Some observers question whether this continent can ever hope to feed its growing population. Book excerpt: West and Central African nations face major obstacles to achieving the Millennium Development Goal of cutting poverty and hunger in half by 2015, not least among them the fragile state of their agriculture. Although most regional economies depend on agriculture for employment, national income, and export revenues, farm productivity tends to be low, owing to relatively little use of chemical fertilizers, improved seeds, and other modern technologies. Yield Gaps and Potential Agricultural Growth in West and Central Africa responds to this problem by identifying potential areas of growth in the agricultural and livestock sectors. Using data on the soil, water availability, and weather in different parts of West and Central Africa, the authors find significant gaps in different locations between the potential and actual yield of various agricultural products. They then use an economywide multimarket model to simulate the future economic effects of closing these yield gaps. In coastal nations, crops such as cassava, cereals, and yams have the greatest yield gaps, whereas, in the Sahel, livestock, rice, coarse grains and oilseeds (groundnuts) have more room for growth. Although identifying these yield gaps does not guarantee that they can be closed, it does provide a focus for development efforts in the region. The authors conclude, moreover, that if such efforts involve transnational cooperation in agricultural research, marketing, and other areas, they could produce significant benefits across West and Central Africa. This study's findings will be of interest to policymakers, researchers, and others concerned with African development.

Highlighting different countries’ experiences in adaptation by different socio-economic groups and efforts at building their adaptive capacity, it offers readers a holistic understanding of adaptation on the basis of contextual and generic sources of adaptive capacity. Focusing on adaptation to climate change/variability is critical because the developmental challenges West Africa faces are increasingly intertwined with its climate history. Today, climate change is a major developmental issue for agrarian rural communities with high percentages of the population earning a living directly or indirectly from the natural environment. This makes them highly vulnerable to climate-driven ecological change, in addition to threats in the broader political economic context. It is imperative that rural people adapt to climate change, but their ability to successfully do so may be limited by competing risks and vulnerabilities. As such, elucidating those vulnerabilities and sources of strength with regard to the adaptive capacities needed to support successful adaptation and avoid maladaptation is critical for future policy formulation. Though the empirical discussion is geographically based on West Africa, its applicability in terms of the processes, structures, needs, strategies, and recommendations for policy transcends the region and provides useful lessons for understanding adaptation broadly in the developing world.

Book excerpt: This study examines transportation alternatives for moving cereals into position for storage under the West African Food Security Regional Reserve agreed to by the Economic Community of West African States (ECOWAS) in 2013, for which cereals were first procured in 2017. It describes the reserve’s management structure and rules for procuring commodities, both types of cereals and preferred sourcing for those purchases. The study identified countries within the 15-nation ECOWAS region where the desired types of cereals are available, and recent sources for imported rice, which is a preferred staple food in ECOWAS member countries even though the region is far from self-sufficient in this commodity. Despite the poor quality of roads and commercial trucks in much of West Africa and the official and unofficial barriers to movement of products across national borders, surface transportation of cereal shipments is determined to be the most economical mode of transportation for servicing the stockholding facilities of the regional reserve for goods originating within the continent. Significant investments are scheduled to be made in railroads that cross national borders within West Africa, as well as in infrastructure for river transport, including inland port facilities and improving navigable channels in key regional river systems, but those modes are not yet viable alternatives to road transport for most of the West Africa region.
