Book excerpt: While there has been progress improving levels of literacy and numeracy over recent years, the pace of this has been slow. Moreover, there is a high concentration of poor outcomes in some schools and a big gap in performance that is partially linked to social deprivation. In addition, there can be a wide variation in the results achieved by schools with apparently similar intakes. Overlaying this, girls generally achieve higher standards than boys across the school sector, and among disadvantaged communities, maintained schools generally outperform schools in the controlled sector. The Committee concluded that the operation of a number of key elements consistently underlies the performance of schools that achieve high standards of literacy and numeracy: a belief that each child can learn and build on basic literacy and numeracy skills regardless of background; convincing evidence which indicates that the greatest improvements in literacy and numeracy skills will come from systematic and sustained intervention in children's early years; the engagement of parents to provide educational development in the home and in local communities; strong leadership and management practices, involving whole-school approaches to the teaching of literacy and numeracy; the provision of quality teaching and learning by teachers who have acquired, during their pre-service teacher training, and in-service professional learning, evidence-based teaching practices that are shown to be effective in meeting the developmental needs of each child; effective school governance based on a balance between supporting and challenging the school leadership team

Book excerpt: This report describes the findings from the first three years of the ACER longitudinal Literacy and Numeracy Study (LLANS). The longitudinal study was established in 1999 in a context in which there was significant national interest in improving achievement in literacy and numeracy for all Australian children, and a particular interest in the development of foundational skills in the early years of school. A nation wide sample of 100 schools was selected in proportion to the population of each state and territory and ten students were randomly selected from each of these schools. This provided a cohort for LLANS of 1000 children who commenced school in 1999. The longitudinal study continued beyond the first three years of school until 2005 when the students in the sample were in year 6.

This framework sets out teaching objectives from Reception to Year 6 to enable students to become fully literate. The framework is intended for daily reference by classroom teachers to ensure that they have appropriately high expectations for their students, understand how students will progress through primary school, and offer a balance between reading and writing and different kinds of texts. The framework is presented in three sections. Section 1 defines the components of literacy, details the structure of the framework, describes the teaching methods used to teach literacy during the "Literacy Hour," and discusses how medium- and short-term planning emerge from the framework. Section 2 delineates the teaching objectives for word level work (phonics, spelling, vocabulary), sentence level work (grammar, punctuation), and text level work (comprehension, composition) over each term during primary school. Section 3 is comprised of appendices containing planning sheets, a list of high frequency "sight recognition" words for Years Reception-2, a list of medium frequency words to be taught in Years 4 and 5, a summary of specific phonics and spelling work to be covered in Years Reception-2, a summary of the range of work for each term, a technical vocabulary list, and a glossary of terms used in the framework. This introduction sets the scene for the remainder of the book by considering first the international context of widespread concern about the improvement of numeracy skills. This is related to reform movements in the UK, the US and other countries aimed at modernising primary (elementary) school mathematics curricula. A detailed account is given of the National Numeracy Strategy in England, a systemic government-imposed response to concern about standards implemented in 1999/2000. This includes a discussion of the alternative meanings of numeracy. An earlier initiative sponsored by a UK charitable trust reacting to concern about primary numeracy was the Leverhulme Numeracy Research Programme. This large-scale longitudinal study and linked set of case-study projects, focusing on reasons for low attainment, took place during 1997-2002. This book, and each other in the same series, is based on results of that research. The timescale fortuitously enabled the research team to also report on some effects of the systemic reform in the National Numeracy Strategy. 1. THE INTERNATIONAL CONTEXT In many countries, there are recurring periods of national concern about the low standards of calculation skills shown by children in primary (elementary) schools. Recently these concerns have become more urgent and more political with the publication of international comparisons of mathematical achievement, first at secondary and more recently at primary level (e. g. Lapointe, Mead et al. 1992; Mullis et al. , 1997).
