Book excerpt: This book examines the principles underlining the policies of reservation and affirmative action adopted by two non-homogeneous and multi-ethnic societies—India and the USA. Despite the fact that the governments of both countries have, for over fifty years now, applied these measures to overcome discrimination based on caste and race respectively, the author maintains that there is no comprehensive account of the grounds on which either reservations or affirmative action can be intellectually justified. Addressing the key question—What is being affirmed through affirmative action?—the author seeks the answer along four lines: - What is the religious component of such an affirmation, if any? - Is there a moral principle (or principles) underlying this affirmation? - Is this affirmation being advocated on the basis of ethical principles with which modern liberal thought is imbued? - Is the doctrine of human rights invoked in such an affirmation?

Book excerpt: India runs the world`s oldest and one of the most comprehensive affirmative action policies in the form of reservations or quotas for its disadvantaged sections. Ever since its adaptation, this critical public policy remains the most controversial and polarising public policy that the Independent India has adopted as yet. While much of the national preoccupation over reservation have been devoted to debate its necessity and relevance in addressing exclusion and inequality, the country still seems to lack a data-based understanding of its enforcement across different domains. How earnestly state and its agencies have enforced the reservation policies? We know less about the trends of implementation in different domains and how or what percentage of population among these social groups have benefited from it. Fact is there are very few credible research studies on the issue of affirmative policies in India. This publication is an attempt to fill some of the void by compiling data on key domains of reservation policy apart from flagging crucial issues relating to linkages among the three key domains of reservations, namely, higher education, employment, and political representation. A comparison of all three domains in terms of implementation of reservation policies, across different time periods (e.g., pre- and post-Mandal phases) and among different regions, provides useful insights about these linkages. In doing so, the work throws some critical insights on the processes at work, and identifies areas for further research.

And with the present large awakening era our country is going through, it is time for the meaning of affirmative action to be widened and not be confined only to ‘reservation’. Affirmative action is every step taken, every action done and every statute enacted enabling every underprivileged, prejudiced, deprived person belonging to a minority group or the like, to stand equally. And, especially in case of affirmative action in education, not only shall these actions fall under the definition of ‘affirmative action’ but should also include the duties and roles of the students, parents, teachers and of society as a whole discharged in order to achieve “education for all”, as aimed for by the UNESCO. It is affirmative action when the poor family sends its ward to the nearest school for education instead of forcing him/her to get engaged with the family business. It is affirmative action when a child struggles with his parents for permission to let him go to the school, it is affirmative action when a teacher finds joy in imparting education to the children and the society encourages the school going children and the education.
