Book excerpt: In 1987, the Pacific Southwest Research Station (PSW) of the U.S. Department of Agriculture Forest Service (USFS) chartered a research work unit to examine outdoor recreation in the wildland-urban interface. The new work unit was established to address the needs of the increasingly diverse recreation visitors to national forests. The four forest supervisors in southern California observed that in the past, most recreation visitors were White. However, that percentage was changing with an increase in diverse visitors. In particular, they noted the increasing numbers of Latino visitors. They also observed that the diverse visitors were recreating in different ways compared to White visitors. The supervisors expressed concern that the needs of the diverse visitors may not be being met because the sites were often developed with White visitors in mind, and thought it was beneficial for PSW to provide scientific information about the diverse outdoor recreation visitors who were using USFS lands for outdoor recreation. The research work unit has emphasized applied research in response. We report 16 studies grouped into six major topical headings: international studies, syntheses of studies, management studies, environmental belief studies, communication studies, and measurement studies.

Book excerpt: In response to changing demographics and cultural shifts in the U.S. population, the Forest Service, U.S. Department of Agriculture has initiated a range of "culturally transforming" management practices and priorities aimed at better reflecting both the current and future U.S. population (USDA 2011). This makeover also calls attention to the various publics served by the Forest Service and questions whether the Agency's services and programming are reasonably accessible by racial and ethnic minority populations within the U.S. populace. Although a priority for upper level management, the actual implementation of recreation visitor services may be difficult to achieve given competing management demands. The present study is an effort to generate greater understanding of the priority given to visitor diversity by forest managers in two of the Forest Service's most racially and ethnically diverse regions: the 13 Southern States (not including Puerto Rico) that compose Region 8, and Region 5 (California only). Importantly, we want to understand better what this emphasis on visitor diversity means from the perspective of National Forest recreation managers. We identify management priorities and challenges facing recreation managers in their attempts to connect with (i.e., outreach and/or engage) and understand culturally and ethnically diverse visitors. Results indicate that managers in both regions consider visitor diversity important, but fiscal constraints and understaffing inhibit more targeted programming. As expected, results indicate more programming aimed at diverse recreation visitors in Region 5 compared to Region 8, although racial, ethnic, and, increasingly, cultural diversity are prevalent in a number of key areas adjacent to National Forest lands in the South.

Ethnic neutrality in recreation design is based on a social philosophy of cultural assimilation. The alternative approach explored here is not based on the hope of eventual cultural assimilation but on the practical acceptance of America's cultural pluralism. The author argues that the Corps should strive for ethnically universal designs that strongly appeal to day-use oriented ethnic minority groups as well as its traditional white middle-class customer base. The Corps should develop day-use recreation complexes that offer a variety of options to a multiethnic customer base. Book excerpt: The fastest growth in outdoor recreation participation is projected for activities that are popular with older adults, and the slowest growth for those activities popular with younger adults. Nationally, changing age distribution is the main reason for change in participation; but, in some areas of the U.S., changing racial and ethnic structure and urban residence also are very important. Cohort component projection models estimate that participants be older and will include more racial and ethnic minorities, with minorities a substantial portion of increases in participants. Changes in participants will be especially great in areas where there will be sizable growth in the number of racial and ethnic minority individuals and older Americans - such as in and near cities. Although there is limited information on outdoor recreation participation trends, there is some indication of declining participation rates in some activities, for age and racial and ethnic groups during the 1980s. If these persist, they may slow increases in the growth of participants. Participation rates for racial and ethnic minorities and for older adults may increase, thereby increasing the number of participants as well as the proportion of racial and ethnic minorities and older adults among participants. Outdoor recreation managers may face reduced growth in the number of customers, increased customer diversity (older, more racial and ethnic minorities, more urban), and changing demands for activities, the design of settings and facilities, resource management, visitor programs, fees, communication between managers and users, information and marketing, staffing, and training. Researchers can explore the use of cohort component projection models and other approaches to predicting recreation behavior, to analyze ongoing trends, and to generate better data for use in predictive models. Research is needed to develop guidelines for plans and programs to meet the needs of customers who are increasingly older, urban, and more racially and ethnically diverse.
