Book excerpt: In the transition process from a centrally planned to a market economy the financial sector has a vitally important role to play. Nevertheless, transformation research has largely neglected rural finance and its link to the development of agriculture and the rural economy. This book intends to fill this gap. It addresses such questions as 'how and in what sequence can rural finance be restructured', 'how can it support rural enterprise efficiency and help break the cycle of enterprise inefficiency, illiquidity and over-indebtedness', 'how can the typical constraints of uncertain land-ownership for financial institutions in the transformation process be overcome', and 'what type of institutional innovations are called for'. <BR> These issues are evaluated in the light of theory and empirically analysed for the country case Romania. The book consists of three parts. First, it discusses rural finance and transition from a theoretical perspective. The second part contains empirical research results relevant to the development of Romania's rural sector. Thirdly, it formulates policy recommendations to overcome market and government failures in building an efficient rural financial market in transition countries.

Consequently, the transition towards a market oriented economic system will pose new obstacles for the country's farmers, processors, traders, and policymakers. While identifying the impediments that surround Romanian agriculture and its inevitable progression towards transition is a simple task, the challenges lie in recommending solutions. Through careful analysis of numerous recent studies on reform policies in the Romanian agri-food sector during its economic transition, this comprehensive examination offers perspicacious suggestions and insights on the following topics in particular: international trade, credit for agricultural development, price policies, and rural development. The conclusions reached are not only of domestic importance and application, they are also of immediate relevance for many post-socialist countries, for which the agri-food sector is a principal vehicle for rural development.

Since 1990, when the country experienced the bloodiest revolution of all of the Warsaw Pact members, Romania has gone through withering change. While the formal transition from a totalitarian, communist state was completed in 2007 with Romania’s accession into the European Union, the adaptation of the nation’s people and business climate to a market-based economy is a daily occurrence. In the 2000’s, in the lead up to EU accession, Romania was one of the largest recipients of Foreign Direct Investment in the world. While multinational corporations poured in hundreds of billions of dollars, there was also a restructuring of the way business was conducted. Western systems of management and organization—foreign to most Romanian academics and business people—almost overnight transformed the way the marketplace was perceived. Romania’s entrepreneurs were quick to adapt to the new ways, leveraging new opportunities in the environment. Fortunes were made. Multinationals also burgeoned in Romania. Companies like Microsoft, General Electric, Timken, Kraft, P&G, Renault and dozens of others successfully took advantage of the possibilities created by a relatively well-educated population that was moving into the middle class. For the most part, however, researchers and scholars were caught off guard by the quickening pace of business change in Romania. Only until very recently has the academic community at large been able to wade through the murkiness and begin to see what the new landscape looks like. It is the purpose of this edited volume, which includes the work of some of Romania’s finest business scholars, to provide even greater clarity to the current and future scene. Moreover, the experience in Romania helps shed light on the dynamics of economic and business transition throughout Eastern Europe, the Middle East, and other emerging regions, with implications for practice, policymaking, and research.

Book excerpt: Master's Thesis from the year 2009 in the subject Sociology - Economy and Industry, grade: 1,3, Friedensau Adventist University, language: English, abstract: In 2006, while spending my holidays in Romania, I read a newspaper article which reported that the village Glod, in the county of Maramures despite the bad infrastructure and unsealed roads, has a high number of cars reported to the number of inhabitants in comparison to other villages with asphalted streets and better infrastructure. I was surprised to read such news about the village where I grew up and I lived until the age of 12, and I asked myself what could be the reasons of this fact. I began to compare the villages of Maramures and I observed certain particularities regarding the different stages of development. Later being again in Germany for continuing my study of International Social Sciences I realised that researching the causes of development in Glod would be a really interesting issue for my M.A. graduation thesis. Is Glod generally more developed than other villages of Maramures or are there particular reasons for the increased number of cars in the village? What are the factors playing a role in the developmental process of Glod? Which social security schemes are there in Romania? Which ones are functioning in Glod? How is the impact of transition on the citizens in rural areas and what future perspectives have the people living in the villages of Maramures? Are the rural areas less affected by the transition than the urban space in Romania? Is Glod more developed than other villages of Maramures because of the placement, being situated away from the main street having the possibility of developing some internal, specific strategies? (What actually would be against the rule: more developed are usually localities situated centrally, with a good infrastructure). The size of the village was also taken into consideration that could have a certain positive influence on the development of the village: a relatively small village with households situated side by side where everybody knows everybody and many activities are done together from related or neighbouring groups of people. The close relationships between the people could be a key to development of the village too. By means of triangulation of more research methods (interviews, self-completion questionnaires, household assessment, literature research, indirect observation) that will be presented in detail in the first chapter, I tried to find answers to these (research) questions and to confirm or infirm the set hypothesises.

Book excerpt: With the larger role that the agricultural sector plays in the Eastern Europe and Central Asian (ECA) region, emphasis must be placed on the sector's sustained growth and prosperity. The Bank strategy for rural development in the ECA region during the early phase of transition emphasized the reform of agricultural policies and assistance in privatizing, restructuring, and rebuilding agriculture and agro-industrial complexes. In retrospect, it can be seen that the ECA countries concerned made the right choice when they set their objective to transform their socialized agriculture into a private-ownership and market-based system. Given the developments of the past decade, it is clear, however, that the initial expectations for the outcomes of such reforms were overly optimistic. The transition process in agriculture is far more complex than originally envisaged by both the countries themselves and the international community, including the Bank. Increased social problems and alarming growth of poverty have added a new, unexpected, dimension to the transition process. As the analysis indicates, the region's rural economy is still struggling to adjust to new economic realities, and this will require further refinement and adjustment of the Bank's approach as well. This volume, based on an overview of recent regional developments, summarizes the revised World Bank assistance strategy for rural development in the ECA region.

Book excerpt: Given the political, financial, social, and economic conditions inherited from Communist rule, Romania's new government concluded that a shock therapy approach to reform would create unmanageable chaos and enduring instability. Though committed to economic liberalization, decisionmakers espoused a gradualist approach to economic reform. The government pursued its objectives by implementing policies it considered functionally operational. Although Romania experienced the macro dislocations and downturns that are common in transitional economies in the region, the country sustained shallower recessions, lower inflationary spirals, and shorter production losses than many reforming economies. This study analyzes how, against calculated probabilities and within a relatively short time period, Romania has stabilized and assembled all the basic ingredients for a successful transformation from a centralized system to a market-driven economy. The lessons derivable from Romania's relatively successful experiment with systemic transformation could be beneficial to reform architects in all newly liberalized economies in Eastern Europe. The conclusions of this study reinforce the view that it is imperative to examine and foster the existing preconditions, including political, institutional, and financial components, before subjecting an economy to extensive and intensive shocks that could be judiciously mitigated or circumvented. Unlike other newly liberalized economies in Eastern Europe, where the once disgraced Communists have returned to power, sympathy for a centralized system has been steadily and swiftly declining in Romania. The primary factor in Romania's success, the author claims, is its circumspect approach to reform.
