Centuries of exploitation and neglect have forced the majority of these hapless people into sub-human existence. They occupy the bottom rung of the social lader. Devoid of education, information and the necessary motivation, information and the necessary motivation, they are not in a postion to take advantage of teh reservation policy and other programmes evolved to improve their situation. Are the need and relevance of development of these exterior castes duly appreciated? Have development programmes of rthe betterment of the dperessed classes been able to achieve their objective? Is there the necessary social, political and administrative will to evolve social, intervention strategies and implement them in letter and spirit? The present work addresses itself to these questions and strives to identify those factors which facilitate or hinder development and change in these weaker sections of society. It examines the socio-cultural background, economic situation, social interactional patterns, development programmes, the magnitude of participation in these development of participation in these development programmes and programme preference of the members of the scheduled castes.

It has traced successive shifts in tribal development policies and strategies at different points of time. A thumbnail picture has been presented on impact of the programmes on the stakeholders through case studies conducted in a remote district of a poverty ridden state. The results of the field study tend to conceptualise that despite input in terms of money and material and the so called coveted efforts and endeavours of public servants, there is an abysmal mismatch between the objectives and achievement. We are still far away from the point of their conscientisation. The study will be of immense academic and practical worth. The comprehensive analysis and critical review presented in this book on an important aspect of tribal development and finally the policy prescriptions suggested make it imperative reading for economists, anthropologists, planners, policy makers, administrators and members of the academic and research organizations.

Book excerpt: Recognising the role of education as an effective instrument for bringing about changes in Scheduled Castes in their socio-economic and socio-cultural conditions in an elaborate programme of pre-Matric and post-Matric scholarships, reservations of seats in the schools and colleges, establishement of hostels and ashram schools and many other beneficial schemes are in operation for the last five decades. It is of considerable interest to find out how these facilities have been actually beneficial for them and what is the level of their progress in the field of education. This book is aimed at knowing the truth in this regard. In fact, the educational progress of the Scheduled Castes suffers from two deficiencies; first, they lag very much behind the rest of the population in their educational achievement and second, among them some group have made far more, rapid progress than others. The benefits of the special educational facilities for the Scheduled Castes have not accrued equitable to the most backward communities among them. As a result, severe interand intra-caste and intra-and intra-state differentials have given rise to a separate class among them. This study based on the data, identifies the castes and the caste-groups which have benefited due to differential utilization of the incentives and other protective programmes and suggests measures to bring about an all round educational development of the Scheduled Castes. A bold and pragmatic step is called for to give a new orientation to the present policy of educational development of the Scheduled Castes, if we are really interested in ushering in equality through education.
