Book excerpt: Risk managers at federal facilities often need a risk-based tool to rapidly assess the possible human health risks of large numbers of sites before completing a baseline risk assessment. Risk-based concentrations, based on Preliminary Remediation Goal (PRG) development methodology, can be used as screening guideline values. We have developed a set of guideline values (GVs) for the Mound Facility at Miamisburg, Ohio, that are risk based, decision-making tools. The GVs are used (with regulatory approval) to rapidly assess the possibility that sites may be considered for {open_quotes}no action{close_quotes} decisions. The GVs are neither PRGs nor final remedial action levels. Development of the GVs on a facilitywide basis incorporated known contaminants of potential concern, physical and chemical characteristics of contaminated media, current and potential future land uses, and exposure pathway assumptions. Because no one site was used in the development process, the GVs can be applied (after consideration of the land use and exposure potential) to any site on the facility. The facilitywide approach will streamline the PRG development process by minimizing the efforts to develop site-specific PRGs for each operable unit at a considerable saving of time and effort.

Book excerpt: This technical memorandum presents Preliminary Remediation Goals (PRGs) for use in human health risk assessment efforts under the United States Department of Energy, Oak Ridge Operations Office Environmental Restoration (ER) Division. This document provides the ER Division with standardized PRGs which are integral to the Remedial Investigation/Feasibility Study process. They are used during project scooping (Data Quality Objectives development), in screening level risk assessments to support early action or No Further Investigation decisions, and in the baselines risk assessment where they are employed in the selection of chemicals of potential concern. The primary objective of this document is to standardize these values and eliminate any duplication of effort by providing PRGs to all contractors involved in risk activities. In addition, by managing the assumptions and systems used in PRG derivation, the ER Risk Assessment Program will be able to control the level of quality assurance associated with these risk-based guideline values.

Book excerpt: Preliminary remediation goals (PRGs) are useful for risk assessment and decision making at Comprehensive Environmental Response, compensation, and Liability Act (CERCLA) sites. PRGs are upper concentration limits for specific chemicals in specific environmental media that are anticipated to protect human health or the environment. They can be used for multiple remedial investigations at multiple facilities. In addition to media and chemicals of potential concern, the development of PRGs generally requires some knowledge or anticipation of future land use. In Preliminary Remediation Goals for Use at the US Department of Energy Oak Ridge Operations Office (Energy Systems 1995), PRGs intended to protect human health were developed with guidance from Risk Assessment Guidance for Superfund: Volume I-Human Health Evaluation Manual, Part B (RAGS) (EPA 1991). However, no guidance was given for PRGs based on ecological risk. The numbers that appear in this volume have, for the most part, been extracted from toxicological benchmarks documents for Oak Ridge National Laboratory (ORNL) and have previously been developed by ORNL. The sources of the quantities, and many of the uncertainties associated with their derivation, are described in this technical memorandum.

Critical issues, standard formulas and assumptions, and guidance on characterizing risk results in a useable manner are presented. The use of risk assessment as a key tool in selecting appropriate remedial options at hazardous waste sites is also described. Most attention is given to human health risks associated with exposure to toxic chemicals, but descriptions of the strategies used to estimate radiation health risks and to evaluate risks to the environment are also provided.
