Book excerpt: The Manufacturing USA initiative seeks to reinforce U.S.-based advanced manufacturing through partnerships among industry, academia, and government. Started in 2012 and established with bipartisan support by the Revitalize American Manufacturing and Innovation Act of 2014, the initiative envisages a nationwide network of research centers for manufacturing innovation. As of May 2017, 14 manufacturing innovation institutes had been established to facilitate the movement of early-stage research into proven capabilities ready for adoption by U.S. manufacturers. To better understand the role and experiences of the Manufacturing USA institutes to date, a committee of the Innovation Policy Forum of the National Academies of Sciences, Engineering, and Medicine convened a workshop on May 23, 2017 drawing together institute directors and manufacturing policy experts along with leaders from industry, academia, and government. Participants addressed the role of the manufacturing institutes in increasing advanced manufacturing in the United States, examined selected foreign programs designed to support advanced manufacturing, and reviewed recent assessments of existing institutes. This publication summarizes the presentations and discussions from the workshop.

Book excerpt: The U.S. innovation environment relies on complex and diverse cross-sector collaborations and multi-stakeholder coalitions, and international relationships are critical to this mix of partnerships. For decades, top students, researchers, and entrepreneurs from around the world have sought to come to the United States, drawn by a system that values innovation, creativity, and an open exchange of knowledge and talent. Prioritizing these values and partnerships has fostered U.S. science and technology leadership for decades. At the same time, countries are investing heavily in their own research and development capabilities, while U.S. federal spending has remained stagnant as a percent of gross domestic product. Economic and national security concerns have impacted some aspects of America's collaborative spirit and openness. In February and March 2021, the Government-University-Industry Research Roundtable (GUIRR) of the National Academies of Sciences, Engineering, and Medicine convened its membership to examine the opportunities and challenges of global cooperation and partnerships in the pursuit of U.S. science and technology leadership. Over the two months, GUIRR hosted six virtual workshops on elements of U.S. science and technology policy related to international engagement and competition. Topics included challenges to U.S. science and technology leadership; the intersection of science, foreign policy, and development assistance; public-private partnerships to foster innovation; the value of international research collaboration; U.S. leadership in international standards bodies; and attracting and supporting international students and researchers in the United States. This document summarizes the presentations and discussions at the six workshops.

Book excerpt: The United States and other countries around the world face problems of an increasingly global nature that often require major contributions from science and engineering that one nation alone cannot provide. The advance of science and engineering is an increasingly global enterprise, and in many areas there is a natural commonality of interest among practitioners from diverse cultures. In response to challenges, the National Academies held a workshop in Washington, DC, in February 2011, to assess effective ways to meet international challenges through sound science policy and science diplomacy. U.S. and International Perspectives on Global Science Policy and Science Diplomacy summarizes issues addressed during this workshop. Participants discussed many of the characteristics of science, such as its common language and methods; the open, self-correcting nature of research; the universality of the most important questions; and its respect for evidence. These common aspects not only make science inherently international but also give science special capacities in advancing communication and cooperation. Many workshop participants pointed out that, while advancing global science and science diplomacy are distinct, they are complementary, and making them each more effective often involves similar measures. Some participants suggested it may sometimes be more accurate to use the term global science cooperation rather than science diplomacy. Other participants indicated that science diplomacy is, in many situations, a clear and useful concept, recounting remarkable historical cases of the effective use of international scientific cooperation in building positive governmental relationships and dealing with sensitive and urgent problems. To gain U.S. and international perspectives on these issues, representatives from Brazil, Bangladesh, Egypt, Germany, Jamaica, Kazakhstan, Malaysia, Morocco, Rwanda, South Africa, and Syria attended the workshop, as well as two of the most recently named U.S. science envoys, Rita Colwell and Gebisa Ejeta.

This report summarizes a major conference that reviewed our nation's R&D support for biotechnology and information technologies. The volume includes newly commissioned research and makes recommendations and findings concerning the important relationship between information technologies and biotechnology. It emphasizes the fall off in R&D investments needed to sustain the growth of the U.S. economy and to capitalize on the growing investment in biomedicine. It also encourages greater support for inter-disciplinary training to support new areas such as bioinformatics and urges more emphasis on and support for multi-disciplinary research centers.

Book excerpt: In October 2005, the National Academy of Sciences, National Academy of Engineering, and Institute of Medicine released a policy report that served as a call to action. The report, Rising Above the Gathering Storm: Energizing and Employing America for a Brighter Economic Future observed that "the scientific and technological building blocks critical to the United States economic leadership are eroding at a time when many other nations are gathering strength." The report laid out 20 recommendations in four broad areas - K-12 education, science and engineering research, higher education, and economic and technology policy - and warned that a failure to take action could have dire economic consequences. Rising Above the Gathering Storm sparked intense discussion among policy makers, industrial leaders, and the general public. Five years after the release of the Gathering Storm report, a second report, Rising Above the Gathering Storm, Revisited: Rapidly Approaching Category 5, assessed changes in America's competitive posture. This report concluded that "our nation's outlook has not improved, but rather has worsened" since the Gathering Storm report was released. The report noted examples of other nations that have upgraded their investments in education, technological infrastructure, and innovation systems to a greater extent than has the United States. The ability of the states to drive innovation was the impetus behind a major workshop held in Madison, Wisconsin, on September 20-22, 2011. Titled "Rising Above the Gathering Storm: Developing Regional Innovation Environments," the workshop brought together leaders in education, government, economic development, and industrial innovation to discuss state and regional initiatives to boost competitiveness through science, technology, and innovation. The conference was organized around four major themes: - Revitalizing K-12 Science and Mathematics Education - Strengthening Undergraduate Education in Science and Engineering - Building Effective Partnerships Among Governments, Universities, Companies, and Other Stakeholders - Fostering Regional Technology Development and Entrepreneurship Rising Above the Gathering Storm: Developing Regional Innovation Environments: A Workshop Summary gives an overview of the presentations, observations, and recommendations made during the workshop.
