Book Parliamentary Committees in the Policy Process

Download or read book Parliamentary Committees in the Policy Process written by Sven T. Siefken and published by Routledge. This book was released on 2021-08-19 with total page 317 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book sheds new light on the often shadowy, but essential role of committees, which exist in modern parliaments around the globe, and it questions the conventional notion that the ‘real’ work of parliament happens in committees. Renowned country specialists take a close look at what goes on in committees and how it matters for policy making. While committees are seen as the central place where policy is made, they often hold their sessions closed to the public and calls for transparency are growing. To understand this "black box" it is necessary to look within but also beyond the walls of the committee rooms and parliament buildings. Bringing together formal and informal aspects, rules and practices shows that committees are not a paradise of policy making. They have great relevance nonetheless: as crystallization points in the policy networks, as drivers for division of labor and for socialization and the integration of MPs. The new insights presented in this book will be of interest to scholars, students and professionals in parliamentary affairs, legislative studies, government, and comparative politics. They are also relevant for political analysts, journalists, and policymakers.

Book excerpt: The political, social and economic changes which overtook England in the early seventeenth century forced Parliament to adapt from a medieval institution into one with authority over all facets of society; studies focus on particular cases. The political, social and economic changes which overtook England in the early seventeenth century were both powerful and dramatic, forcing Parliament to adapt from a medieval institution into one with authority over all facets ofsociety. Dynastic change, union with Scotland, fiscal reform, civil war, revolution and Restoration required Parliament not only to be at work, but also to discover how to work. These studies focus on change and development in three areas: firstly, the institution of Parliament itself, exploring its growing institutional sophistication and the problems connected with attendance, workload and physical environment; secondly, on Parliament's role within theinstitutional set-up of the constitution, and the structure and relationships of power within the governance of the country; and thirdly, on the public perception of Parliament, and the practicalities of the relationship between Parliament and the wider world. This book was released on 2010-03-15 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the first report from the House of Commons Reform Committee of the 2009-10 session (HCP 372), and follows an earlier report (HCP 1117, session 2008-09). The Committee aims to make the Commons matter more, increase its vitality and rebalance its relationship with the executive, and to give the public a greater voice in parliamentary proceedings. In the first two chapters the Committee sets out the wider background to its establishment in July 2009; seeks a prompt debate and decision on its proposals and their phased implementation; and describes the principles that have guided its work. The Committee recommends that the Chairs of departmental and similar select committees be directly elected by secret ballot of the House using the alternative vote. The Committee also recommends that members of departmental and similar committees should be elected from within party groups by secret ballot, and further recommends: (a) a reduction in the size of a standard departmental committee to not more than 11; (b) a Standing Order ensuring the election of members and Chairs of select committees within six weeks of the Queen's Speech; (c) the election by the House of the Chair of the Intelligence and Security Committee. The report looks at the prospects for some form of "agenda initiative" which might enable the public to ensure that a given issue is debated in the House. It concludes that opening up the process of legislation and giving the public a real opportunity to influence the content of draft laws should be a priority in the new Parliament.
