In order to achieve their goals they had to work closely together with the pharmaceutical Industry. With the phenomenon of the aging population the importance of development of new drugs is increasing. The increasingly old population of Europe creates a big market for pharmaceutical companies. The pharmaceutical Industry is a very complex sector with close links to other Industries. The chemical Industry for example is an important supplier for materials needed in the process of creating new drugs. Furthermore is the market for pharmaceuticals characterized by extremely little concentration and a huge variety of products. Globally in 1998, the 300 best-selling products held a share of less than 45% of the worlds market. The top two products held 1.3% of the market each.1 This fact creates a necessity for the companies to research new, so called "Blockbuster drugs" to succeed on this market with a high competition. The data on the various methods of drug discovery is enormous and sophisticated. In this paper the structure of the Research & Development sector of the European pharmaceutical industry will be examined, which is of increasing importance for the success of the individual companies. The specific data on the R & D section will be given a general character. Furthermore it will give a brief overview of the different regions in Europe and their individual differences. In the end, the difficulties and challenges of R & D in the pharmaceutical industry will be described and compared to other pharma markets abroad. Book excerpt: With a focus on research and development in the area of innovative medicines, this study discusses a new European approach to pharmaceutical policy. After examining the European pharmaceutical sector's features, and the strengths and weaknesses of the current research and business model, the study explores the need for and the concept of a European infrastructure with a long-term transboundary mission. Any such European medicines infrastructure should focus on threats and areas of research and development that are underinvested under the current business model. More specifically, the study uses an extensive literature review and a targeted survey of international experts from science, industry, public health and government institutions, to investigate the feasibility of different options in terms of the scope of the mission, and legal, organisational and financial arrangements for establishing such a European infrastructure. On the basis of their research, the authors present a range of policy options. The most ambitious of these considers a Europe-wide public infrastructure equipped with budgetary autonomy and home-grown research and development capacity. This organisation would be tasked with building a portfolio of new medicines and related biomedical technologies up to the delivery stage, over the course of 30 years, in partnership with third-party research centres at national or European level and with companies. It would be the most important global player in biomedical innovation in the world.

The main focus of the overall project is a series of case studies of innovation practice in different national and sectoral contexts. The following sectors and technological fields are investigated: pharmaceuticals and new ways in drug development by the Fraunhofer Institute for Systems and Innovation Research (ISI), advanced materials by the University Hohenheim, Insti tute of International Management and Innovation (Alexander Gerybadze), financial services and home banking by the Massachusetts Institute of Tech nology (MIT), Center for Industrial Performance (Richard Lester) and the Sloan School of Management (Edward Roberts). Financially the project was supported by the German-American Academic Council, the German Federal Minstry of Education, Science Research and Technology and the Fraunhofer Society.

Patents become an ineffective way to incentivise R&D when the appropriability is low; this book provides alternative ideas such as allowing for a period of data exclusivity to firms that develop new drugs.

Book excerpt: The health data landscape is rapidly evolving, with a growing recognition within the pharmaceutical industry of the potential benefits of reusing health data for secondary analysis. A new study by RAND Europe, comissioned by the European Federation of Pharmaceutical Industries and Associations, explored current practices in relation to this. The study found that health data is reused across the research and development pathway for a variety of reasons, with the most frequently reused data being electronic health records, health registry data and clinical trial data. Researchers also identified several barriers and enablers to reusing health data, highlighting a number of priority topics which could help to create a more sustainable ecosystem in which health data is reused effectively. These included the need for continued research and development on analytic tools and promoting the adoption of standards and interoperability across datasets, to building public confidence and trust in the pharmaceutical industry to reuse health data and greater collaboration between industry and other key stakeholders.
