However, sanctions are ineffective if they are executed without a clear strategy responsive to the nature and changing behavior of the target. In The Art of Sanctions, Richard Nephew offers a much-needed practical framework for planning and applying sanctions that focuses not just on the initial sanctions strategy but also, crucially, on how to calibrate along the way and how to decide when sanctions have achieved maximum effectiveness. Nephew—a leader in the design and implementation of sanctions on Iran—develops guidelines for interpreting targets’ responses to sanctions based on two critical factors: pain and resolve. The efficacy of sanctions lies in the application of pain against a target, but targets may have significant resolve to resist, tolerate, or overcome this pain. Understanding the interplay of pain and resolve is central to using sanctions both successfully and humanely. With attention to these two key variables, and to how they change over the course of a sanctions regime, policy makers can pinpoint when diplomatic intervention is likely to succeed or when escalation is necessary. Minnesota Archive Editions uses digital technology to make long-unavailable books once again accessible, and are published unaltered from the original University of Minnesota Press editions. Modern Russo-Iranian relations date from the late eighteenth century, when after several centuries of commercial and diplomatic contact, the two nations entered a period of extended warfare for possession of the Caucasian borderlands, disputed territory that eventually fell to Russia. In her history of that struggle, Muriel Atkin reasseses the motives of major figures on both sides and views the Iranians with more sympathy than Western and Russian historians have usually accorded them. Russia embarked on her course in the Caucasus for reasons connected with defense or trade, and with a longterm imperial goal based on uncritical acceptance of prevailing European doctrines of empire. The new dynasty in Iran, on the other hand, had to fend off Russian attack and secure the borderlands in order to justify its basic claim to power. In the end, the wars brought major disruption to the already unstable borderlands, and left Iran with a discredited government and a controversy over reforms and relations with the West that would continue to cause turmoil in subsequent generations.

Book excerpt: After an intensive review of political history involving the relations of Iran with the West and with Russia during the period between the French Revolution and the present, it became apparent to me that at the expense of an always strategically important Iranian nation, these global entities were always shaping their policies so as to benefit themselves at the expense of the welfare of the Iranian people. I felt that there was always something shamefully amiss in the dealings of the Western powers and of Russia with our country (that was derived from a once majestic and imperial Persian empire), and that the outcome of such international diplomacy was invariable injurious and detrimental to the integrity of our rich Motherland. While recording my analysis of certain imbalanced circumstances, I sought for a solution to these inequities. I arrived at an answer that I have chosen to term, "the Iranian Great Revolution", which depends chiefly upon the careful and thoughtful construction of a new constitution by devoted intellectuals - Iranians and multi-nationals - from all over the world. Such individuals would apply their specialized expertise to the creation of a comprehensive document guaranteeing absolute justice and fairness to all subscribers, and it would not allow for any social or religious abuse to take place. Equality in all relationships - domestic and global - is to be the theme of this writ, and its institution will be the elective choice of the Iranian people. A challenge to all Intellectuals to organize and to achieve this constitutional process is my design.
