For many in the West, Moscow's actions in early 2014 marked the end of illusions about cooperation, and the return to geopolitical and ideological confrontation. Russia, for so long a peripheral presence, had become the central actor in a new global drama. In this groundbreaking book, renowned scholar Bobo Lo analyzes the broader context of the crisis by examining the interplay between Russian foreign policy and an increasingly anarchic international environment. He argues that Moscow's approach to regional and global affairs reflects the tension between two very different worlds—the perceptual and the actual. The Kremlin highlights the decline of the West, a resurgent Russia, and the emergence of a new multipolar order. But this idealized view is contradicted by a world disorder that challenges core assumptions about the dominance of great powers and the utility of military might. Its lesson is that only those states that embrace change will prosper in the twenty-first century. Book excerpt: This paper analyzes the implications of the Russian-Ukraine crisis on global and regional food security. We start with a global vulnerability analysis to identify most vulnerable regions and countries. The Middle East and North Africa (MENA) region is particularly vulnerable to trade shocks because of its high food import dependence. Thus, we provide descriptive evidence characterizing how food systems and policies impact vulnerability to the price shock in selected MENA countries: Egypt, Sudan, and Yemen. Within these countries, we show that the crisis will differentially impact poor and non-poor households as well as rural and urban households. Although the absolute level of food insecurity may still be higher in rural areas where larger numbers of poor households are located, urban poor are likely to suffer most because of the Russia-Ukraine crisis and associated hikes in food prices, especially in those countries where social protection and food subsidies are missing. On the policy side, we review lessons from previous food crises and identify actions needed to take (and to avoid) to protect most vulnerable countries and households in the short-term while also highlighting long-term policy options to diversify food, fertilizer and energy production and trade.

So, too, does the character of Russia's relationship with the West. Though the intense U.S.-Soviet rivalry of the Cold War is over, Russia has not become the consistent partner that many on the outside hoped would emerge after the Cold War's end. The United States and Europe have taken issue with many elements of Russia's domestic trajectory and regional and international posture, including its democratic practices, energy-related activities in Europe, stance on Iran's nuclear program, and actions in the 2008 Russia-Georgia conflict. At the same time, many Russians are also disappointed with Western policies and actions, including sympathy for Georgia, U.S. plans for missile defense, and, above all, the enlargement of NATO. This has made for a mix of resentment and assertiveness in Moscow. A principal factor enabling this assertiveness in recent years has been Russia's strong economic growth. Since 2008, though, Russia, like many other countries, has experienced a deep economic crisis. The question is how this crisis might affect Russia's domestic politics and foreign policy and, consequently, whether any change is warranted in U.S. policy toward Moscow.

Book excerpt: We examine empirically the episode of extraordinary turbulence in global financial markets during 1998. The analysis focuses on the market assessment of credit risk captured by daily movements in bond spreads for twelve countries. A dynamic latent factor model is estimated using indirect inference to quantify the effects of unanticipated shocks across borders or "contagion," controlling for common global shocks, country-specific shocks and regional factors. The results show that there were substantial international contagion effects resulting from both the Russian and LTCM crises. The proportion of volatility explained by contagion is not necessarily larger in developing than in developed nations.

Book excerpt: Focusing on the role of the landowning gentry in the First Russian Revolution of 1905-1907, Roberta Manning explores the complex relationship between this traditional social and political elite and the imperial Russian government in the period between the abolition of serfdom and the February Revolution of 1917. In contrast to the commonly accepted view that the 1905 Revolution significantly expanded the circle of people involved in government, Professor Manning argues that the gentry became Russia's dominant political force after the 1907 coup d'etat. Overwhelmed after Emancipation by economic crisis and a devastating erosion of their role in government service, the gentry utilized the revitalized assemblies of the nobility and the newly founded zemstvos first to agitate for and then to dominate the representative institutions created by the 1905 Revolution. Through a vast array of primary sources, Professor Manning considers the acquisitions and consequences of the gentry's augmented political role and presents an updated account of the peasant rebellions of 1905-1907 and their impact on the gentry. Included is a brilliant portrayal of P.A. The study used a timeline analysis covering the major events that preceded and happened during the course of the conflict. This required reference to various scholarly and media reports to provide a vivid analysis of the events and the implications for the world at large and Africa in particular. The impact of the crisis has been analysed by exploring the eight (8) unique regional economic communities in Africa. First, the study provides a background to the conflict and an extensive timeline of key events worth considering. The study also provides a framework for the impact of the crisis on food policy and energy policy with the resultant economic implications like inflationary pressures. The study pointed out how the war affects trade and the implications for international diplomacy with Russia. Despite the overall negative effect of the Russia-Ukraine war on the continent, the unique structural characteristics of each of the eight (8) blocs reveal differing regional and country-level exposures to the impact of the war amid the ravaging effects of the COVID-19 pandemic which together are worsening an already bad situation in the specific regional blocs. The adverse conditions experienced across the continent's 8 blocs are hugely skewed towards an external shock (Russia-Ukraine war). Nonetheless, it will be disastrous for African governments to adopt a 'wait-and-see approach' to things, supposing that these conditions will self-correct eventually, should the Russia-Ukraine war de-escalate. The study provides practical implications for policymakers, captains of industry and researchers in Africa. The study also reveals how critical investments in the areas of food policy and the energy sector will be paramount to African self-reliance in a complex global geopolitical context.

Available in PDF, EPUB and Kindle. Book excerpt: Murrugarra and Signoret analyze the widespread effects of the financial crisis in Russia to explore the vulnerabilities of households in Moldova. They show that the crisis had differential impacts on households, affecting most the urban and better-off. Households' decisions about education and health resulted in decreased utilization and expenditures. The enrollment of young children from better-off households did not improve while others did. Secondary school enrollment of children from better-off households decreased after the crisis, in part because of the need to release labor supply. Health utilization decreased mainly for primary health care (not for hospitals), both for better-off households and in rural areas. Some of these changes are due to limited household resources (health), decreased public spending (health and education) or the need to increase households' labor supply (education of teenagers). Social benefits played a very limited role in mitigating these effects, solely in health care use. Households' assets helped to offset some of the negative effects of declining incomes.This paper - a product of the Human Development Sector Unit, Europe and Central Asia Region - is part of a larger effort in the region to understand the effects of crises on human development.
