BACKGROUND In June of 1988, approximately forty scholars and researchers met for four days in the Leeuwenborst Congres Center in Noordwijkerhout, The Netherlands, to participate in a workshop entitled Self-Report Metho dology in Criminological Research. The participants represented 15 nations and 30 universities and research centers, a diversity that was matched by the experiences and focal interests in self-report methods among the participants. This volume is the result of the workshop process and in particular of the invitations to participants to prepare pre-conference papers for distribution prior to the workshop. The chapters in the volume were selected from the larger set of pre conference papers. As workshop conv~ner and volume editor, it falls on me to set some of the context for this enterprise. Self-report crime is "admitted" crime, derived from interview and questionnaire responses obtained from adults and juveniles (regardless of whether or not they have been arrested) concerning their own illegal behaviors. Growing awareness of the limitations of official crime statistics has led to the development of self-report procedures.

In recent decades the Icelandic state has taken serious steps to curb mounting crime, establishing a specialized drug court and an undercover drug police agency. Public opinion polls clearly demonstrate Icelanders' growing concern that crime and drug use are on the rise. In their provocative new book, Wayward Icelanders, Helgi Gunnlaugsson and John Galliher offer another, more nuanced explanation for recent Icelandic attitudes toward crime, one that takes into account the unique history and culture of this relatively homogeneous and isolated nation. Wayward Icelanders explores how the threat of crime has affected Icelanders' collective self-identity, producing an ever greater need for social control. Historically Iceland has provided stiff sanctions for the use and abuse of mind-altering substances. Drunk driving has long been systematically punished, and even beer was prohibited for more than seventy years. The rate of conviction for these crimes is high, even in a democracy that prides itself on protecting civil liberties. Even more troubling, however, is the low rate of convictions for rape cases, which suggests that such crimes receive less attention from the state. Drawing on the classic work of Durkheim as well as Kai Erikson's Wayward Puritans, Gunnlaugsson and Galliher demonstrate that an escalating war on crime can threaten freedom even in a small, affluent, and relatively nonviolent nation like Iceland with a long-standing commitment to democracy and individual rights.

More specifically, it deals with what in this context is referred to as extended appropriation, that is, confiscation in cases where the causal link between the property (the proceeds of crime) in question and the predicate offence(s) is less obvious. Particular focus is placed on extended criminal confiscation and civil recovery. These forms of confiscation give rise to a number of complex legal issues. The overarching purpose of the book is to provide an analysis of the nature of extended appropriation within the criminal justice system and to discuss a normative framework that may assist in assessing the legitimacy of such confiscation schemes. It also seeks to explore what a fair and reasonable balance between the interests of the state and those of the individual in this field might look like. The analysis starts from an acknowledgement not only of the need for having effective confiscation regimes in place, but also of the need for protecting the interests of the individual. It is hoped that the book will stimulate further discussion on the legitimacy of asset recovery as a crime control measure.
