Book excerpt: The Elementary and Secondary Education (ESEA) flexibility program initiated in September 2011 holds several implications for special education accountability and, by extension, state education agencies and the technical assistance providers who support them. The U.S. Department of Education has approved ESEA waiver applications for a majority of states, allowing them flexibility in the design of their state accountability systems in exchange for implementation of several key federal reform initiatives--the adoption of college- and career-ready standards for all students; differentiated recognition, accountability, and support for schools and districts; and evaluation systems for educators and administrators that incorporate measures of student achievement. These shifts in state accountability systems represent particular changes and challenges for special education and students with disabilities. It is evident that states are looking to the Regional Comprehensive Centers (RRCs) for guidance and technical assistance around the implementation of their ESEA waivers as they relate to systems changes that impact students with disabilities. More and more states are bridging the silos between general and special education and the RRCP staff have the capacity to assist states in working across agencies to ensure that each and every student is afforded the opportunity of a quality education. Witness the level of activity, to date, that RRCP staff have been involved in around the ESEA waivers and it is clear that the RRCP staff are not only being included in the conversations around the ESEA waivers in states, but have been active partners in implementation, as well.

Book excerpt: The Regional Plan Association has produced four comprehensive regional plans for the New York, New Jersey and Connecticut metropolitan region since its foundation in 1922. This book examines the evolving role of design in the first three plans and presents the design initiatives of the Fourth Regional Plan (2017) in depth. The new plan seeks to shift the focus of regional planning from a traditional center-to-periphery hierarchy to an expanded notion of "corridor" that includes transportation, ecology, access and equity. Funded by the Rockefeller Foundation, this collaborative initiative of the Regional Plan Association, Princeton University, and four innovative design teams produced design proposals for four regional corridors: the Highlands (forest corridor), the Bight (coastal corridor), the Inner Ring (suburban corridor) and the Triboro (city corridor). Looking forward to 2040, the Fourth Regional Plan imagines a transformed and vital future for parts of the New York City metro area that are little understood and often overlooked. Book excerpt: After a traumatic experience, survivors often experience a cascade of physical, emotional, cognitive, behavioral, and spiritual responses that leave them feeling unbalanced and threatened. Building Resilience to Trauma explains these common responses from a biological perspective, reframing the human experience from one of shame and pathology to one of hope and biology. It also presents alternative approaches, the Trauma Resiliency Model (TRM) and the Community Resiliency Model (CRM), which offer concrete and practical skills that resonate with what we know about the biology of trauma. In programs co-sponsored by the World Health Organization, the Unitarian Universalist Service Committee, ADRA International and the department of behavioral health of San Bernardino County, the TRM and the CRM have been used to reduce and in some cases eliminate the symptoms of trauma by helping survivors regain a sense of balance. Clinicians will find that they can use the models with almost anyone who has experienced or witnessed any event that was perceived as life threatening or posed a serious injury to themselves or to others. The models can also be used to treat symptoms of vicarious traumatization and compassion fatigue.

Book excerpt: Globally, in 2010 the news was full of reports of forest communities and Indigenous Peoples pushing back at land grabs and shaping policy at the national and global levels, and of governments countering and trying to contain community rights. Some governments and private investors accepted or even embraced the new players at the table and began to promote fairer business and conservation models. There was also new soaring rhetoric about the centrality of tenure reform to efforts addressing climate change. Unfortunately, none of this added up to significant global progress in the recognition of local land and resource rights. As we look ahead to 2011, we see higher risks of climate-driven disaster, food insecurity, and political upheaval, and a world realigning. Yet, at the same time, shifts in markets, technology and policy offer tremendous opportunity, and 2011 offers more potential than ever to advance the rights and livelihoods of forest communities. With multilateral arrangements weak and wobbly, the arena for action has shifted to the national level. Will the rhetoric on rights be matched by recognition on the ground?
