Book excerpt: His Excellency Prof. Jamal Sanad Al-Suwaidi, Director General of the Emirates Center for Strategic Studies and Research, has published a new book titled Women and Development, which addresses, over four chapters, major issues relevant to Arab Islamic thought regarding women and their role in development. His Excellency believes that “women’s problems” are in fact society’s problems; and these problems will not be solved without the involvement of government and private organizations and society as a whole. Improving the status of women and promoting their participation in development is the concern of the entire country. The author puts forth arguments proving the unsustainable rhetoric voiced by regressive political Islam, which sought, through selective interpretation of Islamic texts, to impose restrictions on the freedom of women and their participation in the development process. The author also provides practical responses to urgent questions regarding the status of women in Islam, such as their access to education and presence in labor markets in relation to men. In this regard, the author refers to statistics and survey data, as well as analytical readings of the circumstances involving women’s rights in GCC countries. In the last chapter, the author explores the status of women in the United Arab Emirates, as they set a role model for Gulf and Arab women. This model was shaped by the late Sheikh Zayed bin Sultan Al Nahyan (may God rest his soul in peace), through his open and insightful thought, and implemented through effective policies and programs.

Book excerpt: Education encompasses curricula, institutions and infrastructure and is the foundation of human development. The UAE has long recognized the importance of bringing education to the forefront of development plans, with the aim of creating a diverse and competitive economy based on improving the efficiency and quality of educational output. These development plans include the UAE Vision 2021, the Abu Dhabi Vision 2030, and the Dubai Strategic Vision 2015. A forward-looking vision of education in the UAE entails a number of issues including recognition of the fact that the application of international experiences to UAE educational institutions will not necessarily provide the same results. Researchers have drawn attention to the need for inspiration from the country’s heritage of Islamic civilization and social values when formulating educational policy. To accomplish the objectives of these important development plans, all parties involved in the education process must be aware of what is required and speak with one voice. Therefore, the First Annual Education Conference of the Emirates Center for Strategic Studies and Research (ECSSR), "Education in the UAE: Current Status and Future Developments," was held on 5–6 October, 2010, in order to respond to various challenges of educational advancement on which the success of the country’s goals over the coming decades depends. Such challenges include not only diversifying the student population, schools and curricula; improving the quality of the school environment; overcoming the limitations of traditional methods of education; creating effective approaches to development, evaluation and assessment; improving educational guidance for students; and achieving greater family involvement in the educational process in order to promote high levels of educational attainment, but also self-confidence, a strong sense of citizenship and a culture of moderation and tolerance. To this end, the UAE Ministry of Education has devised a ten-year strategic plan that aims to reform the education sector and raise student attainment by providing an environment conducive to educational excellence; promoting equal educational opportunities; strengthening nationals’ sense of citizenship; and improving administrative efficiency.

Around the world, increasing numbers of children receive private tutoring to supplement their schooling. In much of the academic literature this is called shadow education because the content of tutoring commonly mimics that of schooling: as the curriculum changes in the schools, so it changes in the shadow. While much research and policy attention has focused on private tutoring in East Asia and some other world regions, less attention has been given to the topic in the Middle East. Drawing on both Arabic-language and English-language literature, this study commences with the global picture before comparing patterns within and among 12 Arabic-speaking countries of the Middle East. It presents the educational and cultural commonalities amongst these countries, examines the drivers of demand and supply of shadow education, and considers the dynamics of tutoring and how it impacts on education in schools. In addition to its pertinence within the Middle East itself, the book will be of considerable interest to academics and education policy makers broadly concerned with changing roles of the state and private sectors in education. Despite a series of reforms, MENA has remained stuck in a low-learning, low-skills level. Expectations and Aspirations: A New Framework for Education in the Middle East and North Africa identifies four key sets of tensions that are holding back education in the region: credentials and skills, discipline and inquiry, control and autonomy, and tradition and modernity. These tensions are shaped by society and are reflected in classrooms. If they are not addressed, MENA will continue to operate at a level below its potential. This report outlines a new framework with a three-pronged approach that can help address these tensions and unleash the potential of education in MENA: • A concerted push for learning that starts early for all children regardless of background, with qualified and motivated educators, and that leverages technology, uses modern approaches, and monitors learning outcomes • A stronger pull for skills by all stakeholders in the labor market and society that involves coordinated multisystem reforms within and beyond the education system • A new pact for education at the national level with a unified vision, shared responsibilities, and accountabilities. Education is not just the responsibility of the education system—it is everyone’s business. The push, pull, and pact framework offers an opportunity for MENA to move forward to reclaim its heritage of a learned region and to meet the expectations and aspirations of its people. The current situation in MENA requires a renewed focus on education, not just as a national priority for economic growth and social development, but as a national emergency for stability, peace, and prosperity.

But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Book excerpt: While scholars have long looked at the role of political Islam in the Middle East, it has been assumed that domestic politics in the wealthy monarchical states of the Arabian Gulf, so-called "rentier states" where taxes are very low and oil wealth subsidizes the needs of citizens, are largely unaffected by such movements. However, the long accepted rentier theory has been shortsighted in overlooking the socio-political role played by Muslim Brotherhood affiliates in the super-rentiers of Kuwait, Qatar, and the United Arab Emirates. While rentier state theory assumes that citizens of such states will form opposition blocs only when their stake in rent income is threatened, this book demonstrates that ideology, rather than rent, have motivated the formation of independent Islamist movements in the wealthiest states of the region. In the monarchical systems of Qatar and the UAE, Islamist groups do not have the opportunity to compete for power and therefore cannot use the ballot box to gain popularity or influence political life, as they do elsewhere in the Middle East. But, as this book points out, the division between the social and political sectors is often blurred in the socially conservative states of the Gulf, as political actors operate through channels that are not institutionalized. Simply because politics is underinstitutionalized in such states does not mean that it is underdeveloped; the informal realm holds considerable political capital. As such, the book argues that Brotherhood movements have managed to use the links between the social (i.e. informal personal networks) and political (i.e. government institutions) to gain influence in policymaking in such states.Using contemporary history and original empirical research, Courtney Freer updates traditional rentier state theory and argues that political Islam serves as a prominent voice and tool to promote more strictly political, and often populist or reformist, views supported by many Gulf citizens.
