Book Local Government in Australia

Download or read book Local Government in Australia written by Bligh Grant and published by Springer. This book was released on 2017-03-06 with total page 456 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book offers a general introduction to and analysis of the history, theory and public policy of Australian local government systems. Conceived in an international comparative context and primarily from within the discipline of political studies, it also incorporates elements of economics and public administration. Existing research tends to conceptualise Australian local government as an element of public policy grounded in an 'administrative science' approach. A feature of this approach is that generally normative considerations form only a latent element of the discussions, which is invariably anchored in debates about institutional design rather than the normative defensibility of local government. The book addresses this point by providing an account of the terrain of theoretical debate alongside salient themes in public policy.

Book Australian Local Government

Download or read book Australian Local Government written by Brian Dollery and published by Macmillan Education AU. This book was released on 1997 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: The last few years have seen unprecedented change taking place in the Australian local government arena. In all states the functions and responsibilities of local authorities have been subjected to extensive reform. New legislation has redefined the role of councillors. Local governments have been required to introduce more efficient and effective management practices and become more open and responsive to their constituencies. The scope of traditional regulatory practices has been altered and councils forced to develop a competitive environment for the provision of services. The place of local authorities in the intergovernmental landscape has also changed. Different forms of interaction between Commonwealth, state and local government are evolving along with the emergence of new funding strategies to encourage a regional focus. This is the first book to offer a detailed discussion of the reforms that have taken place, and at the same time provide an informative and readable analysis for practitioners and students of government, politics and public sector management.

Book Theoretical Foundations and Discussions on the Reformation Process in Local Governments

Download or read book Theoretical Foundations and Discussions on the Reformation Process in Local Governments written by Sadioglu, Ugur and published by IGI Global. This book was released on 2016-06-01 with total page 588 pages. Available in PDF, EPUB and Kindle. Book excerpt: Local government can be defined as a public entity acting as the sub-unit of a state or of a region, charged with the task of enforcing public policies. There have been many reforms of local government in recent years from the grassroots-led movement that took root in the 90’s to the overarching effects of globalization and decentralization. Local governments must adapt their practices in order to most effectively provide for their constituents. Theoretical Foundations and Discussions on the Reformation Process in Local Government addresses the effects of recent reforms in the political-administrative system of local governments and politics as well as future outlooks. It reviews the challenges, innovations, and lessons from local governments while providing theoretical perspectives on methods for positive reform. This book is a critical reference source for policy makers, government organizations, professionals, and actors in both local and international politics.

Book Divided we Fall An Insider s Perspective on Local Government Amalgamations

Download or read book Divided we Fall An Insider s Perspective on Local Government Amalgamations written by Dr Ian Tiley and published by Xlibris Corporation. This book was released on 2012-12-11 with total page 259 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recent Australian local government structural reform has manifested as council amalgamations and predominantly as imposed merger processes. This book examines council amalgamations across Australia over the past two decades and uncovers the case of council amalgamation in the NSW Clarence Valley Council (CVC) since 2004. The case of forced amalgamation of four general-purpose and two county councils could have been a recipe for chaos; instead this book describes the gains and the challenges. Writing from deep seated knowledge of local government this book details the net positive economic outcomes and financial benefits against measurable indicators and describes the impacts on local democracy. Based on detailed research, this long term local government ‘insider’ perspective will be of value to all those interested in driving change through local government reform.

Book Local Governance in Multi Layered Systems

Download or read book Local Governance in Multi Layered Systems written by Matteo Nicolini and published by Springer Nature. This book was released on 2023-12-12 with total page 485 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book provides a comprehensive analysis of local government in federations. It fills the gap in current legal research and positions local government in federal studies through the lenses of comparative law, adopting a more nuanced approach to local government. The book considers the shortcomings between the black-letter constitution and its operational rules. Whether (and how) the regime of local government is implemented is more relevant than its formal-but-ineffective recognition. The comparative survey discloses the variety local institutions take in different federal contexts. Divided into three parts, the book comprises chapters investigating local government in systems that, to various degrees, have been examined and classified as federal. Scholars throughout the world have examined the federal-local connection in aggregative federations, (the USA, Canada, Switzerland, Germany, Australia, and Austria), devolutionary ones (Belgium, Bosnia Herzegovina, Italy, Spain, the UK, Argentina, Brazil, Mexico, and the Russian Federation), as well as in federations beyond the West, where federalism-as-a-colonial-legacy has undergone a process of reinvention affecting the federal-local connection (South Africa, Ethiopia, India, Nigeria, Comoros, Democratic Republic of Congo, Nepal, Palau, Federated States of Micronesia; St. Kitts and Nevis; United Arab Emirates; and Pakistan).

Download or read book Local Disaster Management written by Gina Yannitell Reinhardt and published by Routledge. This book was released on 2020-06-09 with total page 175 pages. Available in PDF, EPUB and Kindle. Book excerpt: Local Disaster Management explores what resilience means for local communities and local governments on the front line of responding to disasters and emergencies. Disaster management is often seen as a major international issue undertaken by global actors such as the UN, Red Cross and Red Crescent. Yet fundamentally, all disasters are local. Every disaster, regardless of its type, affects individuals, families and communities before they escalate to encompassing one or many communities or nations. This volume therefore explores fundamental issues of disaster and emergency management at the local level. What is resilience? What does resilience mean for a local government seeking to lessen the impact of disasters on their community? How do local governments adapt through their experiences of disasters and how do they recover from catastrophic experiences? This book explores these issues with chapters from top scholars in the field, draws out lessons for local government officials and disaster managers seeking to build community resilience, prepare their communities for a changing environment, and facilitate recovery after disasters strike. Local Disaster Management provides invaluable insight for local governments charged with managing the inescapable effects of climate change and the increasing frequency and severity of disasters, as well as for scholars of local governance, disaster resilience, government policy, and disaster management. The chapters were originally published as a special issue in Local Government Studies.

Book Policy Analysis in Australia

Download or read book Policy Analysis in Australia written by Head, Brian and published by Policy Press. This book was released on 2018-03-01 with total page 336 pages. Available in PDF, EPUB and Kindle. Book excerpt: Policy Analysis in Australia offers a distinctly Australian interpretation of policy scholarship with eighteen chapters strongly reflecting the outstanding contributions of Australian scholars to the field of public policy. It provides a coherent overview of the strengths and opportunities for policy analysis in Australia. It recognises that government agencies are no longer regarded as the sole source of sound policy analysis, and takes a broad view of policy analysis capacity, both within institutions at all levels of government, and beyond government in the media, political parties, business, and non-government associations. It provides a valuable contribution to Australian scholarship about policy analysis in academic, professional, teaching and learning contexts, and is a key addition to research and teaching in comparative policy analysis and policy studies more generally.

Book Elections during emergencies and crises

Download or read book Elections during emergencies and crises written by Toby S. James and published by International Institute for Democracy and Electoral Assistance (International IDEA). This book was released on 2023-05-08 with total page 724 pages. Available in PDF, EPUB and Kindle. Book excerpt: Elections often have to be held in emergency situations. The Covid-19 pandemic was one of the most serious emergency situations that the world has seen. The rapid spread of the virus presented a huge humanitarian threat—but also an unparalleled challenge to electoral stakeholders globally seeking to protect electoral integrity during times of uncertainty. This volume identifies how the pandemic affected electoral integrity, what measures were put in place to protect elections and what worked in defending them. It brings together a comprehensive set of 26 country case studies to explore how elections were affected on the ground, what measures were put in place and what worked. These case studies are of elections which took place in the eye of the storm when practitioners and policymakers were operating under uncertainty and without the benefit of hindsight. To learn lessons in a more systematic way, this volume also provides a thematic analysis of electoral integrity during the pandemic using crossnational studies. This provides the big picture for policymakers, practitioners and academics looking back at the crisis. The volume therefore seeks to contribute towards the future development of policy and practice. However, it does so by using academic research methods and concepts which enable greater confidence in the policy lessons, as well as contributing directly to the scholarship on democracy, democratization and elections. The volume includes 11 areas of recommendation based on the evidence collected in this volume to protect electoral integrity in any future emergency situation.
