Charlotte Wagnsson investigates the cohesiveness of ‘greater Europe’ through the detailed scrutiny of policy statements by the leadership elites in the UK, France, Germany, Russia and the EU in connection with three defining events in international security: the crisis in Kosovo of 1999; the terrorist attacks of 9/11 and the Iraq crisis of 2003. This extensive empirical enquiry results in a critical constructivist response to neorealist understandings of European security. The book is available in paperback for the first time. It contrasts the EU’s new way of ‘doing security’ with the established, competitive bilateral interplay in the European security sphere and provides a clue to the kind of security politics that will prevail in Europe. A joint Moscow-Brussels approach would improve the chances of both increasing their relative strength vis-à-vis the USA, but serious cleavages threaten to undermine such a ‘greater European’ common view on security. Wagnsson considers the extent to which the major European players pursue similar objectives, and assesses the possible implications for and the chances of greater Europe emerging as a cohesive global actor. This meticulously researched book will interest scholars and students with an interest in international security, the EU’s international role, European international relations and Russian security.

European governments, the European Union, and the North Atlantic Treaty Organization are dealing with the fundamental problem of determining the very parameters of Europe, politically, economically, and institutionally. This book defines security as the efforts undertaken by national governments and multilateral institutions, beginning with the end of the Cold War and the reunification of Germany, to continue to protect European populations from acts of war and politically-motivated violence in light of the dissolution of the imminent political threat posed to Western Europe by the Soviet Union, 1945-1991 Together these essays assess the progress made in Europe toward preventing conflict, as well as in ending conflict when it occurs, after the abrupt passing of a situation in which the source and nature of a conflict were highly predictable and the emergence of new circumstances in which potential security threats are multiple, variable, and difficult to measure. Contemporary Europe is a mixture of old and new, of arrested and accelerated history. Europe's governments and institutions have been only partly successful in meeting new security challenges, to a high degree because of failing unity and political will. Yesterday, Europe only just avoided perishing from imperial follies and frenzied ideologies, wrote the late Raymond Aron in 1976, she could perish tomorrow through historical abdication.

It addresses the implications of the asymmetrical geo-strategic positions in Europe for the United States and the Soviet Union, and suggests why the new architecture is better designed than present arrangements to handle a possible policy reversal in the Soviet Union.

Book excerpt: The rise or resurgence of revisionist, repressive and authoritarian powers threatens the Western, US-led international order upon which Germany’s post-war security and prosperity were founded. With Washington increasingly focused on China’s rise in Asia, Europe must be able to defend itself against Russia, and will depend upon German military capabilities to do so. Years of neglect and structural underfunding, however, have hollowed out Germany’s armed forces. Much of the political leadership in Berlin has not yet adjusted to new realities or appreciated the urgency with which it needs to do so. Bastian Giegerich and Maximilian Terhalle argue that Germany’s current strategic culture is inadequate. It informs a security policy that fails to meet contemporary strategic challenges, thereby endangering Berlin’s European allies, the Western order and Germany itself. They contend that: Germany should embrace its historic responsibility to defend Western liberal values and the Western order that upholds them. Rather than rejecting the use of military force, Germany should wed its commitment to liberal values to an understanding of the role of power – including military power – in international affairs. Moscow’s ‘Greater Europe’ ambition of the previous decades produced a failed Western-centric foreign policy culminating in excessive dependence on the West. Instead of constructing Gorbachev’s ‘Common European Home’, the ‘leaning-to-one-side’ approach deprived Russia of the market value and leverage needed to negotiate a more favourable and inclusive Europe. Eurasian integration offers Russia the opportunity to address this ‘overreliance’ on the West by using the Russia’s position as a Eurasian state to advance its influence in Europe. Offering an account steeped in Russian economic statecraft and power politics, this book offers a rare glimpse into the dominant narratives of Russian strategic culture. It explains how the country’s outlook adjusts to the ongoing realignment towards Asia while engaging in a parallel assessment of Russia’s interactions with other significant actors.
