Book excerpt: Several school districts use assignment systems that give students an incentive to misrepresent their preferences. We find evidence consistent with strategic behavior in Cambridge. Such strategizing can complicate preference analysis. This paper develops empirical methods for studying random utility models in a new and large class of school choice mechanisms. We show that preferences are non-parametrically identified under either sufficient variation in choice environments or a preference shifter. We then develop a tractable estimation procedure and apply it to Cambridge. Estimates suggest that while 82% of students are assigned to their stated first choice, only 72% are assigned to their true first choice because students avoid ranking competitive schools. Assuming that students behave optimally, the Immediate Acceptance mechanism is preferred by the average student to the Deferred Acceptance mechanism by an equivalent of 0.08 miles. The estimated difference is smaller if beliefs are biased, and reversed if students report truthfully.

Book excerpt: Public-private partnerships in education exist in various forms around the world, in both developed and developing countries. Despite this, and despite the importance of human capital for economic growth, systematic analysis has been limited and scattered, with most scholarly attention going to initiatives in the United States. This volume helps to fill the gap, bringing together recent studies on public-private partnerships in different parts of the world, including Asia, North and South America, and Europe. These initiatives vary significantly in form and structure, and "School Choice International" offers not only comprehensive overviews (including a cross-country analysis of student achievement) but also detailed studies of specific initiatives in particular countries. Two chapters compare public and private schools in India and the relative efficacy of these two sectors in providing education. Other chapters examine the use of publicly funded vouchers in Chile and Colombia, reporting promising results in Colombia but ambiguous findings in Chile; and student outcomes in publicly funded, privately managed schools (similar to American charter schools) in two countries: Colombia's "concession schools" and the United Kingdom's City Academies Programme. It presents the dominant concepts of competition policy as a basis for an international competition order and formulates a synthesis. The result is a new neo-ordoliberal approach. Anti-dumping-measures are analysed of the effects on international competition and resource allocation, and alternatives and improvements are suggested. From national forms of competition policy a synthesis of international competition policies are derived. Currently reforms of the international competition order are heavily discussed and here a selection of the most important suggestions are presented, compared, and evaluated. Finally, this book offers strategies that might serve as second-best solutions, and though they may not be optimal for competition policy, they are politically feasible and an improvement on the current competition regulations. They would be a back-up in case the WTO competition regulations aren't realizable.

Book excerpt: Although public schools are not generally subject to direct competition for students, it is commonly thought that they nonetheless face competition through parents' residential choice. Such competitive effects are likely to depend on the relative proximity of school districts if it is less costly to move short distances than long, or if parents are able to more easily send their children to nearby districts through open enrollment policies. Using panel data for 607 Ohio school districts from 1998 to 2007, I test for strategic interaction over teacher salaries and standardized test scores. I present evidence that Ohio public school districts act to 'follow their neighbors'- that is, that they attempt to exactly mirror changes in the inputs and outputs of nearby school districts and I show that this result is robust to different definitions of 'neighbor.' I further show that conventional estimation of spatial autoregressive models via Maximum Likelihood or via poorly-instrumented General Method of Moments may create large biases in the estimated spatial autocorrelation coefficient. I suggest that this statistical phenomenon may explain some of the differences in estimated magnitudes of school competition across the spatial literature.
