Although triumphant revolutionaries may lack the resources to assume complete responsibility for their country’s economy, they do tend to nationalize what Lenin called the “commanding heights”—those enterprises that meet the strategic needs of the polity. How these enterprises are administered is consequential, and at times decisive, for the course of revolutionary change. In Managing the Commanding Heights, Forrest D. Colburn explores the Sandinistas’ management of Nicaragua’s state enterprises, with an emphasis on the critical agrarian sector. Central to the book are three lively and instructive case studies that provide a penetrating glimpse into life in post-revolutionary Nicaragua. In analyzing these cases, Colburn explains the intentions of the Sandinista elite and links them with choices made at individual enterprises. Colburn argues that state enterprises have been politically useful but economically unsuccessful. Even with the unseen political advantages of state enterprises, the pronounced financial losses of nationalized farms and factories exacerbate the economic—and ultimately political—vulnerability of a regime already weakened by counterrevolution. The evidence demonstrates trenchant limitations to a revolutionary state’s capacity to improve popular welfare. State capacity is undermined by multiple factors: international constraints on the autonomy of post-revolutionary regimes, sheer poverty, the unintended but inevitable political manipulation of the economy, the lack of managerial ability among even well-intentioned elites, and a revolutionary mentalité that erodes rationality. These same difficulties have bedeviled other post-revolutionary regimes, notably those in Africa. Managing the Commanding Heights is essential reading for anyone interested in the dynamics of revolutionary regimes and the possibilities for radical change in poor countries. Book excerpt: This review of the Bank's experience in support of trade policy reform in a selected group of countries is the first study by the World Bank's Operations Evaluation Department to concentrate exclusively on the Bank's operations and related issues in adjustment lending for trade policy reform. The impetus for the study was twofold: the increasing importance trade policy had acquired in the Bank's structural and sectoral adjustment lending over the years, and the view that the Bank had enough experience in this policy area to provide useful lessons for future lending. While the benefits of trade policy adjustment are gaining wider recognition, several concerns persist regarding the policy design and impact of those programs in the adjusting countries. The study addresses these issues in the context of individual country experience with trade reforms in the 1980s. Detailed case studies were prepared for these countries taking into account the initial conditions prevailing in the country, the design and implementation of the programs, their impact, and their sustainability. The study assesses whether trade policy reforms were complemented by other measures, including macroeconomic, industrial, and financial policies, and whether the Bank considered these links in designing trade policy programs. The main goal is to draw lessons from the cross-section of past experience for suggesting improvements in the Bank's approach to productivity-enhancing adjustment programs.

Book excerpt: When privatization of public services swept the developing world in the 1990s, it was part of a seemingly unstoppable tide of neoliberal reforms aimed at reducing the role of the state and reorienting economies toward market-led policymaking. Water privatization, one of the more unpopular policies of the neoliberal development paradigm, sparked a particularly fierce debate and gave rise to a movement of self-proclaimed "water warriors" who advocated for legal recognition of water as a basic human right to be protected and fulfilled by states. Broadening the debate, Madeline Baer questions whether either approach -- the market approach or a human rights-based approach -- leads to improved access to water. More specifically, Baer explores how the human right to water and sanitation is fulfilled in different contexts, whether neoliberal policies like privatization pose a threat to the right to water, and whether rights fulfillment leads to meaningful social change. Using two case studies -- Chile, the most extreme case of water privatization in the developing world, and Bolivia, the birthplace of the global movement for the human right to water -- Stemming the Tide uncovers the conditions under which the right to water and sanitation can be fulfilled, as well as the obstacles to fulfilment. Ultimately this book argues that deepening mechanisms for citizen participation, strengthening accountability, and creating alternatives to the state/market binary can help achieve meaningful social transformation in the water sector.
