Book excerpt: This revision (Rev. 1) updates the schedule and designation of responsibilities for the Old Hydrofracture Facility (OHF) tanks contents removal project. Ongoing and planned future activities include: cold testing of the sluicing and pumping system; readiness assessment; equipment relocation and assembly; isotopic dilution of fissile radionuclides; sluicing and transfer of the tanks contents; and preparation of the Removal Action Completion Report. The most significant change is that the sluicing and pumping system has been configured by and will be operated by CDM Federal Programs Corporation. In addition, a new technical lead and a new project analyst have been designated within Lockheed Martin Energy Systems, Inc. and Lockheed Martin Energy Research Corp. The schedule for tanks contents removal has been accelerated, with transfer of the final batch of tank slurry now scheduled for March 31, 1998 (instead of November 10, 1998). The OHF sluicing and pumping project is proceeding as a non-time-critical removal action under the Comprehensive Environmental Response, Compensation, and Liability Act. The purpose of the project is to remove the contents from five inactive underground storage tanks, designated T-1, T-2, T-3, T-4, and T-9. The tanks contain an estimated 52,700 gal of liquid and sludge, together comprising a radioactive inventory of approximately 30,000 Ci.

Book excerpt: This removal site evaluation report for Building 7602 at Oak Ridge National Laboratory was prepared to provide the Environmental Restoration Program with information necessary to evaluate whether hazardous and/or radiological contaminants in and around the facility pose a substantial risk to human health or the environment (i.e., a high probability of adverse effects) and whether remedial site evaluations or removal actions are, therefore, required. The scope of the project included (1) a search for, and review of, readily available historical records regarding operations and use of the facility (including hazardous substance usage and existing contamination); (2) interviews with facility personnel concerning current and past practices; and (3) a brief walk-through to visually inspect the facility and identify existing hazard areas requiring maintenance actions, removal actions, or remedial evaluation. The results of the removal site evaluation indicate that areas associated with Building 7602 pose no imminent hazards requiring maintenance actions. Adequate engineering and administrative controls are in place and enforced within the facility to ensure worker and environmental protection. Current actions that are being taken to prevent further release of contamination and ensure worker safety within Building 7602 are considered adequate until decontamination and decommissioning activities begin. Given the current status and condition of Building 7602, this removal site evaluation is considered complete and terminated.

Book excerpt: This Source Area Investigation Plan and Recommendation for Removal Action (SAIP/RRA) was prepared in support of the regulatory working group for Oak Ridge National Laboratory (ORNL) Waste Area Grouping (WAG) 5. The purpose of the plan is to focus the investigation of and initiate potential groundwater seepage control actions for contaminant source areas at WAG 5. The SAIP/RRA addresses four discrete groundwater discharge areas (seeps) in or near WAG 5 that have been identified as significant contributors to the contaminant flux released from ORNL at White Oak Dam. Combined, these four seeps (designated Areas A, B, C, and D) contribute 25--50% and 20--45% of the total flux of tritium and strontium-90, respectively, in the White Oak Creek watershed. To reduce the release of contaminants from these areas and prevent further degradation of surface water, non-time-critical removal actions are proposed at the two areas characterized by discrete seeps: Areas C and D. An Engineering --Evaluation/Cost Analysis will be initiated to identify and evaluate feasible removal actions for these areas. Further investigation activities are planned at all four areas, and will emphasize, identifying and characterizing the contaminant source terms and migration pathways.

Book excerpt: A remedial investigation (RI) was performed to support environmental restoration activities for Waste Area Grouping (WAG) 5 at the Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee. The WAG 5 RI made use of the observational approach, which concentrates on collecting only information needed to assess site risks and support future cleanup work. This information was interpreted and is presented using the framework of the site conceptual model, which relates contaminant sources and release mechanisms to migration pathways and exposure points that are keyed to current and future environmental risks for both human and ecological receptors. The site conceptual model forms the basis of the WAG 5 remedial action strategy and remedial action objectives. The RI provided the data necessary to verify this model and allows recommendations to be made to accomplish those objectives.

Book excerpt: Lockheed Martin Energy Systems, in conjunction with Allied Technology Group, Inc., successfully executed the decommissioning of a former waste evaporator facility at ONRL. This project was conducted as a non-time critical removal action under CERCLA. The decommissioning alternative selected for the Waste Evaporator Facility was partial dismantlement. This alternative provided for the demolition of all above-grade structures; concrete which did not exceed pre-established radiological levels were eligible for placement in the below-grade portion of the facility. This project demonstrated a coordinated team approach that allowed the successful completion of one of the first full-scale decommissioning projects at ORNL.
