Book excerpt: Since 1991, the economies of the former Soviet Union have experienced sizeable shocks that have pushed equilibrium real wages far from pre-transition levels. This paper sets out a framework in which to assess the degree of real wage adjustment needed to restore equilibrium, and discusses practical problems in applying wage targets and monitoring real wage developments. A key policy conclusion is that because the accuracy of real wage targets is inevitably suspect, observable indicators should be identified to evaluate the adequacy of actual movements in real wages and of the wage targets; rigid indexation rules should be avoided in nominal incomes policies. Book excerpt: The Economic and Fiscal Consequences of Immigration finds that the long-term impact of immigration on the wages and employment of native-born workers overall is very small, and that any negative impacts are most likely to be found for prior immigrants or native-born high school dropouts. First-generation immigrants are more costly to governments than are the native-born, but the second generation are among the strongest fiscal and economic contributors in the U.S. This report concludes that immigration has an overall positive impact on long-run economic growth in the U.S. More than 40 million people living in the United States were born in other countries, and almost an equal number have at least one foreign-born parent. Together, the first generation (foreign-born) and second generation (children of the foreign-born) comprise almost one in four Americans. It comes as little surprise, then, that many U.S. residents view immigration as a major policy issue facing the nation. Not only does immigration affect the environment in which everyone lives, learns, and works, but it also interacts with nearly every policy area of concern, from jobs and the economy, education, and health care, to federal, state, and local government budgets. The changing patterns of immigration and the evolving consequences for American society, institutions, and the economy continue to fuel public policy debate that plays out at the national, state, and local levels. The Economic and Fiscal Consequences of Immigration assesses the impact of dynamic immigration processes on economic and fiscal outcomes for the United States, a major destination of world population movements. This report will be a fundamental resource for policy makers and law makers at the federal, state, and local levels but extends to the general public, nongovernmental organizations, the business community, educational institutions, and the research community.

Three closely related areas require action at the outset of the process: macroeconomic stabilization, including fiscal, monetary, trade and payments, and incomes policies; price reform in an environment of increased domestic and external competition; and ownership reform, involving the rapid privatization of retail trade and small enterprises, along with the commercialization of large, state-owned enterprises. Many measures are needed to support policy actions in these three areas. A social safety net will be needed to protect the most vulnerable from the short-term adverse consequences of the reform process. Other measures include completion of the legal framework for a market economy, the creation of a market system for banking and finance, the demonopolization and restructuring of many enterprises, the reconstruction of the transport and communications infrastructure, the development of a system of labor relations, the process of privatization of state enterprises and collective farms, and the addressing of serious environmental problems. These and other issues, and the close relationships between them, are discussed in this study.

Book excerpt: This paper uses microeconomic panel data to examine differences in the cyclical variability of employment, hours, and real wages for skilled and unskilled workers. Contrary to conventional wisdom, it finds that, at the aggregate level, skilled and unskilled workers are subject to the same degree of cyclical variation in wages. However, the quality of labor input is found to rise in recessions, inducing a countercyclical bias in aggregate measures of the real wage. The paper also finds substantial differences across industries in the cyclical variation of employment, hours, and wage differentials, indicating important interindustry differences in labor contracting.
