Too many able-bodied people are subject to chronic joblessness and, when employed, cannot earn a living remotely like that in the mainstream of the population. One policy response has been to give such workers a range of goods and services without charge, another has been to single out some groups for tax credits tied to their earnings. However, many of the welfare programs actually weaken people's incentive to participate in the labour force and wage-income tax credits appear to have made hardly a dent in joblessness. This volume brings together leading economists to present four studies of methods to rebuild self-sufficiency and boosting employment: a graduated employment subsidy, a hiring subsidy and subsidies for training and education. It is of interest to anyone with a serious interest in the economics of subsidies to raise inclusion.

GAO analyzed data from the Department of Labor's Current Population Survey (CPS); reviewed other work on similar topics; and interviewed agency officials, representatives of women's groups, and other researchers.

Dans ce rapport, Patrick Artus, Pierre Cahuc et André Zylberberg s’interrogent sur la manière d’organiser et de réglementer la durée du travail. Il s’agit d’abord de rechercher des motivations économiques à l’intervention publique dans ce domaine. Ensuite, les auteurs montrent en quoi la réglementation de la durée du travail n’est jamais parvenue à créer des emplois. Plus précisément, un bilan des politiques de réduction du temps de travail est effectué, la question des heures supplémentaires, notamment de leur fiscalité, est abordée ainsi que celle relative au travail du dimanche. Le rapport se nourrit de nombreuses études empiriques s’appuyant sur des expériences françaises et étrangères. Enfin, Patrick Artus, Pierre Cahuc et André Zylberberg préconisent de simplifier la réglementation française en laissant une large part aux négociations collectives par branche, d’expérimenter sur une échelle réduite un allégement des prélèvements obligatoires sur les heures supplémentaires, et d’assouplir la législation concernant l’ouverture des commerces le dimanche.
