The objective of the consultations was to deliberate on a draft guidance “Advancing end-to-end traceability along capture fisheries and aquaculture value chains”. The consultations confirmed the relevance and comprehensiveness of the proposed critical tracking events (CTEs) and key data elements (KDEs) in aquaculture and capture fisheries. They also highlighted that due consideration should be paid to small-scale producers, while recognizing equivalency of data and flexibility in data needs, particularly for developing countries.

The new estimates assess these 'sunken billions' at $83 billion annually. The report further shows that a clear path can lead to the recovery of these considerable losses, including through significant reduction in global fishing overcapacity. A breakdown between regions is also included, showing that the effort needed to achieve this reform will not be felt equally throughout the world. While the cost of such reform will likely be high, the expected benefits include an increase in biomass by a factor of 2.7, increase in annual harvests by 13 percent, and a 30-fold increase in annual net benefits accrued to the fisheries sector (from $3 billion to $86 billion annually). This urgent call for action is reinforced by the impacts of climate change on fish stocks and fisheries worldwide.

Capture of wild fish have leveled off since the mid-1980s, and many stocks of fish are fished so heavily that their future is threatened. Aquaculture--fish farming--has arrived to meet this increased demand. Production of fish from aquaculture has exploded in the past 20 years and continues to expand around the world. But will aquaculture be sufficient to provide affordable fish to the world over the next 20 years? And what environmental and poverty problems will aquaculture face as it expands? Using a state-of-the-art computer model of global supply and demand for food and feed commodities, this book projects the likely changes in the fisheries sector over the next two decades. As prices for most food commodities fall, fish prices are expected to rise, reflecting demand for fish that outpaces the ability of the world to supply it. The model shows that developing countries will consume and produce a much greater share of the world's fish in the future, and trade in fisheries commodities will also increase. The authors show the causes and implications of these and other changes, and argue for specific actions and policies that can improve outcomes for the poor and for the environment.

The Report draws on 92 reports from FAO member countries and five specially commissioned thematic background studies. The reporting countries are responsible for 96 percent of global aquaculture production. The Report sets the context with a review of the state of world’s aquaculture and fisheries and includes overviews of the uses and exchanges of AqGR, the drivers and trends impacting AqGR and the extent of ex situ and in situ conservation efforts. The Report also investigates the roles of stakeholders in AqGR and the levels of activity in research, education, training and extension, and reviews national policies and the levels of regional and international cooperation on AqGR. Finally, needs and challenges are assessed in the context of the findings from the data collected from the countries. Book excerpt: This review reports on aquaculture development trends and challenges during 2000–2018 in the European Region covering 51 countries including European Union member states. Aquaculture production in the European Region is composed of marine molluscs and diadromous, marine and freshwater fish. It reached 3.4 million tonnes in 2018, while having a value of USD 16.6 billion. Atlantic salmon and rainbow trout combine to give nearly two million tonnes, with molluscs providing 0.7 million tonnes; marine fish species supplied 0.4 million tonnes and freshwater fish 0.3 million tonnes. In Europe, the strongest aquaculture growth has been seen in non-European Union states (e.g. Norway, Turkey, Russian Federation) while several European Union states have diminished production (e.g. France, Netherlands, Italy). The growth in value (5.8 percent) is higher than production (0.9 percent), which is now dominated by salmonids (nearly 60 percent), primarily Atlantic salmon. Mediterranean marine fish farming is mainly for gilthead seabream and European seabass. European cyprinid production in freshwater has increased slightly, where the Russian Federation, Czechia and Poland are the biggest producers. Mussels are the principal shellfish reared, led by Spain, followed by oysters in France and clams in Italy. While publicly quoted companies have led salmon development in Northern Europe, elsewhere aquaculture is done, with few exceptions, by SMEs and micro-enterprises. Mechanisms for financial support exist for aquaculture development throughout Europe but these have notnbeen matched by anticipated results. When unpredictable and time-consuming licensing procedures are combined with extreme competition for space and strict environmental regulations, both growth and investments are discouraged. Technology development focus has been given to structures appropriate for marine off-shore or ‘open ocean’ operation. The use of recirculating aquaculture systems (RAS) for large operations has also developed, both for hatcheries and for farms. Treatment for diseases and parasites remains problematic. Use of the same vaccines, veterinary treatments and disinfectants is not standardised, restricting the best health and welfare practices. Access to appropriate and efficient ingredients for formulated feeds remains a key issue for European fish farming, directly influencing productivity and profitability. The European Union is the world’s largest single market for seafood and the most important destination for European aquaculture production. With preferences declared for wild products vs. farmed, the habits of the European consumer have been studied, indicating evolving influences on purchase decisions. These include the use of additives, food miles, climate change, acceptance of manufacturing practices, cost and access as well as health benefits.

This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

To achieve this, the Guidelines recommend building capacity of individuals, strengthening organizations and empowering women; reducing post-harvest losses and adding value to small-scale fisheries production; and facilitating sustainable trade and equitable market access. This document includes nine studies showcasing applied practices and successful initiatives in support of enhancing small-scale fisheries value chains, post-harvest operations and trade, based on the recommendations contained in the SSF Guidelines. Cases presented have been chosen on the basis that they can be emulated elsewhere by small-scale fishery proponents including, but not limited to, national administrations, non-governmental organizations, civil society organizations, private enterprises, development agencies and intergovernmental bodies. An analysis of enabling conditions as well as related challenges and opportunities are discussed in each case. The document supports the 2030 Agenda for Sustainable Development – specifically SDG 14.b: “provide access for small-scale artisanal fishers to marine resources and markets”; and SDG 2.3: “by 2030 double the agricultural productivity and the incomes of small-scale food producers, particularly women, indigenous peoples, family farmers, pastoralists and fishers, including through secure and equal access to land, other productive resources and inputs, knowledge, financial services, markets and opportunities for value addition and non-farm employment”.
