Book The Public Sector in Hong Kong Second Edition

Download or read book The Public Sector in Hong Kong Second Edition written by Ian Scott and published by Hong Kong University Press. This book was released on 2022-09-21 with total page 463 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book describes and analyses the role of the public sector in the often-charged political atmosphere of post-1997 Hong Kong. In this second edition, Ian Scott explores public sector accountability in terms of Hong Kong’s constitutional framework and the structure, functions, and personnel policies of its civil service system. He examines critical issues facing the administration of the public sector and the formulation and implementation of public policy with particular attention to the political challenges confronting the Hong Kong government over the past decade. A concluding chapter assesses how contested values in a changing political environment have affected the public sector in recent years. This edition has been fully updated to incorporate the latest statistics and research, including Scott’s work in such areas as integrity management, corruption prevention, and policing. This book is an essential resource for scholars and students of public administration and public policy in Hong Kong and more broadly for those who are interested in how a particular jurisdiction deals with common administrative problems such as centralisation, the role of statutory bodies, corruption prevention, and the redress of citizens’ grievances. ‘Professor Ian Scott’s book, The Public Sector in Hong Kong, now in a second much-expanded and up-to-date edition, offers a thorough and rigorous analysis of contemporary governance in Hong Kong, focusing on all the key stakeholders. The book is essential reading for government officials, politicians, journalists, academics, students, and the general public.’ —John P. Burns, The University of Hong Kong ‘The second edition not only updates the development in the public sector of Hong Kong, but also provides an important perspective to help readers understand the contexts that navigate its latest developments. This edition, along with Ian Scott’s earlier work, will be judged by many in the field to be among the best books on Hong Kong politics.’ —Hon S. Chan, City University of Hong Kong

  • Pages : 212 pages

Download or read book Hong Kong written by Wei-Bin Zhang and published by Nova Publishers. This book was released on 2006 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: Hong Kong has an urbanisation history of an interesting course -- from fishing village of the Qing dynasty under the Manchu rule, to British colony with 98 per cent of its population being Chinese, to global city with great wealth and business activities, to Communist China's Special Administrative Region (SAR) from 1 July 1997. China resumed sovereignty over Hong Kong and granted Hong Kong the right to self-government for at least 50 years, except over diplomatic and defense matters. Long before the return of Hong Kong to China, the colony had already firmly established itself as a regional business centre. It had been at the forefront of the East Asian economic 'miracle' between the 1970s and the mid 1990s. Lightened by multi-coloured neon signs of commercial advertisements, the semi-westernised Chinese city is more attractive in night than in daytime. Hong Kong is full of contrasts and paradoxes. The wide variety of the city's contrasting and yet fluid and interesting social and cultural images, aptly has been described as, 'east and west', local and colonial, modern and traditional, extravagant and frugal -- has earned it the epithet 'a cultural kaleidoscope'. The author explores these contrasts and paradoxes not only from economic, cultural, and social perspectives, but also from perspectives of non-linear theory and Adam Smith's and Confucian philosophies -- an endeavour which no other author has systematically made before.

Book Dilemmas in Public Management in Greater China and Australia

Download or read book Dilemmas in Public Management in Greater China and Australia written by Andrew Podger and published by ANU Press. This book was released on 2023-07-12 with total page 612 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book draws on more than a decade of workshops organised by the Greater China Australia Dialogue on Public Administration, involving scholars and practitioners from Mainland China, Hong Kong, Taiwan and Australia. Although these workshops recognised the major differences in the institutional frameworks of these jurisdictions, until recently they focused largely on the shared challenges and the diffusion of ideas and approaches. As rising international tensions inevitably draw attention to areas where interests and philosophies diverge, it is the differences that must now be highlighted. Yet, despite the tensions, this book reveals that these jurisdictions continue to address shared challenges in public administration. The book’s contributors focus in detail on these four areas: 1. intergovernmental relations, including the shifting balance between centralisation and decentralisation 2. budgeting and financial management, including during and after the COVID-19 pandemic 3. the civil service, its capability, and its relationship with government and the public 4. service delivery, particularly in health and aged care. This book is aimed at a wide readership, not only at those within the jurisdictions it explores. It emphasises the importance of continued engagement in understanding different approaches to public administration—confirming fundamental philosophical differences where necessary but also looking for common ground and opportunities for shared learning.

Abstract: CHAPTER 1 INTRODUCTION Introduction In economics terms, civil service is basically a 'tertiary production' activity in which labour trained with or possessing the relevant skills is the most critical factor or input of production. Human resource is of utmost importance to the smooth operation of government. Hence, the acquisition of suitable people to fill the posts in the civil service is a very essential personnel function. The acquisition of the right people for the right jobs can be achieved by internal promotion or re-deployment of existing work force, and/or by appointing outsiders to the governments. In the civil service of Hong Kong, the posts at the basic rank are usually filled by people through recruitment from external labour market, whereas, posts at higher ranks are usually filled by internal promotion though direct recruitment from outsiders are not unusual. Source: 'The Hong Kong Civil Service' in the Internet Home Page of the Civil Service Branch, Hong Kong Government (Location: http: //www.hku.hk/hkgcsb/eng_ver/4.htm, updated on 25 March 96)This dissertation, in a word, is a research of getting and keeping good employees in public organization using the Home Affairs Department (HAD) as the case of study. The theme of this study is to examine the recruitment and retention of suitable new recruits of Liaison Officers II (LOII) in HAD with reference to the relevant academic theories, including those of human resource management (HRM). The macro and micro factors influencing recruitment and retention, the problems and their likely causes in the recruitment, selection and retention of LOsII in the department will be explored; and recommendations to address the problems will be made. In this dissertation, I shall argue that not until recently has the HAD management adopted an integrated approach in the context of HRM in attempt to resolve the problems of recruitment and retention of LOsII. With the support of evidence from statistical analysis, I shall further argue that in the process of selection of LOsII, the selection tools used by the department are unreliable and assessments made are inconsistent As it will be elaborated in Chapter 2, factors in the environmental, organizational and personal dimensions are linking to the recruitment and retention of employees. Aided by the views of the HAD management (fromboth the line and personnel managers); as well as various statistical analysis on the correlation between the recruitment response rate/wastage rate and the factors in the three dimensions mentioned above, I shall also argue that: (a) the unfavourable working conditions, low job esteem and unattractive remuneration are the main causes of high turnover rates of LOsII; (b) the LOII post is less attractive to people of higher qualifications, especially to those graduates from the two local 'brandname' universities (i.e. Hong Kong University and Chinese University); nor is it attractive to those who could have scored higher grading in Government's general written examination for purpose of recruitment of matriculation grade employees. (c) most personal factors of the new recruits of LOII, including their sex, age, qualifications, institute graduated from, and their performance in the selection tests, etc. do not display prominent influence at the initial stages of the recruitment process, but they do at those stages following the selection interview.
