Book excerpt: The shocking election of President Trump spawned myriad analyses and post-mortems, but they consistently underestimate the crucial role of the Tea Party on the GOP and Republican House members specifically. In Reactionary Republicanism, Bryan T. Gervais and Irwin L. Morris develop the most sophisticated analysis to date for gauging the Tea Party's impact upon the U.S. House of Representatives. They employ multiple types of data to illustrate the multi-dimensional impact of the Tea Party movement on members of Congress. Contrary to conventional wisdom, they find that Republicans associated with the Tea Party movement were neither a small minority of the Republican conference nor intransigent backbenchers. Most importantly, the invigoration of racial hostility and social conservatism among Tea Party supporters fostered the growth of reactionary Republicanism. Most research on presidential-congressional relations suggests that presidents have little if any influence on Congress. Instead, structural factors like party control largely determine the fate of the president’s legislative agenda. In The President on Capitol Hill, Jeffrey E. Cohen challenges this conventional view, arguing that existing research has underestimated the president’s power to sway Congress and developing a new theory of presidential influence. Cohen demonstrates that by taking a position, the president converts an issue from a nonpresidential into a presidential one, which leads members of Congress to consider the president’s views when deciding how to vote. Presidential position taking also converts the factors that normally affect roll call voting—such as party, public opinion, and policy type—into resources that presidents can leverage to influence the vote. By testing all House roll calls from 1877 to 2012, Cohen finds that not only do presidents have more influence than previously thought, but through their influence, they can affect the substance of public policy. The President on Capitol Hill offers a new perspective on presidential-congressional relations, showing that presidents are not simply captives of larger political forces but rather major players in the legislative process.

Political science has moved from describing institutions to the thorough analysis of behavior within these institutions and the interactions between them. The inevitable consequences of the maturing and institutionalization of the discipline of political science in many countries include the forming of sub-fields and specialized research communities. At the same time the number of democracies has vastly increased since the 1980s and although not each attempt at democratization was eventually successful, more heterogeneous systems with some form of party competition exist than ever before. As a consequence, the literature addressing the large issues of party democracy spreads over many research fields and has become difficult to master for individual students of party democracy and party governance. The present volume sets out to review the behavior and larger role of political parties in modern democracies. In so doing the book takes its departure from the idea that the main contribution of political parties to the working of democracy is their role as vehicles of political competition in systems of government. Consequently the focus is not merely in the internal functioning of political parties, but rather their behavior the electoral, legislative, and governmental arenas. Thus several chapters address how political parties perform within the existing institutional frameworks. Electioneering on the Senate floor, playing games with the legislative process, and questioning your fellow senators' motives have become commonplace. In this book, noted political scientist Sean Theriault documents the Senate's demise over the last 30 years by showing how one group of senators has been at the forefront of this transformation. He calls this group the "Gingrich Senators" and defines them as Republican senators who previously served in the House after 1978, the year of Newt Gingrich's first election to the House. He shows how the Gingrich Senators are more conservative, more likely to engage in tactics that obstruct the legislative process, and more likely to oppose Democratic presidents than even their fellow other Republicans. Phil Gramm, Rick Santorum, Jim DeMint, and Tom Coburn are just four examples of the group that has includes 40 total senators and 22 currently serving senators.
