D. 1812, New York, April, 1918 New York sent no report to the National Historian. What you read in the News letter is entirely the report oi the other states. Only thirty members out of three hundred and sixty-four took the pains to send in any report at all and these could not possibly represent the state. Even the President could not send in a personal re port. She has worked early and late and unfailingly in the service. But she has kept no account. Belonging to over fifty other affairs in all of which she has done her bit, she could not respond here. Several members we found regarded the request as one they did not wish to answer, as what they had done seemed purely personal. New York had already made the request of her members, before the National came, with a similar result. Each Chapter has done wonderfully, but time is not given at this meeting for a State report, much less Chap ter reports. The President therefore, gives you only the summary of the work done by the State and from the State Treasury and 'state Special Fund. Much of this has been put in our State Bulletins. The taking on a motor trip from the Sub Hospital of about three times a week and of three or four each time of wounded or ill of the Navy or Marines, was a gift to the Society from its President. In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding. The Chinese Communist Party, alarmed at the growth of the movement and fearing for its own ideological supremacy banned the movement in 1999. Falun Gong practitioners were arrested in the hundreds of thousands and asked to recant. If they did not, they were tortured. If they still did not recant, they disappeared. Allegations surfaced in 2006 that the disappeared were being killed for their organs which were sold for large sums mostly to foreign transplant tourists. It is generally accepted that China kills prisoners for organs. The debate is over whether the prisoners who are killed are only criminals sentenced to death or Falun Gong practitioners as well. The authors produced a report concluding that the allegations were true. Bloody Harvest sets out the investigations and conclusions of the authors.

In the first section water reuse practices around the world are described for regions having common water availability, reuse needs and social aspects. The second section refers to the “stakeholders” point of view. Each reuse purpose demands different water quality, not only to protect health and the environment but also to fulfil the requirements of the specific reuse. Reuses considered are agricultural, urban agriculture as a special case of the former, municipal and industrial. Alongside these uses, the indirect reuse for human consumption through aquifer recharge is also discussed. The third section deals with emerging and controversial topics. Ethical and economical dilemmas in the field are presented as a subject not frequently addressed in this field. The role of governments in respect of public policy in reuse is discussed as well as the different international criteria and standards for reusing wastewater. The importance of public acceptance and the way to properly handle it is also considered. The fourth section of the book presents contrasting case studies; typical situations in the developed world (Japan and Germany) are compared to those in developing countries (Pakistan and Brazil) for agricultural and industrial reuse. Indirect planned reuse for human consumption (Germany) is compared with an unplanned one (Mexico). The Windhoek, Namibia case study is presented to emphasize why if the direct reuse of wastewater for human consumption has been performed with success for more than 35 years it is still the only example of this type around the world. To illustrate the difficulties of having a common framework for regulating water reuse in several countries, the Mediterranean situation is described. Other case studies presented refer to the reuse situation in Israel, Spain, Cameroon, Nepal and Vietnam, these latter countries being located in water rich areas.
