He comes across as a man of courage and resolve; one ready to swim upstream in a manner of a desperate midwife eager to prevent a still birth (in this case, of democracy). His column is as daring an embarrassment to Biyas dmocratie avance as the radio programme Cameroon Report (later Cameroon Calling), was to Presidents Ahidjo and Biya in the hey days of the parti unique. Rotcod Gobata believes the time has come for Cameroon to graduate from a country over milked by mediocrity and callous indifference, to the paradise that it was meant to be for the poor and downtrodden. In this regard, he belongs with that rare breed of intellectuals who are genuine in their pursuit of collective betterment, and who in consequence, have opted to distance themselves from the stomach and all its trappings. This position is to be commended and encouraged, especially in a system where explanation is often mistaken for subversion, a system where the stomach is about the only political path-finder - the sole compass in use, a country where the champions of falsehood want all at their beck and call, and where a handful of thirsting palates daily jostle to share with Count Dracula the blood of the common and forgotten. Rotcod Gobata wants the new Cameroon to be rid of the ills and failures of the past five decades that have made it impossible for Cameroonians in their millions to live productive and creative lives.

Book excerpt: Based on a detailed study of 35 cases in Africa, Asia, Latin America, and post-communist Eurasia, this book explores the fate of competitive authoritarian regimes between 1990 and 2008. It finds that where social, economic, and technocratic ties to the West were extensive, as in Eastern Europe and the Americas, the external cost of abuse led incumbents to cede power rather than crack down, which led to democratization. Where ties to the West were limited, external democratizing pressure was weaker and countries rarely democratized. In these cases, regime outcomes hinged on the character of state and ruling party organizations. Where incumbents possessed developed and cohesive coercive party structures, they could thwart opposition challenges, and competitive authoritarian regimes survived; where incumbents lacked such organizational tools, regimes were unstable but rarely democratized.

Part of its maturity resides in the fact that although the scale of literary creativity and literary criticism is skewed in favour of the former, Anglophone Cameroon literary criticism is gradually waking up from slumber in an attempt to catch up with the rapidly expanding creativity. The essays in this book comment practically on some aspects of all the genres of written literature that the Anglophone Cameroon creative writers have produced so far: the novel, drama, poetry, the short story, the essay and childrens literature. The essays, on the whole, are a testimony of the transition and reality from the apparent drought of Anglophone Cameroon literary paucity to the actual fruitful period of Anglophone Cameroon abundance of literary creativity. The Anglophone Cameroonians have appropriated an imperial language, English, to serve their postcolonial Cameroonian vision. Their various literary texts are vehicles of representations that are essentially cultural and ideological constructs. The works examined are initially anchored on Cameroonian experiences to take on social significance. As they are grounded on moving human experiences, these works necessarily make references to the immediate Cameroonian environment of their authors before taking on universal human significance. The book abundantly evidences and crowns Shadrach Ambanasoms achievements and reputation as a skilled pedagogue on the art of practical literary criticism.

It explains how indigenous social welfare initiatives in colonial Zambia, culminated in the Federation of Welfare Societies. The former became the first nationalist party in this era known as the Northern Rhodesia Congress (NRC), with Godwin Mbikusita Lewanika as its leader. The book also elucidates how the first African government, which was headed by Kenneth Kaunda, attained positive human development indictors in Zambia in the 1960s. Nonetheless, this was at the expense of Barotseland as Kaunda's government had deliberately underdeveloped Barotseland after independence, whilst harassing and imprisoning Barotse activists for decades. After 1991, successive governments continued to apply Kaunda's methods. The book contends that Zambia in its present form is an illegal state, because the Barotseland Agreement was abrogated by Kaunda in 1969. This treaty was meant to amalgamate the former British Protectorates of Barotseland and Northern Rhodesia to form Zambia in 1964.

Book excerpt: The following pages, initially prepared for limited circulation in 1961, contain brief extracts and summaries of those parts of Eugen Zintgraffs book NORD-KAMERUN (1895), of most interest concerning the colonial Bamenda and Wum Division. Zintgraffs book, the first by a European about the Grassfields, has not been translated and is hard to get second-hand. In using these notes the following points should be borne in mind: Zintgraffs knowledge of Bali (Mungaka) and Hausa was very slight, and his discussions of character, motives and political institutions are consequently superficial and open to criticisms. He had no means of checking what he was told, or thought he was told. He had no previous knowledge of any similar culture and no training in ethnographical method. He was, however, a good observer, and his descriptions of tools, dress, weapons and the like, can be regarded as fairly reliable. Finally, it must be remembered that Zintgraff wrote the book to justify his own actions and to support that small but influential section of public opinion in Germany which favoured rapid imperial expansion. A full account of the actions and motives of Zintgraffs opponents in the Kamerun Government and in the Colonial Bureau of the German Foreign Office has not been written: we only have one side of the story. But there are some suggestive points made in Rudins GERMANS IN THE CAMEROONS and others referred to in these notes. What is perhaps most striking about Zintgraffs account is the fact that the people of the Western Grassfields were not so isolated from one another or their neighbours as might be thought. A network of trade-friendships covered the country and big men exchanged gifts over long distances. These links must be set beside the insecurity due to raids and slave-catching, and are well worth investigation.

Its main argument is that indigenous Africans cultures must be the foundation on which the modern African cultural structure should be raised; the soil into which the new seed should be sown; the stem into which the new scion should be grafted; the sap that should enliven the entire organism. This culture, the object of imperialist mockery and rejected, needs rehabilitation. However, such rehabilitation of African culture cannot be a mere archaeological enterprise. It will not answer to dig up the past and live it as it was. Not only is African culture not without its imperfections, times change and African culture must adapt itself, at every turn, to the changing times. In restoring African culture, it is imperative to steer clear of two extremes: on the one hand, the imperialist arrogance which declared everything African as only fit for the scrap-heap and the dust-bin, and, on the other hand, the overly enthusiastic and rather naive tendency to laud every aspect of African culture as if it were the quintessence of human achievement.
