Book excerpt: Differences in per capita output across Canadian provinces have narrowed less than disparities in per capita income in past decades. Using a panel regression framework, this paper studies the differential impact of federal transfer programs on output convergence. The evidence suggests that while the Employment Insurance (EI) system seems to have had a significant negative effect on output convergence?by discouraging migration within Canada?the Equalization transfers may have helped spur convergence. The EI system, despite reforms introduced in the 1990s, still appears to contain features that deter labor mobility.

The question of how to advance universal social rights while reducing territorial inequalities has been a central dilemma for Latin America and India. After several decades of ambitious decentralization reforms in both regions, the balance between local accountability versus centralized planning remains a theoretical and empirical problem in need of systematic exploration. The chapters in this volume incorporate both federal and decentralized unitary states, pointing to common political tensions across unitary and federal settings despite the typically greater institutionalization of regional autonomy in federal countries. The contributors examine the territorial dimension of universalism and explore, in greater and empirical detail, the causal links between fiscal transfers, social policies and outcomes, and highlight the political dynamics that shape fiscal decentralization reforms and the welfare state. The chapters in this book were originally published as a special issue of Regional & Federal Studies.

This work starts from the empirical observation that all three dimensions, namely time, space, and structural functional forms, are important for an integrative framework of modern empirical analysis in regional science. The work thus aims at combining up-to-date econometric tools from the fields of spatial econometrics, panel time-series analysis and structural simultaneous equation modelling to analysis the different research questions at hand. Most of the topics dealt within this work start from a concrete empirical problem, while problem solving also aims at generating some new knowledge in a methodological way, e.g. by the complementary use of Monte Carlo simulation studies to compare the empirical performance of different estimators for specific data samples. Following a first introductory chapter, the work is structured in three parts addressing major issues in building up a stylized regional economic model such as interregional migration, factor and final demand estimation. All empirical applications use German regional data.

Book excerpt: This book upturns many established ideas regarding the economic and social history of Quebec, the Canadian province that is home to the majority of its French population. It places the case of Quebec into the wider question of convergence in economic history and whether proactive governments delay or halt convergence. The period from 1945 to 1960, infamously labelled the Great Gloom (Grande Noirceur), was in fact a breaking point where the previous decades of relative decline were overturned – Geloso argues that this era should be considered the Great Convergence (Grand Rattrapage). In opposition, the Quiet Revolution that followed after 1960 did not accelerate these trends. In fact, there are signs of slowing down and relative decline that appear after the 1970s. The author posits that the Quiet Revolution sowed the seeds for a growth slowdown by crowding-out social capital and inciting rent-seeking behaviour on the part of interest groups.

Book excerpt: We assess the extent to which fiscal transfers smooth regional shocks in three large federations: the U.S., Canada, and Australia. We find that fiscal transfers offset 4-11 percent of idiosyncratic shocks (risk-sharing) and 13-24 percent of permanent shocks (redistribution). This fiscal insurance largely operates through automatic stabilizers embedded in a central budget primarily through federal taxes and transfers to individuals, rather than transfers from the central government to state budgets. These results have implications for the design of fiscal risk-sharing mechanisms in the euro area.

Book excerpt: This paper examines how regional disparities have evolved in Russia and how Russia’s system of intergovernmental fiscal relations is managing these disparities. Regional disparities have fallen over the past two decades but remain relatively high. Socioeconomic outcomes remain worse in lagging regions despite faster growth and convergence in income levels. The twin shocks of COVID-19 and lower oil prices appear to have impacted richer regions disproportionately. Compared to other large countries with federal systems of government, Russia stands out with its high reliance on direct taxes as a revenue source for its regions. Transfers from the federal budget to the regions provide some redistribution by reducing the dispersion in real per capita fiscal spending, but also tend to be associated with lower growth. The Russian fiscal system offers degrees of redistribution and risk sharing of around 26 and 18 percent, respectively—with in-kind social transfers contributing the most. Finally, federal transfers in the aggregate tend to be procyclical and are also fairly unresponsive to shocks to regions’ own revenues.

Book excerpt: The introduction of the single currency in the European economic space constitutes without doubt the most visible step towards monetary and economic integration in the EU. Those who boosted the birth of the Common Market in 1957 dreamt that this would one day come about as a logical consequence of the integration process. However, things have gone much more slowly than possibly imagined, although if taken in an adequate historic perspective, it is undeniable that the agreements that have led to European Monetary Union signify a really formidable jump in the process of political and economic integration in Europe. This is something many doubted would ever happen, but which is already a reality, although still in need of a period of consolidation. The most general economic consequences of the EMU have already been analysed in considerable depth. Proof of this is the literature already available. In general, there is coincidence in affirming that the balance of the results expected is clearly positive. Firstly, as a result of the anticipated gains in efficiency, a consequence of reduction of transaction costs associated to the previous existence of different currencies and of the elimination of exchange rate uncertainties.
