Book excerpt: "Walking and powered two-wheelers (PTWs) play a fundamental role in the urban mobility of many Latin American (LA) cities. Despite their importance, the road safety of these transportation modes, referred to as vulnerable road users, is still a major concern. In the Americas, pedestrians and PTWs represent almost half of the road fatalities as they account for 22% and 20% of the fatalities respectively. Moreover, the percentage of PTWs users in traffic fatalities has been rapidly increasing in Latin American countries - for instance, in Bogota, this increased from 18% in 2013 to 28% in 2017. To deal with the road safety problem, many developed countries have established programs and methodologies for the countermeasure implementation (e.g. “vision zero”). However, such programs are often absent in LA countries. Among many other factors, this is attributed to the lack of economic resources, safety-related data and tools for safety diagnosis and evaluation. Road crash data frequently does not exist or lacks quality. Crash data often suffers from inconsistencies, misclassification, inaccurate geographical locations and inaccurate identification of crash contributory factors. In addition, it can take years to gather sufficient information for diagnosis and countermeasure evaluation, making it difficult to determine failure mechanisms that lead to crashes and contributing risk factors. In this context, there is a need for data and methodologies for safety analysis and countermeasure evaluation that do not rely on crashes. To address the issues with observed crash data, alternative approaches have emerged in the last few years. This includes the surrogate-road-safety approach which includes conflict techniques or measures of proximity and speed measures derived from video trajectory data. This alternative approach is a low cost and time efficient way to get data for safety diagnosis and evaluation of countermeasures. Despite the recent developments in surrogate safety measures and tools, very few studies exist in the literature regarding the investigation of vulnerable road users (VRUs) road safety in developing countries using alternative surrogate safety methods. Very little is documented about the contributing factors related to dangerous vehicle-VRUs interactions and the low-cost road-design treatments that can help reduce VRUs injuries in LA context. As walking and PTWs are essential modes of transportation in LA countries, PTW face a great risk of injury and are involved in a disproportionate number of vehicle collisions in urban areas. The general objective of this thesis is to introduce the use of surrogate measures of safety and methodologies for VRUs in the context of LA using video analysis techniques. More specifically, the first part of this research has two objectives. First, this thesis proposes and implements a proactive surrogate safety methodology using video trajectory data in the context of developing countries to identify risk-contributing factors to vehicle-pedestrian interactions at distinct types of junctions and to evaluate the effectiveness of temporary low-cost countermeasures using Cochabamba and Bogota as case studies. In the second half, extensive video trajectory data was obtained, automatically processed and used to analyze the effect of speed, conflicts and driver behavior, including maneuvering and traffic violations, on PTWs safety and to identify the factors contributing to PTWs risk in the LA context. Hundreds of hours of video data were automatically processed using a specialized computer vision software to generate speed and road-user trajectory data to investigate the risk factors"--

Book excerpt: Approximately, 90% of global road traffic deaths occur in low-and middle-income countries (LMICs), and vulnerable road users (VRUs) constitute 54%, even though these countries have about 60% of the world s vehicle population. VRUs are particularly prone to injuries and fatalities because they are not protected by any external vehicular body and their vulnerability is higher in mixed traffic conditions. There have been efforts by many countries across the globe to reduce road traffic deaths and injuries, but progress varies significantly between different regions and countries. In Ghana, VRUs account for a high proportion of crashes, with pedestrians and motorcyclists making up about 60% of total crashes every year. Motorcycle-related road safety has become topical due to the recent rapid rise in commercial motorcycle activities attributed to the problem of urban traffic congestion and the general lack of reliable and affordable public transport in rural areas. Additionally, uncontrolled interaction between human and high-speed vehicular activities in and around settlement areas throughout Ghana has resulted in numerous pedestrian deaths and injuries. The phenomenon has been attributed to the land-use and right-of-way planning practices as well as lack of safe crossing facilities for VRUs, comprising pedestrians, bicyclists, and motorcyclists (both two- and three-wheelers). This dissertation is the result of three distinct, but interrelated research efforts addressing VRU safety issues in Ghana. Ghana, like many other countries in sub-Sahara Africa (SSA), is a rapidly developing nation with a rising middle-income population that is driving the urbanization and motorization processes. Nonetheless, a vast majority of the population rely on walking and motorcycles for their daily travel needs. Pedestrians and motorcyclists, both drivers and pillions, make up a significant proportion of VRU fatalities in the country. This dissertation seeks to throw more light on the VRU safety concerns in the country by a) understanding how local transport professionals perceive pedestrian and motorcycle safety issues and the adoption of the Safe Systems approach as a countermeasure tool to address them, and b) conducting data-driven analyses to identify factors contributing to these crashes so that potential countermeasures can be developed based on local conditions and input from local road safety professionals. The dissertation consists of three major areas related to VRU safety in the country. The first part of the study assessed opinions of local transport professionals on the complex safety issues relating to VRUs using the Safe Systems approach to explore how local context could guide the implementation of countermeasures. The Safe Systems approach takes a holistic view of road safety, and this framework is based on the basic premise that humans are prone to errors, mistakes, and mishaps and that as a result are vulnerable to crashes and must therefore be protected systemically. The Safe Systems approach addresses: behavioral issues that may result in crashes (speeding, driving under the influence, aggressive or distracted driving, etc.) under its safer people pillar; issues related to vehicle design and condition under safer vehicles; emphasis on infrastructure designed and constructed to prevent or reduce the severity of crashes through the safer roads pillar; and finally the promulgation of policies that promote safer speeds, especially where vehicular traffic is mixed with VRUs. The study used a Multi-Criteria Decision-Making tool, the Analytic Hierarchy Process (AHP), to develop a framework based on knowledge and opinions gleaned from a survey of local road safety professionals to prioritize countermeasures for VRUs (i.e., pedestrians and motorcyclists) using a Safe Systems approach. This initial work provided a reference frame for two subsequent data-driven analyses of motorcycle and pedestrian crashes throughout the country. The motorcycle crash study emphasized the differences among crashes that occur in rural versus urban areas. The pedestrian study focused explicitly on crashes that occurred on inter-urban highways in Ghana. It is anticipated that the findings of the dissertation research will provide a basis for the development of targeted and appropriate countermeasures to reduce the number of VRU deaths and injuries in Ghana. The recommendation for a localized Safe Systems approach and a data-driven strategy to address VRU safety issues is expected to result in improved overall road safety in the country, and other countries with similar characteristics in the region. The proposed Safe Systems framework developed, and its results can be used by transport professionals to prioritize localized efforts to improve the safety of VRUs.

Book excerpt: In 2009, there were over 114,000 fatalities and injuries in the U.S. among vulnerable road users (VRUs; pedestrians and pedal cyclists; NHTSA, 2010). 4,092 pedestrians were killed in pedestrian-vehicle crashes. Pedestrian risk at intermodal interchanges such as bus terminals may be due to factors such as the greatly increased number of pedestrians, the increased likelihood of poor pedestrian behavior, and the lack of separation between pedestrians and vehicles (Clifton & Kreamer-Fults, 2007; Zegeer & Bushell, 2012). The current study investigates the effectiveness of structural and in-vehicle interventions for modifying driver behavior as drivers approach, pass through, and depart from an urban bus terminal. The impact of facility structural elements (pedestrian crossing signs, marked crosswalks, and sidewalks) and an in-vehicle pedestrian warning system was evaluated using the Center for Advanced Vehicular Systems driving simulator. 37 participants completed 186 drives in the driving simulator. Driver speed and lane position were evaluated. An in-vehicle alarm indicating "high pedestrian areas" led to reduced driver speed but drivers shifted closer to the shoulder (and pedestrians). Marked crosswalks had no observed effect on driver speed or vehicle controls but also led to drivers positioning themselves closer to the shoulder. Drivers exhibited risk compensation behaviors by driving faster and closer to shoulders when sidewalks were present. Pedestrian crossing signals led to reduced driver speed.
