Within scientific organizations like NASA, it is important to establish clear strategies and goals to guide research and foster new discoveries across varying missions. SMD created a draft for their 2019 Science Plan, and a review of this draft is necessary to ensure that the plan establishes clear, attainable, relevant, and ambitious goals. Review of the Draft 2019 Science Mission Directorate Science Plan provides comments on and recommendations for SMD's draft. Comments in this report focus on the level of ambition of the specified strategies in light of current and emerging opportunities to advance Earth and space science over the next 5 years, the ability of SMD to meet the science objectives in the most recent decadal surveys through implementation of specified strategies, additional strategies for SMD's considerations, and the general readability and clarity of the draft. Recommendations in this report identify important improvements for the 2019 Science Plan.

Book excerpt: Both the President's commission on how to implement the President's space exploration initiative and Congress asked the NRC undertake an assessment and review of the science proposed to be carried out under the initiative. An initial response to that request was the NRC February 2005 report, Science in NASA's Vision for Space Exploration. While that report's preparation, NASA created capabilities and strategy roadmapping efforts which became the object of the next phase of the NRC review. The new NASA administrator modified that NASA activity resulting in changes in the NRC review effort. This report provides a review of six science strategy roadmaps: robotic and human exploration of Mars; solar system exploration; universe exploration; search for earth-like planets; earth science and applications from space; and sun-earth system connection. In addition, an assessment of cross-cutting and integration issues is presented.

Review of the Draft 2014 Science Mission Directorate Science Plan comments on the responsiveness of SMD's Science Plan to the National Research Council's guidance on key science issues and opportunities in recent NRC decadal reports. This study focuses on attention to interdisciplinary aspects and overall scientific balance; identification and exposition of important opportunities for partnerships as well as education and public outreach; and integration of technology development with the science program. The report provides detailed findings and recommendations relating to the draft Science Plan.

Book excerpt: The report reviews NASA's solid-earth science strategy, placing particular emphasis on observational strategies for measuring surface deformation, high-resolution topography, surface properties, and the variability of the earth's magnetic and gravity fields. The report found that NASA is uniquely positioned to implement these observational strategies and that a number of agency programs would benefit from the resulting data. In particular, the report strongly endorses the near-term launch of a satellite dedicated to L-band InSAR measurements of the land surface, which is a key component of the U.S. Geological Survey's hazards mitigation program and the multi-agency EarthScope program.

Book excerpt: Geodesy is the science of accurately measuring and understanding three fundamental properties of Earth: its geometric shape, its orientation in space, and its gravity field, as well as the changes of these properties with time. Over the past half century, the United States, in cooperation with international partners, has led the development of geodetic techniques and instrumentation. Geodetic observing systems provide a significant benefit to society in a wide array of military, research, civil, and commercial areas, including sea level change monitoring, autonomous navigation, tighter low flying routes for strategic aircraft, precision agriculture, civil surveying, earthquake monitoring, forest structural mapping and biomass estimation, and improved floodplain mapping. Recognizing the growing reliance of a wide range of scientific and societal endeavors on infrastructure for precise geodesy, and recognizing geodetic infrastructure as a shared national resource, this book provides an independent assessment of the benefits provided by geodetic observations and networks, as well as a plan for the future development and support of the infrastructure needed to meet the demand for increasingly greater precision. Precise Geodetic Infrastructure makes a series of focused recommendations for upgrading and improving specific elements of the infrastructure, for enhancing the role of the United States in international geodetic services, for evaluating the requirements for a geodetic workforce for the coming decades, and for providing national coordination and advocacy for the various agencies and organizations that contribute to the geodetic infrastructure.

Book excerpt: Affecting technological systems at a global-scale, space weather can disrupt high-frequency radio signals, satellite-based communications, navigational satellite positioning and timing signals, spacecraft operations, and electric power delivery with cascading socioeconomic effects resulting from these disruptions. Space weather can also present an increased health risk for astronauts, as well as aviation flight crews and passengers on transpolar flights. In 2019, the National Academies was approached by the National Aeronautics and Space Administration, the National Oceanic and Atmospheric Administration, and the National Science Foundation to organize a workshop that would examine the operational and research infrastructure that supports the space weather enterprise, including an analysis of existing and potential future measurement gaps and opportunities for future enhancements. This request was subsequently modified to include two workshops, the first (Phase I) of which occurred in two parts on June 16-17 and September 9-11, 2020. The Phase II workshop occurred on April 11-14, 2022, with sessions on agency updates, research needs, data science, observational and modeling needs, and emerging architectures relevant to the space weather research community and with ties to operational needs. This publication summarizes the presentation and discussion of that workshop.
