It is the first book in English that explores how Japanese broadcasting, especially commercial broadcasting, fulfills its social mission under the threat of the increased popularity of Internet-based media services as it reexamines the role and nature of broadcasting. During a series of disasters and the spread of the new coronavirus in Japan, while varied media connected people and supported socio-economic activities, broadcasting continued to be the most trusted. However, as Internet media attract increasing attention, the trend in broadcast viewership is downward. Commercial broadcasting, in particular, will be strongly affected by that trend and the impact of the shrinking population. Recognizing that such dramatic technological and environmental changes are under way, in addition to the eleven researchers participating in the visiting researcher committee at the Research Institute of the Japan Commercial Broadcasters Association (JBA), four research collaborators and the secretariat (director of the JBA) have contributed to this book. They have taken up issues related to challenges and opportunities for the broadcasting industry based on their respective areas of awareness of the problems, including policies for broadcasting, fake news, disaster responses, viewer trust in television programs, competition with Internet-based services, and the business model for broadcasting.

Book excerpt: The aftermath of Japan's 1945 military defeat left its public institutions in a state of deep crisis; virtually every major source of state legitimacy was seriously damaged or wholly remade by the postwar occupation. Between 1960 and 1990, however, these institutions renewed their strength, taking on legitimacy that erased virtually all traces of their postwar instability.How did this transformation come about? This is the question Ellis S. Krauss ponders in Broadcasting Politics in Japan; his answer focuses on the role played by the Japanese mass media and in particular by Japan's national broadcaster, NHK. Since the 1960s, television has been a fixture of the Japanese household, and NHK's TV news has until very recently been the dominant, and most trusted, source of political information for the Japanese citizen. NHK's news style is distinctive among the broadcasting systems of industrialized countries; it emphasizes facts over interpretation and gives unusual priority to coverage of the national bureaucracy. Krauss argues that this approach is not simply a reflection of Japanese culture, but a result of the organization and processes of NHK and their relationship with the state. These factors had profound consequences for the state's postwar re-legitimization, while the commercial networks' recent challenge to NHK has helped engender the wave of cynicism currently faced by the state. Krauss guides the reader through the complex interactions among politics, media organizations, and Japanese journalism to demonstrate how NHK television news became a shaper of Japan's political world, rather than simply a lens through which to view it.

For instance, major broadcasting stations in Tokyo, known as key stations, have played an important role in filmmaking with the big four film companies, and have started joint ventures with major OTT, such as Hulu. Book excerpt: The objective of this paper is to evaluate the socio-economic dimensions of PSB in a world where innovation, liberalization and deregulation are facilitating the expansion of competition. Japan is our primary focus even though we are concerned by PSB's transformation in Europe and North America. We analyse PSB's unique socio-economic characteristics and formulate an analytical framework to better identify the key issues to be addressed in the policy process. As in the most European countries, Japan's broadcasting has had a dual system; on one hand, Japan has commercial broadcasters financed by advertising revenues and, on the other hand, it has one public service broadcaster, NHK (Japan Broadcasting Corporation). NHK's financing has been based on a rather unique mechanism, namely, a voluntary payment of license fees by viewers. Thanks to entry regulations, the Japanese broadcasting market has effectively evolved into a “cosy duopoly” that has remained sheltered from effective competition for half a century. However, changes such as the growth of multi-channel broadcasting, the introduction of pay television, and the advent of the Internet are shaking the very foundation of this historical system. The emergence of new content distributors, particularly the Internet service providers, and the growth of broadband networks are accelerating the process, challenging not only NHK but also the incumbent commercial broadcasters. The privileged status of incumbents is increasingly eroded by additional factors such as the entry of these “new species” of content providers as well as the appearance of self-broadcasting approaches such as blogging and social networking. That new situation can be traced to a digital convergence of broadcasting, telecommunications and information industries that has been accelerating in recent years. It raises fundamental questions about the growing conflict between existing regulations and the economic efficiency of the sector. More basically, one wants to evaluate what the future role of PSB should be in this emerging environment. The policy implications of those fundamental changes need to be debated. We may point out that the need for such a debate is not unique to Japan. Today's core socio-economic question is whether or not PSB as we know it has become “an ordinary economic good”, i.e., a service most efficiently provided through the market. In sharp contrast to the United States, Japan and European countries look at the cohesion of the society and the preservation of the national identity as important policy objectives. However, as Armstrong and Weeds (2005) suggests, when “digital broadcasting is less prone to traditional market failures and will supply the programmes that viewers broadly wish to watch,” there is an urgent need to reconsider the rationale of “market failure” for PSB. The paper, first, reviews the studies on the value of PSB, which were mainly conducted in UK and Japan. Second, it examines the impact of digital convergence on PSB. Third, it discusses the rationale for PSB in today's context as well as policy options. Finally, we comment on PSB's changing role in the digital age.

Most of these products were initially developed in Western countries, but by the early 1990s some of the world's largestcompanies in the field were Japanese. This book explains the resurgence of Japan's IC giants, their global status, and their strengths and weaknesses. Empirical scrutiny of their evolution is the author's own theory of the most appropriate method for studying the dynamics of long-term industrialchange. While the Japanese motor vehicle and consumer electronics industries have been relatively well analysed, there are no comprehensive up-to-date studies of the Japanese IC industry. This book addresses the questions consequently left unanswered: How were Japanese IC companies able tocatch up with their western rivals--and in some cases overtake them? How have Japanese IC companies responded to the post-IBM world of computing? Why do they remain primarily dependent on the Japanese market?
