Book excerpt: The workshop on How to leverage the Illuminating Hidden Harvests approach for better small-scale fisheries data explored how the results and methodology of the study Illuminating Hidden Harvests: The contributions of small-scale fisheries to sustainable development study (IHH) can be leveraged to support the improvement of small-scale fisheries data, with a view to inform management and policy. [Author] The IHH is a global initiative of the Food and Agriculture Organization of the United Nations (FAO), Duke University and WorldFish carried out in support of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). [Author] The IHH report, published in March 2023, provides new evidence about the benefits, interactions and impacts of small-scale fisheries to inform policy and practice. [Author] This workshop focused on sub-Saharan Africa as a starting point; however, in the future, collaboration and support could extend to other regions. [Author] The workshop concluded that there is considerable value in both the IHH approach and the data already collected that can be capitalized on, at both national and regional levels, taking country priorities into account. [Author] Small-scale fisheries organizations should be further empowered for engagement in relevant policy processes by equipping them with IHH data and information, and partnerships should be sought also outside the fisheries sector. [Author] Tailored communication pathways and products for diverse audiences will be needed, including multiple language translations and simplified versions of the IHH report. [Author] Using the IHH results and approach wisely will help improve the knowledge on the subsector and contribute to sustainable development. [Author]

There are 16 modules covering themes of cross-cutting importance for agriculture with strong gender dimensions (Policy, Public Administration and Governance; Agricultural Innovation and Education; Food Security; Markets; Rural Finance; Rural Infrastructure; Water; Land; Labor; Natural Resource Management; and Disaster and Post-Conflict Management) and specific subsectors in agriculture (Crops, Livestock, Forestry, and Fisheries). A separate module on Monitoring and Evaluation is included, responding to the need to track implementation and development impact. Each module contains three different sub-units: (1) A Module Overview gives a broad introduction to the topic and provides a summary of major development issues in the sector and rationale of looking at gender dimension; (2) Thematic Notes provide a brief and technically sound guide in gender integration in selected themes with lessons learned, guidelines, checklists, organizing principles, key questions, and key performance indicators; and (3) Innovative Activity Profiles describe the design and innovative features of recent and exciting projects and activities that have been implemented or are ongoing.

The first concerns general issues and themes on women and development (WID). The second involves the results of the Women in Argricultural Development Project (WIADP), a project designed and directed by the author in the 1980s. The author examines the results of the project, which include data sets, specific research findings, and policy changes in Malawi. The book deals with issues affecting both men and women farmers in the smallholder sector. It looks at activities that female and male government workers in the agricultural sector performed in order to raise general awareness of women's agricultural work and to provide agricultural services to smallholder farmers, particular women. This volume also touches on several of the author's experiences after WIADP, including serving as director for the Food and Agriculture Organization, (FAO)'s global program on women in agriculture; creating and supervising a training program on Gender Analysis; and supervising a portfolio of WID projects in Africa, Asia, Latin America, the Caribbean, and Near East.

This paper raises questions about the adequacy of women’s access to technologies, services and infrastructure and about the control women have over their time, given their major contributions to agriculture. It also look s into the available labour-saving technologies, practices and services that can support women to better address the demands derived from the domestic and productive spheres and improve their well-being. The reader is presented with an overview of successfully-tested technologies, services and resource management practices in the context of water, energy, information and communication. The findings elaborated in this paper feed a set of recommendations provided for policy makers and development partners. A gender-transformative approach at community and household level is suggested as a way forward to promote women’s increased control over the allocation of their time.
