The well-being of farmers, of course, can not be measured by money incomes alone. In fact so many things enter into living on the farm that no adequate yardstick of rural prosperity has yet been devised. The signs are 'unmistakable, however, that all is not well with American agriculture. The income of agriculture as a whole, to be sure, moved upward somewhat between 1921 and 1929, and individual farmers scattered throughout the industry have bettered their position a little year by year. On the other hand, shrunken land values, large debts and mounting taxes, high costs, and low prices of farm products weigh heavily upon the industry, and thousands of capable farmers are unable to support the rising level of living that other groups of Americans enjoy. The agricultural problem is the outgrowth of many conditions. War inflation followed by drastic deflation of agricultural values, the accumulation of debts at inflated prices that now must be paid off at deflated prices, high farming and living costs as contrasted with low prices of farm products, burdensome taxes, increased cost of distributing farm products, shifting or decreasing demand for agricultural products - these are some of the influences that account in varying degree for the difficulties experienced by farmers. These are the fundamental ques tions because they have to do with life and the final aim of all effort, whether individual or social, is life itself - its preservation and increase in quantity or quality or both. Mankind always praises the preservation, the increase, and the improvement of life, and condemns the Opposite. The complaint about agriculture is that as an occupation it fails to maintain life both in quantity and quality, and that as a productive agency it might do more to feed the nation than it does. Some times stress is laid on the one and sometimes on the other; but they are generally regarded as involving each other more or less. Just at present the former complaint seems to be more prominent. If the rural population Were increasing in number and improving in quality there would be no land question, or none in the sense of an acute political issue. But as soon as it is proposed to substitute national for in dividual ownership, the determination of the character of the ownership to be created becomes a question of fundamental importance. Is the State to claim the revenue of the land alone, or the direction alone, or is it to claim both revenue and direction? The question is variously answered by three schools of social reformers. The school that draws its inspiration from the writings of Mr. Henry George is anxious only to secure the revenue of the land. By gradually increasing taxation this school would transfer all land reve nues from the present proprietors to the nation. With the control of the land they would not interfere. Another school of land nationalizers, led by Mr. Alfred Russel Wallace, take exactly the opposite view. In their opinion, to interfere with the monetary rights of the present owners would be unjustifiable all they care about is the power to control the use of the land. This power they would transfer to the State, and at the same time guarantee to the dis possessed landholders a permanent income calculated on their present receipts. A trne statement of the real value of the grant would tend to discredit the whole affair in the eyes of the cautious foreign capitalists, from whom the Company seeks to borrow money, for they would not believe that any Government could be extravagant enough to make such a donation. But it must be remembered that the line of the Northern Pacific passes for nearly its whole length through as fine an agricultural country as that of Illinois; that its grant consists, in large part, of immensely valuable timber and mineral land, and that it will build up town after town, one of them at least, a great commercial city, on its own soil. Furthermore, for reasons before stated, the increase in the value of land during the next twenty years must be much greater than it has been in the last twenty years. Taking these things into consideration, is it too much to say that in twenty years from now the lands of the Company will have sold for or will be worth an average of at least $20 per acre? At this rate the grant amounts to over half a million dollars per mile, or in the aggregate to the enormous sum of $1,160,000,000--a sum more than half the National debt. This donated absolutely to one corporation. And for what? For building a road which cannot cost more than eighty millions, and for building it for themselves! No keener satire upon our land grant policy could be written than that which is to be found in the published advertisement of this Northern Pacific Company. The Directors show that if they get an average of but $2 per acre for their land, they can pay the whole cost of building and equipping the road and have a surplus of some $20,000,000 left.
