Book Unlocking the Potential of Railways

Download or read book Unlocking the Potential of Railways written by Asian Development Bank and published by Asian Development Bank. This book was released on 2017-02-01 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: About 25,000 kilometers of railway corridors connect countries within the Central Asia Regional Economic Cooperation (CAREC) region. CAREC countries export mostly to the European Union (33% of exports in 2015) and the People's Republic of China (19%), but growing export-import activity is underserved. The rail network does not match changing trade patterns. Improved rail service quality is needed to facilitate regional cooperation. This publication provides a blueprint for sound, long-term development of CAREC railways into a quick, efficient, and accessible transport system. The 2017-2030 CAREC railway strategy intends to equip the region's railways to better capture evolving trade flows and contribute to regional economic development by improving rail and multimodal infrastructure and commercializing and reforming railway activities.

Book Fiscal Policy and Economic Growth

Download or read book Fiscal Policy and Economic Growth written by Cheryl Williamson Gray and published by World Bank Publications. This book was released on 2007 with total page 358 pages. Available in PDF, EPUB and Kindle. Book excerpt: Worldwide experience highlights public finance policies that promote economic growth while meeting the need for fundamental public goods. Macroeconomic stability is essential, as large budget deficits retard growth, followed by moderate levels of public spending - around one-third of GDP or less - especially when governance and public administration are weak; that in turn requires efficiency, particularly in areas such as infrastructure, health, education, and social protection; finally, lower income and payroll tax rates can spur investment and employment. The Eastern European and Central Asia countries pioneered flat income taxes without generally suffering revenue losses as a result, but they have not addressed the problem of high payroll taxes and still face many hurdles in improving the efficiency and effectiveness of public spending and revenue generation.

Book Reforming Infrastructure

Download or read book Reforming Infrastructure written by Ioannis Nicolaos Kessides and published by World Bank Publications. This book was released on 2004 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls. Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups. It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.

Book Privatization in Eastern Europe

Download or read book Privatization in Eastern Europe written by Roman Frydman and published by Central European University Press. This book was released on 1994-01-01 with total page 239 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Eastern Europe privatization is now a mass phenomenon. The authors propose a model of it by means of an illustration from the example of Poland, which envisages the free provision of shares in formerly public undertakings to employees and consumers, and the provision of corporate finance from foreign intermediaries. One danger that emerges is that of bureaucratization. On the broader canvas, mass privatization implies the reform of the whole system, the creation of a suitable economic infrastructure for a market economy and the institutions of corporate governance. The authors point out the need for a delicate balance between evolution - which may be too slow - and design - which brings the risk of more government involvement than it is able to manage. A chapter originating as a European Bank working paper explores the banking implications of setting up a totally new financial sector with interlocking classes of assets. The economic effects merge into politics as the role of the state is investigated. Book Engaging Central Asia

Download or read book Engaging Central Asia written by Bhavna Dave and published by CEPS. This book was released on 2008 with total page 196 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In July 2007, the European Union initiated a fundamentally new approach to the countries of Central Asia. The launch of the EU Strategy for Central Asia signals a qualitative shift in the Union's relations with a region of the world that is of growing importance as a supplier of energy, is geographically situated in a politically sensitive area - between China, Russia, Iran, Afghanistan and the south Caucasus - and contains some of the most authoritarian political regimes in the world. In this volume, leading specialists from Europe, the United States and Central Asia explore the key challenges facing the European Union as it seeks to balance its policies between enhancing the Union's energy, business and security interests in the region while strengthening social justice, democratisation efforts and the protection of human rights. With chapters devoted to the Union's bilateral relations with Kazakhstan, Uzbekistan, Turkmenistan and Tajikistan and to the vital issues of security and democratisation, 'Engaging Central Asia' provides the first comprehensive analysis of the EU's strategic initiative in a part of the world that is fast emerging as one of the key regions of the 21st century."--BOOK JACKET.

Book Turkic Council Countries Infrastructure Trade Logistics and Transportation

Download or read book Turkic Council Countries Infrastructure Trade Logistics and Transportation written by Mahir Humbatov and published by Mahir Humbatov. This book was released on 2017-11-17 with total page 194 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Cooperation Council of Turkic Speaking States (the Turkic Council - TC) was established in 2009 as an intergovernmental organization to promote multilateral cooperation among Turkic Speaking States. The four founding member states of the TC are Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey. In addition, Uzbekistan and Turkmenistan are two possible future members of the council. This study aims to investigate the infrastructural investment, trade, logistics and transportation potential of the mentioned countries as well as elaborate these activities among the TC’s current and possible future members. For this purpose, firstly, present situation of the trade among the Council’s current and possible future members has been examined. At this point, it is made clear that the trade volume among these six states is not as much as expected, but it is open to healing. Later, the opportunities and the last developments that may increase the trade volume among the TC’s current and possible future members in line with advancement of their infrastructural potential are explored. In reality, the geographic location of these states is very good. Namely, they are on the old trade route known as the Silk Road channels; however, this road was not active for a long time. Recently, this ancient trade route between East and West was aimed to be revived by China. Besides, India is keen to develop another approach of the Silk Road under the International North South Transportation Corridor (INSTC) initiative. In fact, these are great opportunities for the TC’s current and possible future members. That is, there is a very large volume of trade between China and Europe, and currently almost all of this trade is done through sea transport. Hence, if even a small part of this trade is transported by the Chinese Initiative of the Silk Road, its contribution to the current and potential future members of the TC and their integration into each other will be great. However, at this point, there are some tasks that current and potential members of the TC must complete to mobilize the Silk Roads. In fact, opening of Baku-Tbilisi-Kars (BTK) rail link recently was an important step to make it active, but this is not fully enough. In this work, it is also aimed to set out these tasks from the perspective of each current and potential member. Finally, with the help of this review, the limitations and problems of each state’s infrastructural investment, trade, transport and logistics system have been put forward for improvement studies.

Book Harnessing Quality for Global Competitiveness in Eastern Europe and Central Asia

Download or read book Harnessing Quality for Global Competitiveness in Eastern Europe and Central Asia written by Jean-Louis Racine and published by World Bank Publications. This book was released on 2011-05-05 with total page 360 pages. Available in PDF, EPUB and Kindle. Book excerpt: Standards are everywhere, yet go mostly unnoticed. They define how products, processes, and people interact, assessing these entities’ features and performance and signaling their level of quality and reliability. They can convey important benefits to trade, productivity, and technological progress and play an important role in the health and safety of individual consumers and the environment. Firms’ ability to produce competitive products depends on the availability of adequate quality-support services. A “national quality infrastructure” denotes the chain of public and private services (standardization, metrology, inspection, testing, certification, and accreditation) needed to ascertain that products and services introduced in the marketplace meet defined requirements, whether demanded by authorities or by consumers. In much of Eastern Europe and Central Asia, national quality infrastructure systems are underdeveloped and not harmonized with those of their trading partners. This imbalance increases trade costs, hinders local firms’ competitiveness, and weakens overall export performance. The objective of Harnessing Quality for Global Competitiveness in Eastern Europe and Central Asia is to highlight the need to reform and modernize the institutions in the region toward better quality and standards. The book ties in with much of the work done in the World Bank on the business environment, trade facilitation, economic diversification, and enterprise innovation. The countries in the region can improve this situation, revising mandatory standards, streamlining technical regulations, and harmonizing their national quality infrastructure with those of regional and international trade partners. Most governments will need to invest strategically in their national quality infrastructure, including pooling services with neighboring countries and stimulating local awareness and demand for quality. Specifically for the countries of the former Soviet Union, the restructuring process will need to improve governance, thus eliminating conflicts of interest and providing technically credible services to the economy.
