration around the 'postwar constitutional settlement of administrative governance.' 'Administrative' here does not mean 'non-political' or 'technical'-it means that supranational regulatory authority should properly be seen as 'delegated' from national constitutional bodies. As such, supranational policymaking has relied to a significant degree on forms of oversight by national executives, legislatures, and judiciaries, following models of 'mediated legitimation' first developed in the administrative state and then translated into the European context. These national mechanisms developed specifically to overcome the core disconnect in European integration-between exercises of otherwise autonomous supranational regulatory 'power,' on the one hand, and the persistence of the nation-state as the primary source of democratic and constitutional 'legitimacy' in the European system, on the other. It has been through recourse to the legitimating structures and normative principles of the postwar constitutional settlement, this study shows, that European public law has sought to reconcile 'Europe' and the nation-state for more than fifty years.
