Is the gap between the urban and the rural narrowing? How is the state dealing with Nepal’s multicultural and multi-religious society? How are Nepalis understanding, resisting, and adapting ideas of secularism? In order to answer these important questions, this volume brings together eleven case studies by an international team of anthropologists and ethno-Indologists of Nepal on such diverse topics as secularism, individualism, shamanism, animal sacrifice, the role of state functionaries in festivals, clashes and synergies between Maoism and Buddhism, and conversion to Christianity. In an Afterword, renowned political theorist Rajeev Bhargava presents a comparative analysis of Nepal’s experiences and asks whether the country is finding its own solution to the conundrum of secularism.

The book traces how these two worlds are lived and brought together in the context of Nepal's transition to secularism, and explores Muslim struggles for self-definition and belonging against a backdrop of historical marginalization and an unprecedented episode of anti-Muslim violence in 2004. Through the voices and experiences of Muslims themselves, the book examines Nepal’s most influential Islamic organizations for what they reveal about contemporary movements of revival among religious minorities on the margins--both geographic and social--of the so-called Islamic world. It reveals that Islamic revival is both a complex response to the challenges faced by modern minority communities in this historically Hindu kingdom and a movement to cultivate new modes of thought and piety among Nepal’s Muslims.

Such are the movements of the mind and heart, infinitives that take us beyond the finite. Freedom of religion, like all freedoms of thought and expression, are inherent. Our beliefs help define who we are and serve as a foundation for what we contribute to our societies. However, as the International Religious Freedom Reports document, too many people live under governments that abuse or restrict freedom of religion. People awaken, work, suffer, celebrate, raise children, and mourn unable to follow the dictates of their faith or conscience. Yet, under the Universal Declaration of Human Rights, governments have committed to respect freedom of religion. As President Barack Obama said, they ought to "bear witness and speak out" when violations of religious freedom occur.With these reports, we bear witness and speak out. We speak against authoritarian governments that repressed forms of expression, including religious freedom. Governments restricted religious freedom in a variety of ways, including registration laws that favored state-sanctioned groups, blasphemy laws, and treatment of religious groups as security threats. The report focuses special attention on key trends such as the impact of political and demographic transitions on religious minorities, who tended to suffer the most in 2011; the effects of conflict on religious freedom; and the rising tide of anti-Semitism. Impacted groups, to name just a few, included Baha'is and Sufis in Iran; Christians in Egypt; Ahmadis in Indonesia and Pakistan; Muslims in a range of countries, including in Europe; Tibetan Buddhists, Christians, and Uighur Muslims in China; and Jews in many parts of the world.

Since ours is an age of heightened public interest in auditing the actual realisation of such standards and commitment, the first major focus of this book is a critical account of international standards aimed at the protection of minorities. To that end, it concentrates on four key dimensions. Firstly, it addresses the issue of the identification of minorities as understood by international law. Secondly, it outlines a brief history on the development of international law towards improving the protection of minorities. Thirdly, it gives an overview of international instruments and mechanisms on minorities. Finally, it analyses the rights of minorities under international standards. All these dimensions point to the fact that international minority rights lag behind the development of other branches of rights. The second major focus of this book is to relate international standards on minority protection to South Asian regimes. Concentrating on India, Pakistan, Bangladesh, Nepal, Sri Lanka, Bhutan, the Maldives, and Afghanistan, an endeavor is made to examine the state of minorities and their protection under the domestic regimes. It emerges that the normative commitments of these states are more or less compatible with international standards. Nevertheless, majority-minority syndrome persistently remains as one of the causes behind multidimensional deprivation and victimization of South Asian minorities. The present book also assesses the extent to which regional cooperation in South Asia has so far contributed to extending protection to minorities. This ends with an argument that SAARC (South Asian Association for Regional Cooperation) has the potential to play a far greater role in this regard.
