Available in PDF, EPUB and Kindle. Book excerpt: Across the Pacific, populations of some species of sea turtles face extinction unless recent dramatic declines are reversed. The continuing decline of leatherbacks and loggerheads in particular illustrates the limitations of the current gradual and unilateral approach to conservation. Recovery requires instead a holistic solution that addresses all sources of mortality throughout the entire life history and habitat use of these transnational populations. Historically conservation efforts have focused on nesting sites to protect eggs and breeding females; mortality from coastal and highseas fisheries was not addressed. In the past five years, these recovery efforts have widened to include rigorously curtailing fishing and technological fixes that lower rates of incidental sea turtle deaths during fishing. Although each of these approaches shows promise, it has become increasingly clear that they alone will not recover severely depleted populations. Recognizing the urgency of the problem, this book presents ideas and case studies by conservation biologists, economists, marine life policy experts, fishing industry and fisheries professionals, management specialists, and development assistance researchers. It provides a new synthesis and blueprint for action that shifts the paradigm from piecemeal and unilateral conservation to a more holistic and multilateral approach to the recovery of Pacific sea turtle populations.

Book excerpt: The twenty-sixth session of the Committee on Fisheries (COFI) was held in Rome, Italy, from 7 to 11 March 2005. The Committee reviewed the issues of an international character and the programme of work of the FAO Fisheries Department in fisheries and aquaculture. The Committee commended FAO on its report on the implementation of the Code of Conduct for Responsible Fisheries and its associated instruments and called for a "decade of implementation" of the various instruments developed to ensure responsible fisheries. The Committee called upon Members to accept, ratify or accede to, as appropriate, these instruments. The Committee encouraged FAO to elaborate additional guidelines in support of the Code, including one for the implementation of the International Plan of Action for the Management of Fishing Capacity. The need to initiate international negotiations on the monitoring of fishing vessels within the framework of the Code of Conduct concerning its implementation was underlined. The Committee welcomed the revised Code and Voluntary Guidelines for the Design, Construction and Equipment of Small Fishing Vessels that had been prepared by FAO, the International Labour Organization and the International Maritime Organization. The Committee expressed concern at the proliferation of international fora addressing fisheries matters, some of which lacked sound technical and scientific bases for discussion. The FAO's medium- to long-term rehabilitation strategy for the fisheries and aquaculture sector in countries affected by the Tsunami was endorsed. Guidelines on ecolabelling of fish and fishery products were adopted. The Committee agreed to give greater attention to small-scale fisheries and to allocate more resources in their support. The Committee expressed its appreciation to FAO and donor countries for giving greater attention to small-scale fisheries and for allocating more resources in their support. It welcomed the advance version of the Code of Conduct Guidelines on Enhancing the Contribution of Small-Scale Fisheries to Poverty Alleviation and Food Security. The Committee stressed that COFI and FAO should continue to provide leadership and maintain an assertive role in fisheries. The Committee commended FAO for the improvements made in the presentation of the Medium Term Plan and Preliminary Programme of Work Proposals for 2006-2007. They traverse international boundaries during their migrations, serve as vehicles for marine nutrients to terrestrial habitats, and embody the often tenuous relationship between human action and ecosystem health. The East Pacific Ocean is home to some of the most dynamic marine ecosystems, and the most unique sea turtles. Marine biodiversity within this massive ocean region abounds in mangrove estuaries, seagrass pastures, coral reefs, the open ocean, and many other habitats, with sea turtles often the most conspicuous species present. The distinctive traits of the Eastern Pacific have resulted in the smallest leatherbacks, a singular morph of the green turtle, dark and steeply domed olive ridleys, and the most cryptic hawksbills on the planet. Only now are we beginning to understand how these varieties have evolved. However, the oceanographic conditions that make this an epicenter of sea turtle activity also promote massive artisanal and industrial fishing efforts that, coupled with illegal harvesting of eggs and turtles, have led to declines of several turtle populations in the region. He dealt, in particular, with the science underpinning the negotiations for a new global protocol on climate change, as a successor to the Kyoto Protocol. Professor Sachs argued that climate change crises can only be solved through the goals, leadership, and treaty mechanisms of the UN. Edward C. Luck: ARUNA 2006/2007 edition Professor Edward C. Luck is UN Special Advisor on the Responsibility to Protect and Vice President and Director of Studies at the International Peace Academy. From 1984 to 1994, he served as President and Chief Executive Officer of the UN Association of the USA (UNA-USA). Professor Luck's introduction to ARUNA 2006/2007 covered "The responsible sovereign and the responsibility to protect", in which he addressed the scope and content of what was agreed at the 2005 World Summit, the implications of the responsibility to protect (RtoP) for notions of state sovereignty, and some of the conceptual, architectural, and policy challenges then facing UN Secretary-General Ban Ki-moon's commitment to "operationalizing" the responsibility to protect and translating it "from words to deeds". Louise Frechette: ARUNA 2005/2006 edition Ms Louise Frechette is Distinguished Fellow at the Centre for International Governance Innovation, Waterloo, Ontario. Until March 2006, she was the first Deputy Secretary-General of the UN; before that, she was Permanent Representative of Canada to the UN. Ms Frechette's introduction to ARUNA 2005/2006 covered "United Nations reform: an unfinished story". As the first Deputy Secretary-General of the UN, Ms Frechette was uniquely positioned to undertake a personal assessment of what has changed and what has not changed in the past decade at the UN and why. She examined if the UN is functioning better than it was 15 years ago, why reform is so difficult to achieve and what the future holds for the institutions. Rubens Ricupero: ARUNA 2004/2005 edition Mr Rubens Ricupero is Dean of the Fundacno Armando Alvares Penteado (FAAP), Sao Paulo and was formerly Secretary-General of UN Conference on Trade and Development (UNCTAD) and Minister of Finance of Brazil. Mr Ricupero's introduction to ARUNA 2004/2005 covered "The difficulty of building consensus in an age of extremes" and examined the mysteries of the negotiating process leading to the outcome of the 2005 World Summit. Rather than a "Grand Bargain" of a comprehensive UN reformin the areas of development, security and human rights, it is argued that the Summit ended more on a note of lamentation and regret over a missed opportunity. Mr Ricupero concludes that contrary to the daring proclamation at the outset by the Secretary-General, the conditions indispensable to succeed were not in place. Indeed, it was hard to imagine that an ambitious and balanced reform package for the UN could have had any real chance of succeeding.

However, the biodiversity of the oceans is incre- ingly coming under serious threat from many human activities including overfi- ing, use of destructive fishing methods, pollution and commercial aquaculture. In addition, climate change is already having an impact on some marine ecosystems. This book discusses some of the major threats facing marine ecosystems by cons- ering a range of topics, under chapters discussing biodiversity (Chapter 1), fisheries (Chapter 2), aquaculture (Chapter 3), pollution (Chapter 4) and the impacts of increasing greenhouse gas emissions (Chapter 5). It goes on to explore solutions to the problems by discussing equitable and sustainable management of the oceans (Chapter 6) and protecting marine ecosystems using marine reserves (Chapter 7). Presently, 76% of the oceans are fully or over-exploited with respect to fishing, and many species have been severely depleted. It is abundantly clear that, in general, current fisheries management regimes are to blame for much of the widespread degradation of the oceans. Many policy-makers and scientists now agree that we must adopt a radical new approach to managing the seas – one that is precautionary in nature and has protection of the whole marine ecosystem as its primary objective. This ‘ecosystem-based approach’ is vital if we are to ensure the health of our oceans for future generations.
