Ham, United States Army and Jeh Charles Johnson, General Counsel, Department of Defense to co-chair a working group to undertake a comprehensive review of the impacts of repeal, should it occur, of Section 654 of Title 10 of the United States Code, commonly known as the "Don't Ask, Don't Tell" law. In this effort, they were aided by a highly dedicated team of 49 military and 19 civilian personnel from across the Department of Defense and the Military Services. Their assignment from the Secretary was two-fold: 1) assess the impact of repeal of Don't Ask, Don't Tell on military readiness, military effectiveness, unit cohesion, recruiting, retention, and family readiness; and 2) recommend appropriate changes, if necessary, to existing regulations, policies, and guidance in the event of repeal. The Secretary directed them to deliver their assessment and recommendations to him by December 1, 2010. This document constitutes their report of that assessment and their recommendations. The Secretary also directed them to develop a plan of action to support implementation of a repeal of Don't Ask, Don't Tell. That plan accompanies this report.

Over the years, the U.S. military successfully integrated all of these different categories, except for non-heterosexuals. They serve in the U.S. Armed Forces now and they will continue to serve in the future. Legal integration certainly raises issues for the Department of Defense, but it is not a wicked problem. There is no reason to assert that non-heterosexuals cannot display the U.S. military's core values of loyalty, dedication, respect, selfless service, honor, integrity and personal courage like any other service member. This paper submits that non-heterosexuals should not be denied military membership based upon sexual orientation. This paper provides a regulatory and statutory background concerning the "Don't Ask, Don't Tell" policy and the Repeal Act of 2010, an analysis of the Repeal Act of 2010, a summary and analysis of the Report of the Comprehensive Review of the Issues Associated with a Repeal of "Don't Ask, Don't Tell" and its Support Plan for Implementation, a theoretical approach to organizational change communication, and recommendations that may add more credibility and transparency to the repeal process.

Book excerpt: From the first game of the National League of Professional Baseball Clubs on April 22, 1876, tens of thousands of men have played professional sports in the Big Four—baseball, basketball, football, and hockey—major professional sports leagues in the United States. Until April 29, 2013, however, when National Basketball Association center Jason Collins came out publicly as gay, not one of those tens of thousands of men had ever come out to the public as gay while an active player on a major league roster. Is it because gay men can't jump (or throw, or catch, or skate)? Or is it more likely that the costs of coming out are too high? In Antigay Bias in Role-Model Occupations, E. Gary Spitko argues that in the case of athletes, and others in role-model occupations, a record of widespread and frequently systematic employment discrimination has been excluding gay people from the public social spaces that identify and teach whom society respects and whom members of society should seek to emulate. Book excerpt: This volume explores a dimension of authorship not given its due in the critical discourse to this point—authorship contested. Much of the existing critical literature begins with a text and the proposition that the text has an author. The debates move from here to questions about who the author is, whether or not the author’s identity is even relevant, and what relationship she or he does and does not have to the text. The authors contributing to this collection, however, ask about circumstances surrounding efforts to prevent authors from even being allowed to have these questions asked of them, from even being identified as authors. They ask about the political, cultural, economic and social circumstances that motivate a prospective audience to resist an author’s efforts to have a text published, read, and discussed. Particularly noteworthy is the range of everyday rhetorical situations in which contesting authorship occurs—from the production of a corporate document to the publication of fan fiction. Each chapter also focuses on particular instances in which authorship has been contested, demonstrating how theories about various forms of contested authorship play out in a range of events, from the complex issues surrounding peer review to authorship in the age of intelligent machines.
