The interest comes from the fact that never before had so many recipients of EU aid joined the Union and taken on the commitment to become aid donors. The journey from recipients of aid to aid donors is interesting because, not only does it tell us about development policy in CEE states, this policy area gives us an insight into governmental structures in CEE states, foreign policy priorities, public opinion, the role of NGOs/civil society and how well CEE states have taken on board the EU acquis (the EU’s rule book). The book also explores whether the development cooperation programmes of the majority of CEESs reflect the so-called "transition experience" of moving from authoritarianism and socialism to democracy and modern liberalism. It also explores the extent to which these donors are aligned with the approaches of the DAC donors. Finally, by extending the scrutiny to the bottom-up development activities of non-state actors and public opinion, the book will analyse the dynamics of the solidarity of the former ‘East’ with the global ‘South’. Germany's Foreign Policy of Reconciliation traces Germany's path from enmity to amity by focusing on the behavior of individual leaders, governments, and non-governmental actors. The book demonstrates that, at least in the cases of France, Israel, Poland, and Czechoslovakia/the Czech Republic, Germany has gone far beyond banishing war with its former enemies; it has institutionalized active friendship. The German experience is now a model of its own, offering lessons for other cases of international reconciliation. Gardner Feldman concludes with an initial application of German reconciliation insights to the other principal post-World War II pariah, as Japan expands its relations with China and South Korea.

EU membership can be seen to affect member states’ foreign policy in two ways, either by restricting national policies or empowering states in a challenging global environment. There is a general agreement, however, that the member states, especially smaller ones, have to engage actively in policy-making in order to promote their particular interest. This cross-policy comparison of the behaviour of Czech Republic’s representatives in the Council and the methods they use to influence the decision-making applies categorisation from lobbying literature to analyse the behaviour of the member state’s representatives and contributes to two strands of scholarship on European Union politics - decision-making in the EU and Europeanization. The book maps the methods of interest promotion that can be used by a member state and analyses the differences in interest promotion across external policy areas.

The first part of the book presents a brief outline of the history of Czechoslovak foreign policy between the First World War and the end of the Cold War. The authors focus on the key periods and turning points in the role of the small Central European state in the international system as well as on the significant actors formulating Czechoslovak foreign policy from the inside and influencing it from the outside. The second, analytical part of the book focuses on the key issues connected to the change of the position of Czechoslovakia and the Czech Republic after 1993 in world politics, and on the formulation of Czech foreign policy priorities and strategies in the globalized world after the end of bipolar confrontation. The authors analytically investigate the activities of the Czech Republic in (Central) European regional integration processes and the integration of the state in the global system of development cooperation. A great deal of attention is paid to the key political actors of the Czech foreign policy discussion and their impact on the formulation of foreign policy goals. Special attention is paid to the dilemmas of Czech foreign policy: the hesitation between the role of a small state and a medium power and also the span of Czech foreign policy between Atlanticism, anti-Americanism and Europeanization.
