Book excerpt: In this paper we estimate residential electricity demand elasticities and conduct an analysis of the causal relationship between electricity demand, disposable income and electricity price for a group of several OECD members. We apply panel cointegration and Granger causality testing to a data set consisting of eighteen countries in the cross-sectional dimension and the years 1981-2008 in the time domain. Our results for the whole panel indicate a near unity income elasticity and an inelastic price elasticity of approximately -0.4 in the long run. These results are robust with regard to the estimation methods employed (group-means panel FMOLS and DOLS). In the short run, our estimates from an ECM indicate an income elasticity of 0.2 and a price elasticity of approximately -0.1. Moreover, our tests on Granger causality provide an indication for a bidirectional causal relationship between electricity consumption and economic growth. Hence, our findings are in favor of the feedback hypothesis.

Book excerpt: We provide consistent, cross-country estimates of price and income elasticity for the residential sector of 11 OECD countries. Using survey data from 2011 on annual consumption of electricity and sample-derived average electricity price, we provide country-specific price elasticity estimates and average income elasticity estimates. For most countries in our sample, we find strong price responsiveness, with elasticities varying between -0:27 for South Korea and -1:4 for Australia, with most countries elasticity being above (in absolute value) -0:5. Exploiting the presence of many attitudinal indicators, we find evidence for non-price related factors, in particular households' self-reported energy saving behavior, to reduce energy demand between 2 and 4%. In contrast, we find very weak income response, with income elasticities varying from 0:07 to 0:14 and no evidence for heterogeneity across the countries in our sample. Our results regarding price elasticity are in contrast with many existing studies which find low-to-moderate price responsiveness, and adds to a few recent studies indicating more policy space for demand reduction than previously thought.

Book excerpt: How much electricity does the world really need? Economic theory suggests that electricity demand depends on a number of factors such as per capita income, economic output, supply and cost of electricity. However, formal electricity demand models based on Gross Domestic Product (GDP), population growth and efficiency improvement assumptions may not capture the appropriate variables for responses at high geographical resolution level and, as a result, may be quite wrong about the prospective electricity need. This study proposed a method and then implemented it for the question of whether luminosity (measures of nighttime lights visible from space) could be used to improve estimates of electricity prospective demand in non-OECD countries at the high geographical resolution. Further, we investigated whether luminosity may serve as a proxy for electricity consumption. Luminosity data has an advantage over other proxies as night lights data are available over time and all space, but data on electricity consumption are unavailable for many lower income countries and generally are unavailable for most countries at sub-national levels. To the extent that luminosity is a good proxy for electricity consumption, we evaluated how much electricity the world would likely demand “if everyone lived like in OECD countries.”
