En los últimos años el conjunto de agentes y estructuras que conforman el sistema de I+D+i de la Comunidad Foral de Navarra ha experimentado un espectacular crecimiento. Partiendo de posiciones inferiores a la media estatal, en poco más de una década Navarra ha alcanzado las primeras posiciones entre las regiones españolas y se encuentra en posiciones cercanas a la media europea. En este informe se analiza el “despegue” de la I+D en Navarra así como, especialmente, las actividades de innovación en las pequeñas y medianas empresas (pymes) industriales, que son un pilar del desarrollo de la región. El estudio se ha realizado desde la perspectiva teórica del “sistema de innovación”, en concreto su variante regional (“sistema regional de innovación”), que subraya la influencia de factores institucionales, culturales y sociales en los procesos de innovación de las empresas.

The main question addressed is how Latin American small and medium-sized enterprises (SMEs) may participate in global markets in ways that provide for sustainable income growth, the “high road” to competitiveness. In contrast, the “low road” is often typically followed by small firms from developing countries, which often compete by squeezing wages and revenues rather than by increasing productivity, salaries, and profits.

Book excerpt: Enterprise operation efficiency is seriously constrained by the inability to provide the right information, in the right place, at the right time. In spite of significant advances in technology it is still difficult to access information used or produced by different applications due to the hardware and software incompatibilities of manufacturing and information processing equipment. But it is this information and operational knowledge which makes up most of the business value of the enterprise and which enables it to compete in the marketplace. Therefore, sufficient and timely information access is a prerequisite for its efficient use in the operation of enterprises. It is the aim of the ESPRIT project AMICE to make this knowledge base available enterprise-wide. During several ESPRIT contracts the project has developed and validated CIMOSA: Open System Architecture for CIM. The CIMOSA concepts provide operation structuring based on cooperating processes. Enterprise operations are represented in terms of functionality and dynamic behaviour (control flow). Information needed and produced, as well as resources and organisational aspects relevant in the course of the operation are modelled in the process model. However, the different aspects may be viewed separately for additional structuring and detailing during the enterprise engineering process.

Book excerpt: On a mountainside in sunny Tuscany, in October 1989, 96 people from 23 countries on five continents gathered to learn and teach about the problems of managing contemporary science. The diversity of economic and political systems represented in the group was matched by our occupations, which stretched from science policy practitioners, through research scientists and engineers, through academic observers of science and science policy. It was this diversity, along with the opportunities for infonnal discussion provided by long meals and remote location, that made the conference a special learning experience. Except at lecture time, it was impossible to distinguish the "students" at this event from the "teachers," and even the most senior members of the teaching staff went away with a sense that they had learned more from this group than from many a standard conference on science policy they had attended. The flavor of the conference experience cannot be captured adequately in a proceedings volume, and so we have not tried to create a historical record in this book. Instead, we have attempted to illustrate the core problems the panicipants at the conference shared, discussed, and debated, using both lectures delivered by the fonnal teaching staff and summaries of panel discussions, which extended to other panicipants and therefore increased the range of experiences reponed.
